Responsibilities at BCF Toorkham Project
Ensure that all contractors are Implementing and conducting General Safety guidelines on the site to eliminate wrong practices.
Finding the sensitive receptors and take specific measure for their safety at project area.
Working with Government Departments/agencies to full fill the rules and regulations of KPK & Federal Government.
Development of HSE culture and best practice implementations
Risk assessment at project area.
Site Specific Environmental Management Plan report and its implementation.
Working on tree plantation plant on the project area.
Toolbox talk and report
Formation of emergency response teams
Perform ambient air analysis & Noise analysis and generate their report.
Responsibilities in PSPC, Govt of the Punjab
Ensure that all Contractors are Implementing and conducting general safety guidelines on the site to eliminate wrong practices.
Ensure that all “assessments” as required by legislation are conducted by all contractors and reviewed at relevant intervals and to maintain records of the same.
Coordinating with the Contractors with regards to hazard identification evaluation of risk and suggesting control measures to reduce risk up to acceptable level.
Ensuring that all Risk Assessments with regard to any hazardous activities have done by all contractors and implementation for the same is in place.
Correspondence with all Government Regulatory Authorities & third party agencies
Advise the Project Management with regards to the training of all employees and developing a safety culture.
Develop a thorough understanding of the TORs of contracts with the EMCs and contractors and prepare a gap report in line with his understanding and the notes for record.
Perform procurement activities under PPRA rules.
Communicate the gap report to the relevant Regional Director Projects & Services.
Carry out surprise visits at different sites in the District for physical verification and to ensure the integrity of the NFRs (notes for the records) received.
Finalize a District vise action plan with the plan received from the Regional Director and communicate it to the relevant Project Engineers.
Responsible for liaison between Regional Director Projects & Services and the project Engineers. Carry out the supervision and monitoring activities in accordance with the action plan communicated by the relevant Senior Engineer.
Cross check the invoices of EMCs and/or Contractors received from the Senior Engineer with actual work done on site. Communicate any exceptions to the relevant Senior Engineer.
Carry out Independent evaluation of Contract on technical grounds, prepare a technical Evaluation report and communicate it to the relevant Senior Engineer.
Monitor the practices followed and inspect the materials used by the contractors.
Attend regular meetings with contractors, architects and consultants regarding the progress of the contract.
Responsible for reporting any discrepancies in execution of contract of service by the contractor.
Analysis of feasibility report submitted by consultants and comments on recommended water treatment options in different districts of Punjab.
Meetings with high officials of Govt of Punjab for execution of the project i.e Commissioner, DCOs and also public representative in best interest of project.
Responsibilities in Shakarganj Limited (a well known group in the field of sugar, ethanol, power, food and particle board).
Process Safety
Facilitate plant team for implementation of Process Safety Management requirements at plant.
Arranging for any testing, examination or analysis to be carried out at the workplace.
Giving on site advice as appropriate during inspection visits.
Conduct HAZOP study of plant to identify process hazards
Liaise with all functional departments for root cause analysis of HSE and Process Near Misses and taking corrective actions to ensure incident - free plant.
Management of waste water & its draining.
Facilitate plant team for successful implementation of Reliability Centered Management (RCM) system in order to improve plant reliability.
Participate in Job Safety analysis (JSAs), PHAs with focus on risk mitigation.
Act as leader in Risk Assessment for risk evaluation and taking corrective measures to reduce risks to an acceptable level.
Coordinate with all functions on safety issues and support them to achieve company HSE objectives and targets.
Prepare and review of department’s incident investigation reports for Root Cause Analysis and ensure follow up actions to avoid recurrence.
Coordinate with all functions for effective implementation of ISO-9001, ISO-22000 & ISO-14001 and carry put successful internal & external audits audit of these.
Promote safety culture through training, communication and safety tour.
Ensure execution of initiative likes Safety Walks, 5S (sort, set in order, shine, standardize and sustain) etc. and follow up for the implementation of critical points.
Ensure the implementation of the plant Fire and Evacuation Procedure and monitor its effectiveness by undertaking fire evacuation drills on all sites.
Act as Internal HSE auditor for gap analysis in different areas of the company.
Advise Upper Management on effective means of establishing, monitoring and improving workplace Environmental Health & Safety programs.
Provide department/facility managers with resources, information and training covering their responsibilities for EHS.
Issuance of work permit after inspection and site for different welding and mechanical work during process
Develop programs, record keeping, training, audit, and inspection procedures and documents.
Oversee / implement EHS training programs and training assessments to ensure required training is identified, conducted, documented and tracked.
To ensure concerned officers deliver tool box talk and that it is documented
Develop manuals for different work like cleaning, electrical maintenance and Chemical handling
Analyze the plant equipment operation and process parameters and risks/hazards for plant workers
Supervise and ensure HSE activities at Storage Terminal and plant in the compliance of HSE SOP and regulations.
Construction & Erection Safety
Erection and commissioning of 40K liters of REN plant of FRILLI at Shakarganj Bhone without any major/minor accident.
Reports to senior management regularly about safety of the project
Ensure the provisions of Safety and Health Manual of the Project
Issue of general fit-out work permit after inspection of site, equipments, safety arrangement and related documents.
Preparation of various safety reports as required from time to time
To advice contractor supervisors on all safety issue and ensure enforcement/compliance of to safety system and procedure
Special monitoring of critical activities like hot work, work at height, electrical work, confined space work, critical lifting activities, painting/spray paintings etc
Perform day to day safety inspection/checks and audit at work sites
Continuous inspection of project sites, to ensure a hazard-free environment
Verification of tools and equipment to ensure good quality
Creating and enforcing safety guidelines and programs
Carrying out drills and exercises on managing emergency situations
Conducting investigations on accidents
Responding to workers’ safety concerns
Manages all communications with government departments in regards of safety
Coordinates all issues regarding hazardous materials or waste
Attending project planning meetings and collaborating with construction managers
Testing effectiveness of site emergency response plans
Continuous monitoring of all safety related documents, reports and issues to keep them updated.
