Primary legal point of contact for Fintech projects, including mobile payments, payment card processing, open and closed loop stored value and money transmission. Specifically responsible for providing legal and regulatory requirements related to the development and launch of mobile payment programs, mobile commerce checkout systems, mobile payment acceptance partnerships, electronic gift card programs, carrier billing service, credit builder products and prepaid card programs.

Primary legal advisor for data as a service and identity management programs for fraud

detection and prevention, personal identity federation and transaction processing.

Specifically responsible for privacy and regulatory requirements related to disclosure of

consumer data, third party access and use.

Created and implemented innovative risk mitigation strategies associated with the use and

disclosure of consumer data in light of heightened sensitivity to personally identifiable

information and the aggressive regulatory / political climate.

Created design governance of joint ventures on cross carrier assisted efforts for electronic

Managed legislation process to modify New Mexico Slamming and Cramming Act allow over

1 million Verizon consumers to securely pay for third party services via telecom bill.

Drafted and supported the Privacy Framework and Identity Management Policy with the

Mobile Authentication Taskforce and the Best Practices for Location Based Services Policy

with the Cellular Telecommunications and Internet Association (CTIA).
