Mr. Meligy is a strategy and development consultant / digital transformation expertise more than 20 years of experience in donors, government and private sector developing working in Egypt and the Region (Algeria, Jordan, Yemen, Iraq, KSA) and Milan

He participated in formulating strategies and developing strategic plans to access donor, government agencies and private sector funding at the scale of large utilities as well as smaller firms.

As Team Leader in several EU and IFC funded projects, Mr. Meligy architect MIS Solution as digital transformation expert, design MIS information systems and their project plans, M&E roadmaps and tools, led a team of consultants to conduct feasibility analysis including regulatory reforms and business process re-engineering, financial and regulatory analysis as part of the design and implementation of new businesses operating under government and private sector rules. He participated in various missions in Egypt, Yemen, and Iraq from the World Bank (IFC, EU, EBDR, USAID and others ) analyzing government / private sector opportunities in various emerging countries and assessing risks and policies to mitigate them. In his role, corporate development and private equity managed a number of M&A operations; he conducted multiple missions with investors and participated in due diligence, analysis of emerging markets contexts, risk assessments and evaluation of partnerships between local and international manufacturers and other businesses. Under various funded projects in Egypt, he supervised the work of consultants working on business transformation and turnaround consulting.

Mr. Meligy worked locally and international with large utilities companies including a consulting business (Asea Borwn Boveri ABB, ALSTOM, ENEL, ANSALDO), Mr. Meligy interacted with a variety of government and private actors including government officials, donors as well as private sector companies advising on trade, investment issues, business development services, business process re-engineering, MSMEs modernization and Value Chain / SCM. Beta-Research.Org Consulting, Principal Associate. Mr. Meligy is associated to BETA-Research.Org Consulting since 2013 leading a number of medium to small project in Egypt and in the region both technical projects amongst the following:

Ministry of Trade (Jordan) T4E Strategy (Trade and Export for Employment Project) and business process reengineering for major Jordan export services (i.e. Trade Missions, Export Financing and Export Readiness) among other activities to institutionalize chambers and export associations in Jordan (GIZ Funded)

MSMEDA (Former SFD): Strategy for the OSS-One Stop Shop Services both financial and non-financial including the labor related processes. Built the architectural framework for the OSS strategy aligned with MSMEDA strategy, following the implementing of the new OSS Pilot and rollout including RFP/RFQ to M&E phases.

Government /Private Sector Development BDS Business Services: a project funded by the GIZ with MTI as the main stakeholders to provide a number of 300 or more with BDS services mainly industrials and quality related services (Automation, Food Industries, ICT, Automation & Textile). My role is to design the service plan based on Value Chain and priority sectors selected by MTI where we were involved in the VC analysis using a GIZ VC Analysis Framework including the terms and plans for selectin the coordinating government body and the facilitating / implementing bodies form public and private sectors. Subject matter experts.

Technical Education & Vocational Training – Labor Market Presently leading an important project in the TVET sector for the Labor Market Information ecosystem, skills identification, private sector development in priority sectors (Tourism, Automation, Food Industries, ICT, Automation & Textile) a project funded by the EU & GE 66m Euros.

Private Sector Direct Intervention & Development ; Direct intervention to improve a number of private MSME in their field focusing on turnaround, business development services, positon the firms to be able to qualify for financial support, private equity propositions while improving their value chain / supply chain. The industries are cross cutting in the field of heavy automotive, construction and architecture, banking both financial and non-financial added services, ICT, electricity, electronics, cabling and metal producing

Government Sector Development (World-Bank, IFC Iraq) : team leading the strategy and process streamline of the G2B in Erbil, Baghdad and Basra business processes related to sectors establishment and construction licenses for industrial and commercial / residential licenses.

Government /Private Sector Development (World-Bank IFC Egypt. Intervention on six pilot industrial zone for the implementation of a wider Programme 500 Euro assessing the current situation of MSMES in the six industrial zones located in southern Egypt. The project includes a detailed desktop research - on the industrial zones and MSMEs, a detailed survey on the 6 industrial zones to gather the hurdles, challenges and disadvantages limiting the expansion of the IZ industrial zones in the selected areas compared to active IZ, which required the meeting of 66 MSMEs. in addition to relevant stakeholders in the zones, governorate and ministries or NGOs producing a report and action plan on the way forward in improving the IZ. Private Sector Development under the IMC Framework Agreement for a number of Egyptian Firms (SMEs) in the field of Food Industries, Confection, Electricity, Cabling, Textile, Packing, trading, financial, healthcare, automation, automotive, wood industries, engineering, building and construction materials, ICT with direction intervention to improve the quality of the management and optimize value chain supply chain networks (including feeding industries)

Executed together with a technical team a Prefeasibility Study to establish an independent business unit in the Aqaba Governorate to manage water and wastewater services. The Study provided technical information, financial projections, a detailed plan to create the company and a proposed regulatory framework.

Private Sector Development key expert for the ETP of Food Industries managing all improvement related to Food Sector Production, capacity building, TOT, Food Production Curriculum, innovation in the food sector.

Private / Public Sector Development streamline the business processes and SMEs establishment based on G2B processes with private and government stakeholders supported by donors (World-Bank), CIDA, SFD, UNDP in four main areas related to Food, Agriculture, land association, industrial zones wood industries, chemicals and plastics.

Government / Private Sector Development Lead Consultant; an EU Funded National project to modernize a number of 50 ICT companies and their value chain: an EU / IMC Funded project in partnership with European Consortia to develop and modernize a number of 50 ICT and Automation companies in Egypt. Where I had a share of 22 companies led by me for a number of activities among these activities together with a note on large companies working on telecommunication, internet provision and cross cutting industrial ICT

Formulation and Preparation of the overall strategy, gap analysis for each and every company together with a proposed action plan / schedule that includes both management and technical intervention of a number of professional resources local and international professional in various field. Especially business strategy, marketing & sales, technical and activities across the value chain and feeding services/industries

Selection of the experts to be included in the implementation plan and formulating the terms / terms of references needed per each firm with logistical planning.

Execution of the strategy / plan whether it is management / technical workshops or training through the selected experts and follow up the schedule with the beneficiaries to be able to deliver quality and time based as per planned

Monitor and evaluate all the firms SMEs implemented intervention and check the quality of delivery also writing future roadmaps and future required implementation

Key Expert in the Formulation of the Egyptian Research & Development Strategy (in a Team of 5 local and international). The Strategy also involved the regulation of R&D and Innovation in Egypt including the processes and help needed for the Entrepreneur ecosystem

ABB Sae Sadelmi Italy; transferred from Egypt to the HQ in Milan. Responsible for project management activities and their business processes, cost control management power plants projects running in. (Egypt, Jordan, KSA, Algeria & MENA), Project were focused on construction of power plants, boilers and electrification .The activity included also the business Project Management (Primavera Based), analysis of station services chains- over the chain from / to local to international supply.
