Negotiated Agreement to launch a per-ticket fee, transaction-based solution to automate the process of issuing traffic tickets in Michigan: September 2005 – November 2006. Also, negotiated services agreement with client for delivery of electronic ticket-based services.

Project Scope: Deployment of electronic traffic ticket software in medium size municipality

Clients engaged: City Controller, Police Chief, IT staff, Project team.

Goals: Deploy electronic citation software to replace manual ticket-to-court processes

Results: Successful deployment and transition to automated system and process; Ticket issue time reduced from 12 minutes to 4, resulting in 40% increase in ticket revenue opportunity; elimination of tickets thrown out due to errors, elimination of 2 full time Court clerk FTEs.

Strategies/methodologies applied: Conducted time study of manual processes to quantify realizable efficiencies and associated hard and soft-dollar benefits.

Personal role: Program Manager start-finish; established project playbook detailing tasks, stakeholder assignments, and key deliverables throughout the Project, including UAT criteria and transition of ongoing system management responsibilities to client staff.
