Federal Contractor under U.S. Army Corp of Engineers (USACE), Poland MDA Resident Office, European Phased Adaptive Approach (EPAA), Phase III Construction Contract, Aegis Ashore, Redzikowo, Poland.

Construction Manager for the critical, time-sensitive utility support area to include the site’s Water Supply Building (WSB) and its MEP systems per the following:

Initially called upon to help streamline the projects submittal review and approval process. I discovered that it was an entirely manual process consisting of manually implement spreadsheets that coordinated through standard spreadsheets a process not up to the task of dispositioning of 600 test submittals, which were way behind schedule. There was no way to improve on this process as it was dependent upon two or three key personnel involved in the early stage of its setup, with most of their knowledge not written down. I made my recommendations to upper management for a cloud-based document control process set up for distribution to the various parties associated with the online project review implemented,

I then moved on to work managing the Construction of a critical Water Supply Building construction. The two major systems (firewater and potable water treatment) supply to the sites water fire loops and water supply are the functions of this Building, which was well behind the project schedule.

I made a Project Control analysis of the existing schedule and discover Scope Gaps not addressed that lead to delays in its Construction due to materials and lack of scope by existing contractors. This issue appeared to be the case as the local Polish contractors had taken exception to their statements of work on several key subsystems like the internal MEP works of the Building. They bid only to supply the underground utilities and the civil works of the Building only. I did my review and provided my report to upper management.

Note, my full-time employee role changed to that of a consultant one for the following reasons:

•Number One - H.R. issues obtaining Polish Residence VISA due to my direct transfer from my African project to Poland without applying first to a Polish consulate outside the country before arriving at the job site for my start of work. Amecfw was promised a special waiver for this issue, but later the Polish Embassy in Washington reneged on their promise, which affected several folks, not just me.

•Number Two - I discovered multiple Scope Gaps associated with this buildings construction schedule which contributed significantly to the WSB behind the existing project schedule:

1.Design Gaps or lack of calculations for the MEP Systems such that the procurement of these systems was flawed due to suppliers taking exception of several key components that could not be quantified for capacity, so they were left out of the supplier’s proposals,

2.The principal civil subcontractor took exception to the installation of the MEP equipment. They bid only to supply the underground site utilities and the Building itself.

3.The outside A&E firm delivered the overall building design to only a 60% percent level about the MEP systems. Also, the civil drawings did not have any Block Out drawings to allow the building MEP penetrations to be reserved to eliminate core drilling at the time of installation,

4.The detailed design of the MEP systems was not sufficiently procured with Gaps in the MEP equipment due to a lack of apparent calculations to fully develop the capacity of the water purification equipment and fire pumps. Thus, the bidding supplier’s submittal indicated that they all took exceptions of various parts of the procurement specification for the water WSB internal MEP equipment. They did not provide any onsite training or startup for the equipment too. I pointed this out to the on-sight procurement lead as a part of my formal review that went out to the suppliers,

5.local contractors took exception to it and created a scope gap that was not addressed by management to date.

6.I turned my duties over to an exclusive subcontractor temporary team of Six engineers, and construction manager contracted to address the above design and scope gaps to support the procurement process and pick up the construction management of WSB,

7.Thus, the company and I decided I needed to transition my responsibilities to a Tiger Team of six contractor engineers to manage the WSB building issues, which could hit the ground running with Polish Visas in hand.

Provided on short notice an engineering survey of nearly fifty (50) percent of Two-hundred (200) VAV boxes detailing their non-conforming installation. My technical study prevented them requiring correction late in the project after discovery by the Washington inspectors causing a possible delay in the beneficial occupancy of the Building,

Worked with the Contractor’s shop drawings submittal to convert their native AutoCAD drawings files into coordination drawings for ease of checking by our engineer team, which was not a standard OBO usual practice. Lead in the proposal for an alternative site sewage system utilizing a state-of-the-art vacuum sewage network with a central plant.
