During my career I have held progressively more responsible positions involving Supply Chain and Logistics Support issues (Customer service, procurement, policy, information systems, strategic sourcing, customs, inventory, operational planning, negotiations, contracts, fleet management, travel services, freight forwarding, transportation, warehousing, and training) nationally and internationally.

My training in Logistics support has been based on a credo of “Servitium Nulli Secondus” - Service second to None.

In all my roles I have held pivotal positions in relation to aspects of change management and systems introduction. At the Board level, and Senior Government level I have developed and implemented policy positions that have required influencing diverse stakeholders to take part. To position projects, I have provided economic analysis and produced business case justifications for projects that have required significant investment. The cost savings realized by my efforts have also been considerable, exceeding $10 million in two cases. To achieve success, I have introduced new ways of doing business, with fewer resources, and pride myself on maintaining team morale.

Career Profile

A tested Supply Chain and procurement problem solver with comprehensive experience in planning, directing and coordinating the activities of large and small groups focused on International Supply Chain Management (Global sourcing, procurement, fleet management, freight forwarding, distribution, payroll, inventory management, information systems, service support, and administrative systems) in both the private and public sector. This practical business experience was gained through diverse activities in the construction, aviation, military and commercial logistics fields in extremely challenging environments. Complementing the practical experience is an MBA from Dalhousie University (International Business and Information Systems), an Honours BES Political Geography (1977) and a BES Urban Geography (1974) along with multiple international courses related to SCM.

Career Summary

Independent Consultant Supply Chain Management - Calgary, AB (Persimmon Enterprises Inc.) 2011 to Present

Focus on Change management, International Trade, Global Sourcing, Asset management, and Team Coaching. I am currently managing a small service company and have developed an Access Data base application to manage current assets and sales. I have recently acted in a contracted role as the President of the Canadian Association of Movers, representing 400 companies nationally. Previously I worked with Sekur Energy/Rosshire Holdings, developing a purchasing and deployment plan for a mobile seismic operation in East Africa and Campbell Moving and Storage establishing a new operation in Calgary. I have recently worked with Mining companies (Grand Cache Coal, and Dominion Diamond), assisting senior management with the:

1.Introduction of cost control processes including the development of a procurement policy;

2.Review of contracts and establishing a negotiating strategy for supplier partnerships. In less than 6 months renegotiated contracts covering a broad spectrum of services and materials resulting in savings of $5.6 million;

3.Development of RFPs for materials and services;

4.Review of purchasing and warehousing operations;

5.Establishing expenditure reporting KPIs; and

6.An executive dashboard for all management levels.

I also worked with a startup heating systems developer providing an operating business plan, policies for; procurement, administration, inventory management and international marketing.

ATCO Structures and Logistics Senior Manager Supply Chain Management - Calgary, AB 2008 - 2011

Canadian Infrastructure Management Company managing facilities in Canada and Internationally. Responsible for providing logistics, procurement and information systems to the various project managers domestically and internationally, both in manufacturing and in project initiatives. I had 10 direct reports and 15 indirect reports geographically spread over 12 time zones.

Achievements

Managed the installation including selection and staffing of an Enterprise Asset Management Information System for deployed operations. Globally sourced and procured over $20M of capital asset equipment and shipped the goods to Afghanistan, on time and below budget; and negotiated a contract valued at $5.1M for food products in support of domestic camp operations, recognizing a 14% savings over the last year. Sourced, procured, and delivered three – 100-person complete office complexes (structures, construction material, power plants, computers, desks, and stationery) to Haiti. The only completed building project in Haiti since the earthquake.

SKYLINK Aviation Inc. Vice President Contracts Toronto ON 2006-2008 Canadian/International aviation logistics project manager providing aircraft and support services worldwide to move large quantities of material and outsized equipment to the most remote areas of the world under the most austere of environments including war and ecological disasters.

Responsible for ensuring the consistency of contracts entered into by the operating agencies (US, UK, UAE, Germany, Russia, Afghanistan, Iraq and Sudan), and understanding the responsibilities and risk these activities might expose the corporation to. Provide operating managers of any risk assessment and suggest mitigating strategies. Also ensure that any and all commitments contractually agreed to are complied with. The Vice President Contracts also provided direction and guidance to the preparation of proposals and bids, to ensure consistency, compliance and that operating units do not make overlapping or contradictory submissions.

Achievements

Developed successful bids for the deployment of over 30 Aircraft in support of commercial Construction projects, the UN and NATO, and negotiated additional support services for multiyear contracts worth over $30M annually.

General Dynamics Land Systems – Canada Manager International Trade and Transportation Services - London, ON 2005 to 2006

The Canadian manufacturer of specialized military vehicles sold and serviced around the world. Responsible for customs, export compliance and transportation services for all inbound parts, outbound production, and intercompany transfers, both domestically and internationally. Budgetary responsibilities included $16M in transportation services. Responsible for implementation of systems to consistently capture and report service operations. Responsible for vendor selection, and management for global services. Service responsibilities include advisory service for Australian and Swiss units, as well as five North American sites.

Achievements

As the General Dynamics team Leader for international trade, negotiated savings of $7M on a two-year contract for courier services. Received commendation by GD corporate HQ for establishing a model for customs and export compliance documentation and policies.

P&H MinePro Canada. Director of Distribution and Logistics Calgary AB 2002 to 2004

The Canadian Marketing and Service subsidiary of the Harnischfeger Corporation, manufacturer of the largest mining shovels and drills in the world.

Responsible for: Five direct reports and 15 indirect; inventory located in five warehouses across Canada, and five other customer consignments; transportation (domestically and internationally), customs, and service contracting; local procurement of goods and services, including fabrication; facilities development; fleet management, and inventory forecasting.

Achievements

In eight months, my team reduced working inventories by $1.8M and freight forwarding and transportation costs by $200K. Over two years the company recognized improved inventory turns by 34%, working inventory increased by 57% and ROWC by 31%, while maintaining order fulfillment rates of 85%. Negotiated a complicated land lease involving three levels of government, two major suppliers, and aboriginal parties to build a new warehouse, office and shop facility to service northern clients.

Persimmon Imports - Self-employed Supply Chain Consultant Edmonton, AB 2001 - 2002

Consulting with a primary focus on international supply chain projects which included sales, marketing, proposals, reports and operations. Contracts involved Integrated Logistics Support Plans, transport operations, import and export requirements, fleet management, and information systems.

Achievements

On behalf of the Federal Government prepared the statement of work and protocols for transportation contracting for deployed operations. Established an Integrated Logistics Plan for the NATO Advance Ground Radar Program.

C2 Logistics - Chief Operating Officer Edmonton, AB 1999-2001

The Company provided project logistics services (4th party logistics). This included the securing of road, rail, air, and ocean assets to move equipment, people and supplies, preparation of all documents to meet export and import requirements for DND, CIDA, UN and Non-Government relief agencies. Responsibilities included finance, recruiting, and marketing, on site negotiations, administration, local procurement, global sourcing, and contracting.

Achievements

Facilitated the negotiations between Candy Europe Ltd., and investors for the establishment of C2 Logistics Inc. specializing in Project Logistics Consulting and Heavy lift Charter (ocean and air), which led to a successful startup and expansion of their operations in Canada and abroad. Sales in the first year of operation were forecasted to be $250K and actual revenues exceeded $4M (US$); Negotiated a joint-venture agreement between a facilities management company, communications group, transportation providers, and a shelter manufacturer to meet the requirements of a Canadian Federal Government RFP; established the team that provided shipping services (rail, road, sea, and air as well as port operations) to deliver the majority of military equipment to Kosovo (and return), East Timor (and return), and Eritrea; and as a local contractor, on behalf of the Canadian military our operation sourced: drinking water supplies, a major operations compound including office space, maintenance facilities and accommodations, storage facilities, local transport, laundry services, commercial communications equipment, spare parts, and amenities for their deployment in support UN/NATO operations in the Balkans.

Principal/Senior Manager and Team Leader- Supply Chain Management 1996 – 1999.

My responsibilities included sales, marketing, budgeting, team management, and customer relations. I managed groups of up to 10 professional engineers, human resources experts, accountants, and logisticians. Sales for the group grew from $50K to $750K in three years.

Achievements

On behalf of the Alberta Transportation & Utilities Department prepared a request for proposal to outsource the ownership and management of their light vehicle fleet (3,000+), reviewed responses and provided a recommended course of action. Follow-on work included developing the final contract and advising the negotiation team, coordinating the implementation, and acting as the intermediary for the introduction of the fleet management system. Facilitated the concurrence of 15 Deputy Ministers/Directors in accepting and implementing the program. Negotiated the final service contract valued at $60+M. Concurrently a maintenance management system and dedicated procurement cards were introduced. Maintenance and administrative savings over the initial five-year contract were estimated to be over $10M.

United Van Lines (Canada) Ltd., Director Policy and Administration Mississauga, ON 1991 - 1996 The largest Household Goods Moving Company in Canada, comprising over 300 members coast to coast.

Achievements

Successfully managed Government Contracts valued in excess of $30M, implemented ISO 9000 and Quality measurement initiatives, installed a state-of-the-art communications system, and the developed a policy and procedures manual for the van line family.

Achievements

Recognized for performance with a promotion to Major and award of a two-year scholarship for my MBA.
