Consolidated Audit Trail (CAT) reporting is a regulatory requirement and will be available to all client firms that process on the BETA System. The Consolidated Audit Trail will track orders throughout their life cycle and identify the broker-dealers handling them, thus allowing regulators to more efficiently track activity in Eligible Securities throughout the U.S. markets.

The primary goal of Securities and Exchange Commission (SEC) Rule 613 is to improve the ability of the SEC and the Self-Regulatory Organizations (SROs) to oversee trading in the US securities markets. Once implemented, CAT will run parallel with OATS (Order Audit Trail), Electronic Blue Sheets (EBS), and Large Trader (LT) reporting until FINRA (and the SEC (EBS, LT)) determines that the quality and accuracy of the CAT data is enough to retire these existing reporting systems.
