Ensure Fire and Safety equipment meet minimum SOLAS requirements to ensure compliance with safety equipment certification.

Take on the appropriate role in the installation’s Emergency Response Team as detailed on the Emergency Plan and in Company Procedures.

To maintain a visible HSE presence in conjunction with the Rig Superintendent on the rig through regular daily worksite tours and auditing activities

Develop a close working relationship with supervision, rig management and workforce and mentor where required to raise understanding of HSE issues and implementation at the worksite

Lead, facilitate and/or take part in incident investigation process where required and ensure Company standards is adhered to and root cause analysis is conducted to determine root causes

Assist authorized personnel with Synergi input where required to ensure quality of information supplied and factual information is communicated

Lead, develop and maintain in conjunction with the Rig Superintendent a weekly audit schedule, covering as a minimum, PTW, isolations, lifting and rigging operations, bunkering operations and any other high risk activity or process to ensure compliance with legal and company standards

To attend all Safety, Pre-Tour and Pre-Job meetings on tour and off tour as required ensuring a high standard is maintained.

Completion of comprehensive handover notes for the back to back at the end of trip

Assist in the management of Rig work instructions and where identified feedback improvements to HSE related procedures via document management process

Ensure that all certification of safety equipment is in place in accordance with CME’s procedures.

Assist the Rig Superintendent in the development and presentation of material at the weekly safety meetings.

Areas in the Scope of Marine & Diving Safety

Prepare HSE training slides and conduct various in-house training for crew.

Carrying out risk assessments for operations after taking inputs the Master, Chief Engineer, Diving Superintendents, and Diving Supervisor. Risk assessments will be for routine, non-routine activities and activities of all personnel having access to the workplace.

Ensure the results of assessments and the effect of the controls that are setup are documented; this information will be kept up to date. All updates will be sent to the Doha based HSE Office for assessment and transmittal to the Diving Operations Manager with any recommendations.

Ensure methods used for Hazard identification and risk assessments provide the monitoring of required actions, this will ensure both effectiveness and timeliness of implementation.

Ensure that all diving/dive lifting equipment requiring certification have an in-date certificate, status reports will be sent to the Doha based safety officer, complete and compile any shortfalls and transfer any required documentation.

Ensure effective implementation of company and client Permit-to-Work system (PTW).

Conduct weekly safety meetings for diving and marine crew.

Provide in-house training for the crew as per the requirement.

Assist the Dive Superintendent with all required diving related audits where practicable.

Accident Investigation and Reporting: Incidents and near misses, regardless of the size or type shall be investigated to determine the root cause and the corrective action required to prevent a recurrence.

Based on the accident/incident analysis, the risk assessment shall be updated or revised (when required).

Take inputs from subject matter experts to carry out initial investigation of the incident and finalize the reports and set the target completion dated for implementation of corrective action.

Monthly audits shall be conducted to verify compliance with all safety standards and certification; reports are to be submitted to the Doha Safety Office, HOSC office.

Liaise closely with the Master/Chief officer during the drills and other safety issues on the ship side.

Attend safety committee meetings chaired by the Master with other marine and diving personnel as members where possible.
