OBJECTIVE:

To utilize: Thirteen (13) years of Federal Service with the Department of Defense (Army) Contracting, extensive Construction experience, two (2) years of State Service with the Department of Justice, Level II DAWIA Contracting Certification, HVAC business owner and MBA Degree to obtain a position with a reputable company.

HVAC Business owner (2011 – 2016)

FEDERAL GOVERNMENT EXPERIENCE BELOW: Total time of service was 08/03/2003 to 01/2016 with the Department of Defense Army with the following positions (due to promotions) within the same organization:

Mission & Installation Contracting Command (MICC) - Ft. Campbell (08/2003 – 1/2016) Procurement Analyst/Contracting Officer (GS12/13)

Served as Procurement Analyst and Contracting Officer (Unlimited Warrant) for the Director of Mission & Installation Contracting Command.

Responsibilities included obligating government funds and entering (releasing) multi-million dollar contract awards in procurement program (PD2).

Security Clearance and Level II DAWIA Contracting Certification obtained.

Temporarily promoted for a 6-month term to Chief of Construction and Engineering Division. (Due to budget cuts, this position was consolidated with another position).

Assistant Director (Procurement Analyst) GS13

Mission & Installation Contracting Command (MICC) Headquarters which is based out of Ft. Sam Houston Texas, however I remained at Ft. Campbell, KY.

Served as the Assistant Director, Small Business Programs, appointment by the Brigadier General, MICC, on all matters concerning small business and related socioeconomic programs.

Interpreted Army policy and guidance and served as the focal point for awards to Small Businesses and socioeconomic concerns.

Initiated action for a projection of the next fiscal year's procurement activity.

Took the initiative to develop a procedural guideline for small business owners to utilize in order for them to effectively do business with the Federal government. This was adopted by Washington D.C. and continues to be utilized on their nationwide website.

Compiled data, analyzed results and submitted the resulting report to higher headquarters.

Contract Specialist (Procurement Analyst) - GPC Program Manager

Managed Government Purchase Card team of five (5) as DoD’s Government Purchase Card (GPC) Program Manager and Team Leader.

Provided technical direction and general contracting procedures regarding regulations and techniques concerned with the use and expenditures of public funds, as applied to use of the Government Purchase Card.

Worked closely with mandatory sources such as Ability One and Unicor Federal Prison Industries and DA Blanket Purchase Agreements.

Through analysis of program policies and procedures developed plans, formulated guidelines, implemented new developments and procedures and provided policy interpretation to local contracting activities and customers.

Primary facilitator for a monthly 4 hour course to teach 100+ Soldiers and civilians.

Planned, managed and executed strategic training integration functions for the 101st Airborne Div (AASLT), 5th Special Forces Group (5th SFG) and 160th Special Operation Aviation Regiment (160th SOAR).

Served as staff advisor to the Deputy Director of Contracting.

Evaluated operations to assure that program is in accordance/compliance with all Federal Laws, regulations and local policies.

Successful implementation of a new financial computer program system overseen by US Bank (ACCESS).

Lead meetings and coordination efforts with financial resource managers, budget analysts, lawyers, Special Agents in CID, Soldiers, civilians, bank representatives, GPC team members, auditors and other applicable personnel.

Contract Administrator – Construction and Engineering Division

Award and administer $15 million-plus in Construction & Engineering (C&E) contracts.

Perform construction take-offs for Independent Government Estimate (IGE) in all specialties (BlUEBEAM experience).

Pre-award and post-award contracting, budget and financial assistance involving the procurement of services, construction and engineering requirements.

Advise management and clients of long-range procurement strategies via multiple oral briefings, written reports and/or coordination meetings.

Served as a member of a multi-functional Task Order Contracting Team as a Contract Administrator and oversees quality assurance of construction projects for multiple divisions/battalions

The nature of the contracts required technical, administrative and quality assurance reviewing techniques in order to provide risk-based surveillance of contractor quality systems and processes from contract award to contract completion.

Extensive quality assurance and acceptance of projects per applicable State and Federal regulations.

Review and analyze contracts, purchase orders and requests, construction statement of work (scope of work), technical item description/data packages, system requirements, progress schedules, cost controls, contract exhibits and other customer guidance to gain a clear understanding of customer needs and expectations.

Negotiate with potential contractors, perform cost and price analysis on proposals and market surveys to determine price reasonableness.

Reviewed proposed procurement actions, source selections, subcontracting plans and contract terminations to ensure compliance with the Small Business Act.
