My professional experience encompasses over twenty years working directly with or consulting on the design, efficiency, high availability, and other specific technical issues for a companies’ database environment. Within those years I served many varied industries, including GE Industrial Systems for factory floor automation, utilities, telecommunications, healthcare, and government information management systems. I am comfortable with a variety of development methodologies including Agile (Scrum and Kanban) methodologies.

Qualification Highlights:

• In many of my engagements, I served as a Team Lead or Manager of Data Architect/Modeler positions, Sr. DBA Groups; positions where I was a technical lead of my team or a mentor to my co-workers to help achieve a successful outcome of the project. Most recently, a large modernization project for the National Archives and Records Administration which involved data modeling, and DBA work, I lead my team to a successful Proof of Concept delivery. This POC project was quite complex involving data conversion and migration from Oracle to AWS Aurora\PostgreSQL using complex PL/SQL.

• Proficient in developing and implementing organization-wide policies, practices and procedures in all areas of project management including personnel and security matters.

Marathon TS – Modernization Project for OIG for HHS May 2019 – Present

Enterprise Data Architect involved in Designing, Profiling, and migrating federated data sources into an AWS Data Lake containing an Aurora\PostgreSQL compatible Data Warehouse for the Office of Inspector General. I was also involved in designing the logical and physical data models, using ER Studio, for the development and production framework for the OIG’s ServiceNow environment.

Accenture Federal Services – O&M Contract with HRSA – Chantilly, VA Jan. 2019 – April 2019

Provided as a contract team lead to the SQL Production Support group for a short-term assignment to help organize, and quantify, the team’s responsibilities under the O&M contract and help with documentation and production support with a three node, multi-subnet, high availability group production windows cluster.

TetraTech – The new AMSIS Project for the FAA – Washington, DC July 2018 – Jan. 2019

Working as a Data Architect/Scientist IV on the AMSIS replacement project for the FAA. This project will replace a mostly manual process for certifying medical suitability for various personnel in the aviation industry. This replacement project is under development using the complete Microsoft Stack including the .Net framework and Sql Server 2019 database engine. As a data architect for the project my major duties are to identify legacy data for migration and creating the targets for this migrated data. Along the way I am preparing the logical, and physical data models, using ER Studio, to prepare the target environment for the legacy, migrated data along with the new data that will be created by the AMSIS application.

CMS – Center for Medicare & Medicaid Services – Washington, DC Jan 2018 – July 2018

Part of a team working on the PECOS (Provider Enrollment, Chain and Ownership System) replacement project as a Data Architect/ Data Modeler for the Project. The project is being implemented using an Agile approach with requirements and modeling taking place early in the cycle to support a microservices approach for multiple database environments including both relational, PostgreSQL 10.3 (Sandbox instantiated in a docker container on AWS RDS environment) and NoSQL DataStax Cassandra 6.7 products (Also instantiated through the use of docker containers in AWS EC2 environment). I was tasked with creating conceptual, logical, and physical models, using ER Studio, to stay ahead of the individual microservices team’s actual development efforts.

The National Archives Modernization Project - Washington, DC Sept 2017 – Nov 2017

Working as a data modeler, using ER Studio, for a new PostgreSQL 9.6 data warehouse in the AWS Aurora Cloud environment to enable the anticipated growth that NARA will see in the next few years, I am a member of a team that will enhance, and vitalize the current NARA catalogue and storage offerings and bring these tools to a current level that will increase functionality and reduce total cost of ownership for NARA.

Hired as a PFE (Premier Field Engineer) for the Reston, VA MTC, (Microsoft Technology Center).

Consultant for the Compass Group – Charlotte, NC Oct 2016 – Dec 2016

SQL SME

Customer (Compass Group) needed help with a particular issue within a mission critical production SQL Server, version 2014 standard edition which was not operating consistently and reliably. Their SAP installation was not fully utilizing the server with respect to their SCM scheduling software module.

Engagement included auditing this server, which was not virtualized, and running on a physical server with forty-eight CPUs/Cores but only able to address 40 of those CPUs.

Other issues were bad query plans being created which was related to the cardinality estimator that was installed with the SQL version.

At the end of my engagement all issues had been identified and remediated with final recommendation to upgrade to SQL Server 2016, standard edition at SP1, with the most current CU applied.

The provisioning work is also combined with daily administrative duties necessary to support a very busy SQL production enterprise.

Heavily involved in a large SQL server migration project which included moving SQL 2000, 2005, and 2008 databases to new SQL 2012 platform with Windows O/S uplift to a 2012 version as well in a virtual Hyper Visor platform.

Modeling experience at Protective was focused on the Microsoft BI stack in MS Analysis services helping the developers to create a dimensional environment, supporting a few large fact tables and many attribute tables storing information about sales of various insurance products.

Acquinity Interactive Solutions – Deerfield Beach, FL Jan 2013 – Jun 2013

Sr. SQL DBA

Project oriented Microsoft SQL Server database administrator\modeler hired for a large database cleanup and migration project of VLDBs (SQL 2005 through 2008 R2) to a new set of SQL Server 2012 boxes to support rapid growth of the business.

The DBA team is responsible for a VLDB, Highly Transactional environment, storing Web events which are consolidated into Roll Up summaries, (heavy use of transactional replication) and then this consolidated information is moved, again using replication, to a data warehouse that is approaching 8 terabytes in size.

Some of the information has started to leave this data warehouse in favor of a dimensional environment using SQL Analysis services to begin the creation of KPI dashboards and a reporting environment using SSRS.

The database team has been responsible for the entire process, from end to end, including performance tuning current ETL stored procedures and reworking the replication infrastructure to eliminate duplicate publications providing the same data elements to the same server, and instead, replicating a single data element to a “Replication DB” on the target server and using synonyms to facilitate cross database calls.

This method has decreased significant bandwidth utilization just from duplicate publications going to multiple databases on the same server.

In addition to the project work, the DBA team is also responsible for issue resolution of the production environment and to provide 24/7 on call resources to help resolve after hours’ issues.

Job activities run the entire spectrum of an operational DBA, from participating in a 24/7 on call rotation to installing, troubleshooting, and supporting Publix’s SQL infrastructure.

Interacted with many different business units at Publix, internal customers, and have received much positive feedback from them.

The SQL 2008R2 environment at Publix also includes their retail stores which utilize the windows operating system on well over 1500 servers.

DBA duties for CMA’s managed hosting environment include supporting development, staging, and production instances of MS SQL Server versions 2000, 2005 and 2008 in standalone and clustered virtual environments.

Maintain instances of Oracle 9i and 10 running in a windows environment.

Currently consolidating the SQL environment into a clustered VMware operations group and I am leading the SQL database upgrade and migration effort.

This consolidation effort has already reduced the SQL licensing costs to CMA substantially.

Designed the current backup/restore system and policies for the hosted environment along with developing the business continuity plans utilizing the VMware clustered environment for rapid recovery of production data in the event of any interruption of service at the current data center location.

Responsibilities as a member of a three-person DBA team in this highly transaction oriented OLTP environment are quite diverse, and, at the same time, very direct – To keep the MS SQL Production databases highly available and optimized to perform as quickly and efficiently as is possible in a very active OLTP clustered and replicated environment.

The team monitors the production enterprise environment using software from Quest such as Enterprise Spotlight on SQL and Windows, Quest Footlight, Quest Database Central – which includes many additional tools for monitoring directly executed transact SQL on the production servers which facilitates the next step

Constant and on-going analysis of stored procedures, transact and embedded SQL to determine if the application code is written to best utilize the current OLTP structure of the database and to examine the OLTP structure and consider alterations to the schema to better support common and repetitive Web base ad-hoc structured queries that need to hit the production data directly.

The DBA team also maintains a data warehouse, of data from the OLTP production SQL cluster, using replicated data, a limited number of production table triggers, and stored procedures to de-normalize data and stage that data on two separate servers which provide identical information to a load balanced Web query tool for CTI’s customer base.

The team members are responsible to maintain, and improve, this sub-system. Maintaining this includes 24/7 support of such components as continuous running replication distribution agents, adding and removing articles when schema changes take place because of data modeling efforts of the team and overall general monitoring of the entire process using Quest software tools and custom stored procedures that monitor replication latency.

We use a custom scripted process that compresses and then moves production transaction logs throughout CTI’s enterprise infrastructure. We accomplish this by first taking a transaction log backup, from the production OLTP environment every five minutes, we then move this log locally and restore to another production server for a local redundant copy and compress a copy of this log for shipment to a DR site for almost instant recovery in the event of a DR incident being declared at our primary site.

This entire process is a custom scripted process supported internally by the DBA team.

Large MRI Magnet production facility - Latham, NY

Customer needed a MS SQL server 2005 DBA to support Out Look Soft configuration and ETL process design and creation for data loading from a legacy MRP application from various domestic production sites. (References for this engagement are available)

Large Medical Claims, Albany based Health Insurance Company

Customer needed a MS SQL 2005 server DBA to support application schema change control for their Web site and help support their Oracle data warehouse.

Pharmacy Benefits Management

Company needed help with a clinical analysis product that would combine Rx data with adjudicated medical claims information to create comprehensive detailed reports to allow more precise management of benefits and treatment plans for plan managers.

This tool’s analytical processes were applied to a dimensional model contained in a Microsoft SQL data warehouse.

This PBM needed help with designing this warehouse, writing transact SQL to cleanse data prior to importation into the warehouse, and to create automated processes to load this transformed data into the cubes and to modify some of the cube structures to support ever changing reporting requirements.

Auto Revenue Marketing

Company was helping the premiere US based Auto Revenue Marketing Company to streamline their PostgreSQL/Linux repository to support an average permission based email generation goal of 100,000 per day.

This goal was very robust and required a very efficient data warehouse design that could receive overnight data loads from well over 500 car dealerships and then serve that data to web based tools and process to meet their daily email generation goals.

LexisNexis – Albany, NY Mar 2003 – Jan 2006

Participated in the LexisNexis Global project “Rosetta” which created a global data warehouse to serve LNG owned data throughout the world with consistent look and feel.

Lead the design of the Editorial Scheduling portion of the warehouse to support print and CD production scheduling.

Installing, tuning, and administering several large, highly available, clustered, MS SQL Server data marts, Sybase ASE 12.5.01, and Oracle data warehouses (through 9i) for the production systems offered thorough the services of LexisNexis Information Systems.

The shared services DBA team was responsible for ALL schemas for the Global Database Platform and we maintained an Erwin Schema Repository for Schema Source Control.

Solely developed and deployed a reporting subsystem utilizing a MS SQL data warehouse for storing data from a UNIX based medical claims processing system, (LuminX), and then using that data to create Crystal Enterprise Reports to satisfy customer reporting requirements.
