My primary functions at the Defense Language Institution Foreign Language Center(DLIFLC) was to spawn, manage, and supervise a 3-year project plan for the delivery of a Web Based Real Time Student Tracking and Academic Management System reverse engineered from a 20-yr old system, and revive a stalled 7 year contract. This system was designed to provide Linguistic Instructors an Hour by Hour Assessment of their cohorts of students in any of the 23 Languages taught at DLIFLC. The new SIS was designed to advance hybrid methodologies and integrate with the Saki LMS for team cohesion. I wore many hats on the project, including Scrum Master, Project Manager, Product Owner and Team Lead. The AGILE teams I supervised were cross- functional teams, combining Product Owners, Stake Holders, QA, Development, and Business Analysts. Through these teams I created a new AGILE Tennant of “Where we are at..”meetings allowing for each member of the team to “drive” the product, creating a better understanding of the navigation and operation of the tool that was being built. This Obliterated Roadblocks, between Stakeholders and AGILE teams, creating more efficient SPRINTS. This lead to a more centralized repository of documentation founded in Team Foundation Server, Microsoft SharePoint 2016, MS Project and JIRA. This lead to the Confluence Wiki, being easily updated after each Sprint.

My primary functions as a Senior Business Analyst IV and Product Owner was to act as the Contractor Interface between the Government Product Owners and the development teams, authoring Functional Specifications, Help Desk Manuals, as well as an Excel Tool that showed all 425 Web Application running and their dependencies. I was responsible for developing granular user stories for transition from current software format to the Common Update Framework(CUF) subject processors, moving the SDLC to AGILE from Waterfall. I utilized JIRA and MS Project to track team metrics, tickets, and produce user stories for development. The tools allowed me to refine the existing web application documentation, insurance email system, and contact management system, resulting in reduced time to production.

As the Associate Director and Director of IT Development of Extended Programs I oversaw the Recruitment, Training, Provisioning, and Development of Professors and their courses to the WebCT/Blackboard LMS. This dictated the creation of a Help Desk, a Scholarly Technology and Resources Center, and providing new equipment to all those in every department at the University. Over my 11 year tenure we grew from 225 students in 1998 to over 10,000 students over 5 continents, by my departure, eleven years later. The Extended Programs Department saw an 800% growth over the first 3 years and steady 400% growth over the next 4. The University saw many advancements that ExP, as a self-sustaining unit, participated in. This included an Ellucian ERP/Banner Transition and Implementation. My roles and responsibilities included product management, assessment, academic services, enrollment, financial services, information technology, student regulatory compliance, information assurance, training, and maintaining a 24/7 help desk for students.

I documented all of Extended Programs policies, processes, and procedures for Facutly, Staff and Student Interactions. I acted as the customer interface for all bespoke customization, training, IT purchases, and satellite campuses, associated to Extended Programs.
