As a senior program manager, I provided technical administration and program liaison, coordination, direction, approval and evaluation of research and development activities and facilities assigned to the Deputy Site Manager for Infrastructure and Business Management in the area of Business Systems Management. This position included site office budget formulation and preparation, finance, procurement, human resources, Inspector General (I/G)and GAO audits and appraisals, automated data processing and computer support, real property and records management as well as contract administration. I received an award for procurement efficiencies and an award for development of a state of the art electronic document management system applicable to all companies needing instant retrieval of technical and regulatory information.

I have had two years of training and experience in Safety Basis in the review of Safety Analysis Reports of non-reactor nuclear facilities for approval pursuant to 10 CFR 830. I have reviewed facilities at the Oak Ridge National Laboratory for various hazards in the process to develop, prepare and publish the Safety Evaluation Reports (SERs) for different nuclear facilities utilizing the requirements specified in 10 CFR 830. MY responsibilities included managing all phases of INPO interaction including performing detail reviews, assessments, preparation of closure packages, development and implementation of corrective action plans for INPO SOER’s, SER’s, NRC IE NOTICES, BULLETINS, SES and other OER items, such as vendor recommendations.

(TVA) 2/91 TO 10/94): I functioned as a Sr. Nuclear Licensing Engineer at the Bellefonte Nuclear Plant (B&W PWR). My responsibilities involved all aspects of NRC activities; resolution of regulatory and compliance licensing issues, operating license application maintenance, responses to NRC violations, 10CFR21 issues, Security, Safeguards, Technical Specifications, license renewal, regulatory guidance, NRC inspections, commitment tracking, as well identification of decommissioning activities and plans for future licensing requirements.. Also, I managed all aspects of the Operating Experience Review program and was responsible to ensure adequate actions were developed and implemented. As the OER principal, I managed, and trained site Engineers and Managers for the site OER program to evaluate industry and in-house events for applicability to the Bellefonte Nuclear Plant. I performed reviews, developed closure packages, directed the site OER program, developed exemptions and clarifications to scope of program with the NRC, developed a tracking system for OER items and developed positions in response to INPO issues.

MY responsibilities included performing detail reviews, assessments, preparation of closure packages, development and implementation of corrective action plans for INPO SOER’s, SER’s, NRC IE NOTICES, BULLETINS, SES and other OER items, such as vendor recommendations. I was also on loan to the Browns Ferry Nuclear Plant site as Site Regulatory Engineering Manager and as a Senior Licensing Engineer to the Site Licensing organization . I served as the principal licensing contact for TVA with the NRC in the post shutdown meetings with NRC on Equipment Qualification to develop direction and strategies. My other responsibilities included all interface activities with NRC as well as all correspondence to and from the NRC including TECH SPEC changes; maintenance of the Operating License information, submittal of License amendments; license renewal; tracking, compliance with, and closure of License conditions; development of regulatory positions for issues including but not limited to reload licensing activities; Inspection activities including preparation and submittal of inspection report responses; resolution of NUREG-0737 issues, as well as other activities. I served as Licensing Support Manager and Assistant Site Licensing Manager at the Sequoyah Nuclear Plant in 1988 during the restart efforts to resolve equipment qualification issues. I managed licensing activities and developed strategies for senior management. I developed briefing papers for senior management and technical assessments of licensing positions impact to plant operations. I worked at the Sequoyah nuclear plant for TVA as a licensing manager guiding the licensing staff engineers in the re-establishment of the licensing basis, preparation of the Sequoyah FSAR re-baseline, and re-construction of the Plant design basis. As a manager, I hired individuals to support the closure process using TVA human resources policies and guidelines.
