4. Professional Experience

A. Programme Manager; Resilient Livelihoods. At Voluntary Services Overseas (VSO); 1 July 2019 to date.

1. Responsibilities

a. Leadership: – Leading the implementation of the resilient livelihoods strategy and theory of action, with its assets and capabilities core, around which VSO is seeks to build a unique identity in its livelihoods programming:

Reviewing progress made with programme implementation and documentation of promising approaches against the theory of action and identifying where additional or modified approaches are required.

Tracking areas where the assets and capabilities approach can be developed further in resilient rural livelihoods programming. b. Programme Development and Delivery: Leading the development and delivery of VSO Uganda resilient livelihoods projects that align with and contribute to the resilient livelihoods core programme and country strategic plan.

Steering the development of signature programmes under youth employment & entrepreneurship and agri-business; Analysing and understanding the livelihoods context and needs, key stakeholders and strategic partners. Ensuring cross- cutting themes (governance, gender, inclusion and climate change) are suitably integrated within the overall programme development for resilient livelihoods.

Proactively identifying livelihoods funding opportunities and potential (strategic) partners, by Working with Hop, Business Development Manager, Regional Funding Adviser, Senior Grants Coordinator and Country Director to develop concepts and proposals.

Building and maintaining a string working relationships with key stakeholders and partners in livelihoods. Build and support networks between key stakeholders

d. External communication and influencing: – Supporting the building of VSO’s external identity and reputation:

Represent VSO at conferences, workshops and task forces and supporting programme actors to participate as appropriate.

Contributing to the development of communications for internal and external VSO audiences.

Playing a leading role in supporting Country Offices to raise more programmatic funding, including through donor liaison where appropriate, and in developing high quality project proposals and donor communications. e. Team working and sustainable development approaches: – Working as a member of the Resilient Livelihoods Core Programme Area Team (CPAT) and with other thematic leads and core approach advisors, as well as Country Office programme managers and livelihoods coordinators:

Working as part of the Resilient Livelihoods CPAT to implement the Resilient Livelihoods “Volunteering for Development (V4D) “investment strategy and to continue the implementation of the Resilient Livelihoods strategy and improvement of programme quality and funding.

Supporting the implementation of an overall Volunteering for Development framework for VSO and the development of a clearer programme identity for the organization.

3. Budgeting and Forecasting: Developing realistic project plans and budgets, ensuring compliance with donor requirements and that resources (volunteers, staff and funding) are allocated appropriately and achieve value for money; full participation in the annual budget process.

Maintaining and regularly reviewing the financial plans/budgets to deliver programme/project objectives; by ensuring effective grants management and expenditure within agreed and approved budgets; monitor budget variances and take timely, corrective actions; Ensuring VSO’s financial and procurement guidelines are adhered to by project teams and partners.

4. People and Performance Management: Working closely with the support team to identify, induct, orient and provide appropriate and timely support to volunteers, including action and advice on safety and emergencies.

Working with HR department to assess volunteer training needs and oversee the delivery of agreed learning.

Engaging volunteers together with the project teams in planning and review processes, ensuring alignment between their work plans and delivery of project objectives.

Ensuring that volunteers are integrated as part of project and organisational teams. Provide personal support as appropriate. Ensuring application of VSO people first principles in volunteer management and support; Conduct monthly 1-2-1 and quarterly review meetings with project(s) volunteers.

Managing, coaching and motivating a high performing livelihoods team within the performance management framework, ensuring application of VSO people first principles; ensure that monthly 1-2-1 meetings with direct reports and between staff and volunteers are held and periodic performance reviews are held as per VSO performance management guidelines.

B. Program Manage, Micro, Small and Medium enterprise (MSMEs) Development: at Mercy Corps December 2018 to June 2019.

1. Staff and Program Management: Provided an oversight role to 8 staff and program management; in terms of coordinating the team, implementing the program activities, in line with the program, budget and within the agreed time frame.

Ensured compliance to all Mercy Corps, Donor and Government of Uganda policies, procedures and guidelines that relate to the implementation of the program. 2. Partnership management/ external representation: Independently established and Maintained and grew a productive working relationship with local Governments officials, line departments, private sector actors soliciting their participation in program activities.

Engaged other stakeholders including private sector actors, community based organizations, academic institutions and other key stakeholders. 3. Monitoring, Evaluation and learning: Took lead in the development and revision of the MEL system linked to the indicators and the information management.

Coordinated the data collection and management with the target districts with the program staff, by overseeing the scheduling and production of formal and informal reports on all aspects of the program, with high level of quality.

Coordinated the sharing of information with the program key stakeholders as part of Mercy Corps agency wide organization learning initiative. 4. Program support operations: Coordinated and supported finance, operations and administration staff to ensure operational systems are in place to support field activities including logistics (transport, warehousing and asset management). Procurement, administration and human resources.

5. Accountability to beneficiaries: supported efforts towards accountability to the beneficiaries and to the international standards guiding international relief and development work, actively engaging the beneficiary communities as equal partners in the design, monitoring and evaluation of the program. C. Monitoring, Evaluation, Learning and knowledge management Specialist: ChildFund International; 2014 -2018.

M & E roles and Achievements;

Provided technical guidance on grants with regards to the Monitoring and Evaluation process on program activities. Childfund in Uganda works in 34 districts through 9 Implementing partners (IPs).In my capacity as monitoring and evaluation specialist, I supported M & E activities in the Programs Department in areas of health (Including HIV/Aids and Malaria), households economic livelihood strengthening, Child protection and Social Service provision initiatives, in the organization;

Spear headed a number of monitoring and evaluation activities under Deinstitutionalization of Orphans and Vulnerable Children Project in Uganda (DOVCU) project funded by the USAID and implemented by a consortium of partners; including TPO, Child I foundation, Retrak, and working in close collaboration with the Ministry of Gender Labour and Social Development (MOGLSD). My role as an MEAL Specialist has been to ensure the monitoring data is collected, analyzed and reported to inform programming activities of the project.

D. Program Manager: Policy, Trade and Enabling Environment: United States Agency for International Development (USAID)/ Uganda (2011- 2012).

Provided technical and administrative oversight for activities related to private sector policy and enabling environment, which included institutional and human capacity building, market information systems, global development alliances and partnership, land tenure and gender under Feed The Future (FTF) Initiative;

Activity manager for the funding instruments that supported private sector business along the FTF strategic value chains of Coffee, Maize and Beans the and ensuring that implementing partners achieve the results in a timely and effective manner;

Provided technical contribution to the pool of technical expertise to USAID/Uganda on private sector enabling environment and agribusiness policy development, by participating in mission dialogue on issues that relate to private sector development in Ugandan Government policy framework and conditions and opportunities for doing business in Uganda;

Established appraisal mechanism for assessing and identifying private sector business entities for co-investment along the three Feed the Future commodity value chains.

Supported the formation and the operationalization of agribusiness Maize grain and operationalization of the coffee platforms to promote quality maize and coffee production.

Developed and maintained mid-level professional contact with the government institutions and a broad network of private sector associations, firms, local academic and business communities, and other relevant policy entities in order to ensure maximum impact of USG interventions;

Supported intervention of Climate Smart Agriculture under the three commodity value chains, of Coffee, Maize and Beans, by working with the farmer producer organizations and other value chain actors, to enhance productivity.

Worked as the Commodity Manger (CM) for the maize value chain under the Feed the Future (FTF) USG government initiative and Conducted periodic filed visits to contractors’/grantee activities to ensure end user satisfaction and made actionable recommendations;

Worked as the technical focal person for the Credit Development Authority (DCAs) in the private sector sub team in the economic growth portfolio, with Bank of Africa, Centenary Bank and Opportunity Bank to improve access by the private sector actors along the value chains to provide broker financial services to the actors along the value chains. E. Program Officer: Agricultural Market Analyst (at United Nations World Food Program

(WFP) Agriculture and Market Support Unit/ Purchase for Progress (P4P) (2009 – 20011):

Coordinated commodity marketing related activities with the sub-unit; Developed a market intelligence system to monitor local, national and regional market trends of selected staple crops, developed a system of monitoring the effectiveness of market information disseminated through the SMS media;

Carried out market studies on selected enterprises such as gains and pulses with a view of establishing potential for value addition and marketing and the use the value chain analysis to assess the efficiency and effectiveness of WFP's market interventions and its influence on market trends, and in particular on market distortion, and recommend appropriate actions.

Coordinated the design and implementation of the forward contract and direct purchase models of procurement and established mechanisms that enabled the effective monitoring and estimation of expected yields for key agricultural staples and provide recommendations on procurement actions.

Worked with smallholder farmers to Aggregate/ bulk their maize grain to ensure that they meet the quality standards required by premium quality markets like WFP.

Monitored the functioning of the Warehouse Receipt System as a major procurement modality and establish as a strategy for its expansion to other parts of the country.

Participated in the developing of monthly, quarterly and annual report or any other form of relevant documents related in agricultural marketing and in the Identifying of opportunities for establishing public private partnerships in the management of warehouses and leasing of WFP grain drying, cleaning and bagging equipment.

Coordinated market infrastructure development activities like renovation/construction of warehouses/ satellites, and access roads (under P4P and UNDP), transportation and installation of the cleaning and drying equipment to the respective warehouses. Program Assistant: International Food Policy Research Institute (IFPRI). Under the Strategic Criteria for Rural Investments in Productivity (SCRIP) project 2005 -2007.

Participated in the identification potential development pathways and sustainable land management practices in different parts of Uganda, and technological, institutional and policy strategies to exploit those pathways needed to help rural households break out of the vicious cycle of land degradation, declining productivity and poverty.

Participated in the examination patterns of change in livelihoods, land uses, and welfare and resource outcomes, in different development domains and the focus of this brief, was to identify pathways and sustainable practices and strategies to be exploited.

Participated at national level and international conferences, general administrative work with the jurisdictions of the programme like, reports and policy brief writing. H. Uganda National Agricultural Advisory Service (NAADS) Provider (2004 -2005)

Analysed the training needs of the sub-counties, capacity building, farmer in both crop and animal husbandry system and farmer capacity;

Using group approach of participatory research, suggested improvements and developments for the existing training system to improve on the individual farmer capacity;

Assessed the capacity of existing farmer group structure and recommended on how the farmer group could be further improved and developed.

Based on the existing farmer group structure, farmer capacity, level of farmer crop and animal husbandry expertise; suggested an effective and efficient extension system that is participatory in the implementation of the agricultural extension services. I. Additional experience

I am a member of the Uganda Red Cross Society. I volunteered and participated in helping families in one of the district (Bududa) in Uganda when they were struck by the mudslides. This involved helping families and the communities to put up temporary shelter, and ensuring that they had access to basic needs like clean water. I my own community I participate in a number of community work, working mainly with children, planting of trees. K. Associations, conferences and workshops attended: I subscribe to the Uganda Agricultural Economics Association, I am a member of Uganda Evaluation Association. I have had the opportunity to attend some conference and workshops where I have made presentation, at national and regional levels. I presented my thesis work at the international conference.

L. Administrative experience;

Over my professional and academic carrier life, I have been privileged to work in various capacities as enlisted below; at high school a took leadership roles in schools, at university during my undergraduate studies I was a culture secretary, at graduate level I was the class representative for the graduates class and during my tenure as the class leader, I participated in organizing graduate seminars. In addition, I was one of the committee members that organized an international graduate conference in Nairobi Kenya that was funded by the Rockefeller foundation. Furthermore, as a professional, I have participated in a number of management/ leadership roles, planning and organizational tasks or work load as indicated above through my professional experience.

From the personal perspective; I have excellent interpersonal skills and communication skills, have the ability to listen, engage, persuade and present complex information in a simple and clearly understandable to a range of audiences.
