Phase 1 consisted of the on-time construction of the ISFSI Pad, a security building, and the transport of spent nuclear fuel to the ISFSI Pad for long term storage. This was a backfill position that lacked processes and quality controls upon my arrival. I established daily and weekly processes to establish project routines, standards and expectations in a fast-paced and constantly changing environment integrating with Southern California Edison’s project controls and managing major subcontractor's construction, fabrication and nuclear specific schedules.

Scheduling consultant tasked with developing a scheduling system to accurately forecast production for aircraft lavatories for the Airbus A350. Production had fallen critically behind schedule due to planning, communication, quality, vendor, unbalanced workflow, resource, and supply chain issues. My system identified and measured these issues for baseline performance to allow for quantification, continuous improvement and enhanced coordination between product teams. I introduced resource loaded scheduling in MS Project for transparent and accurate forecasting by accounting for risk, quality issues, managing resource availability within the workflows, and workaround plans.

I fulfilled roles with the PMO and IT Performance teams developing & improving project governance processes, methodologies, analytics, communication, training and business workflows. In the PMO, I supported a software implementation for Oracle Primavera P6, OPPM, EPPM, P6 Analytics, and JDE. I provided P6 user training, and also provided training in project planning, coordination, methodology, scheduling, risk analysis, and resource management. I formalized resource capacity utilization in P6 to enable realistic planning, transparency, forecasting, assignment control and accountability. I created standard reports for consistency and data control, while creating and customizing many meaningful reports for project managers, resource managers and executives. I also served as Portfolio Manager for all Care, Clinical, IT, Medicare and Medicaid projects. I facilitated and managed full project lifecycles, analyzed performance and cost accounting. Under IT Performance, I utilized EPPM and P6 to maximize resource management efficiency, data quality, reporting, analytics, communication, forecasting, estimating and provided scheduling analysis to effectively challenge questionable project status and timelines provided by the PMs. I developed a popular report in P6 Analytics to bypass a complex, unstable and burdensome resource capacity analysis report in P6. I uncovered interdepartmental data quality and communication issues while providing QA and process solutions to ensure enterprise data was aligned. I performed business and project performance data analysis and engaged directly with PMs and stakeholders to provide guidance on how to use the systems efficiently and effectively. I was the planner and scheduler for the ICD-10 and Organization Metrics Repository projects. I worked closely with the OMR PM to plan, implement and execute a system that provided essential business analytics.

Master Scheduler & Open Plan SME

Provided Open Plan software and project management expertise to standardize and optimize PM processes, procedures and training. I was also the Master Scheduler for the TACPOD UAV program and provided PM, scheduling and costing support to all enterprise programs. I worked with the program manager and lead engineers to ensure on-time deliverables by incorporating project risk into the formal project plan and communicating with problematic vendors to ensure timely receipt of critical supplies. Implemented guidelines for EPM planning and project scheduling for quality optimization and to align with industry and DCMA best practices. Established guidelines to emphasize detailed networked planning that enabled critical path analysis to enforce critical thinking in the planning process and to provide management transparency into schedule health. Updated resource management methodologies and developed tools for better resource planning and analysis by exporting Open Plan data into pivot tables. I uncovered a software bug in how Open Plan calculated forecasted resources that required an immediate ‘hot fix’ by Deltek. I fostered a strong PM culture that broke down communication barriers and fostered a learning environment for the new enterprise-wide EVMS requirements and supporting applications.

Senior Master Scheduler for the next-gen Multi-Function Fuel Cell System for the Airbus A320. Developed and managed fully networked and resource loaded schedules in MS Project Server 2010. I created and analyzed resource capacity profiles, critical path(s), project risk and forecasts. Integrated multiple project schedules into an IMS for project teams located throughout the US for European customers. This was a high level R&D project for Parker and was also the pilot project for their utilization of MS Project Server that required extensive PM analysis to bridge PMO and program requirements.

The 702HP satellite is the platform for high-power broadband communications whose customers include DirecTV and various nationalized broadcasting organizations worldwide. The baseline plan thoroughly ensured that all Integrated Product Teams and supplier dependencies, deliverables, constraints and resources are accurately planned to have commonality across all subsequent 702HP programs. Time and quality were of the utmost importance in this effort as any planning delays prolonged engineering and we were required to perform a comprehensive integrated “backwards pass” of the IMS to ensure that all requirements and interdependencies across 13 major milestones were completely accurate.
