Project - Query Management System (QMS)

Is part of Barclays Global Payment Investigations platform. QMS is a web-based application and is used to manage Payment Related Investigations and streamline the handling of queries, investigations and complaints relating to Payment Exceptions.

QMS is effectively a ‘Case management’ and ‘Exceptions handling tool’ with communication capabilities like SWIFT, NOSTRO, GPP and Email.

QMS integrates with SWIFT via SMS to retrieve and send non-payment messages concerning typically Payment (but also Cheque) exception messages. QMS also acts as a non-payment message ‘post-box’ and stores and forwards non-payment related SWIFT messages.

Lloyds LTSB has embarked on a strategic initiative to provide a single platform for the Financial Sanction Unit(FSU) in order for them to identify cross-border payment transactions which may potentially breach LTSB’s financial sanctions policy and to further investigate these transactions deciding whether or not to release them into the payment channels. To achieve this objective LTSB has implemented Pega System’s PegaRules Process Commander (PRPC) BPM suite as a case management solution and integrated it with the existing SWIFT financial message communication system STElink. STElink provides financial messaging services for cross-border payment transactions (as per SWIFT standards). These messages contain information about remitter, beneficiary, transaction amount, remittance country etc. among other details. SWIFT has standard message types (SWIFT MT) for different type of transactions.

GNS builds on the R1 functionality by integrating the GNS infrastructure with ECM. The Technologies design scope is to connect to the GNS network, and the business delivery scope is restricted to Non-Proprietary only, as Proprietary would require US and International Ops alignment as well as technologies development. This proprietary release will implement an application solution that will allow the business to handle end-to-end dispute resolution for US Acquirer disputes under the GNP policy. This solution will resolve the automated communication between US Disputes and the GNS Network partner and lay the foundation for future growth in the Network volume for Disputes. The project will also be using the utilities already created for Case Management Release 1 and represent an expansion of Case Management Release 1 functionality. The scope of the project is to create an automated case creation interface and case resolution processes for domestic US Operations as the network Acquirer (domestic merchants) for Case Management Disputes from International and/or non-Amex Issuers, supporting both Global Network Policy (GNP) and domestic policies for Merchant inquiries.
