Significant Achievements

Negotiated with key governmental and private sector individuals to secure commercial agreements. Project Manager for MCI phase 3 NSS expansion. Took a leading role in crisis management for the GC project and designed a corrective action program managing and pursuing till full project delivery to MCI. Leading role in the defense team for ParsIratel where the Arbitrator voted in favor of ParsIratel and reduced project delay penalty (calculated and imposed 44% of a 330M$ contract value) to zero. Redesigned and Computerized Service work flows and procedures and managed to reduce the Turn Around Time by 78%. Established a Mobile After Sales Service Network starting with 1 service center in Tehran and expanding to 2 Service centers in Tehran and 12 repair shops in major provinces in less than 2 years. PROFESSIONAL EXPERIENCE

Leadership

Assigned to manage ParsIratel Service's repair shop (a team of 8 engineers and 5 personnel) right after graduating from university in 2001 and was promoted to After Sales Services Manager in less than a year to plan, build and manage a network of 2 service centers in Tehran and 32 service points in Tehran and other cities. Led Bidding team for the $350M GC project as my first experience in bidding where ParsIratel won Iran’s biggest private sector telecom contract, later in my career I led over 10 major Telecom bids (including MCCI 3rd phase NSS expansion $52M, MCCI Billing $10M, CRA 3rd Mobile Operator license $300M, Rightel 3G-LTE expansion $250M IranMobin LTE-Public Safety-Public WiFi $2.5B and Mobinet Wimax $35M).

Developments

Engineered a computerized directory assistance system for automation of customer services plus a call center. Designed and implemented a Quality Management system according to ISO 9001 for ParsIratel Services which got certified by BSI six months after implementation and become Iran's first certified mobile service center.

Engineered Web-based eProject Management system to manage rollout of 2000 BTS sites nationwide with integrated project cost controlling, subcontractor invoicing and customer invoicing all into one interlaced platform.

Designed and developed a community webpage for the Iranian Foreign Ministry in order to communicate with the Iranians abroad.

Designed and fabricated a prototype frequency counter to measure frequency with an accuracy of 4 decimal points for DPFE Co. to be used in power plant control rooms.

Work Experience

Samsung Electronics Co. Ltd., Senior Account Manager (2012-2019). Samsung Electronics Pazarlama ve Tikaret is a branch office of Samsung Electronics in Iran concentrating on the Mobile Network Equipment business. Established in 2010 the Tehran branch has been cooperating with the Iranian Mobile and Data Operators. The first project to be DATAK which was a small operation to provide Data over Wimax. The second a major turnkey operation for Mobinnet in Tehran and 8 other provinces including approx. 300 RAS stations. Since my joining to Samsung in Jan. 2012 I closed a WCDMA-LTE deal with Rightel worth over $250M. Also as in charge of all Samsung Accounts in Iran and MENA region I have managed the Mobinnet account in terms of closing the phase1 of the project and delivering and invoicing this stage of the project settling all disputes. I took a major role negotiating a 2.5-Billion-dollar deal with domestic business partner. Developed Samsung’s presence within MENA and negotiated 5G pilot projects with Etisalat, Ooredoo, Zain and DU.

ParsIratel Co., Technical Manager (2004-2011). ParsIratel Co. is a well recognized name in the mobile telecommunications arena in Iran. ParsIratel founded in 1993 implemented Iran's first 10K mobile network with Nokia Equipment for MCCI in 1994 and has joined in all expansion phase of MCCI to date. In 2004 I joined ParsIratel as a Technical Manager reporting to Vice CEO and led the bid for a $300M 2000 BTS + 25 BSC site project and won it, till this date I have worked on this project and have completed several other projects. Taking different rolls such as project management, rollout manager and network planning manager, although this project was initially planned for an impossible 1 year, due to lack of prerequisites of MCCI the project took 3 years to finish and experienced so many ups and downs. I was fortunate enough to experience a full scope international telecom project with all its aspects from bidding, ramp up, logistics, mobilization, rollout, delivery to customer, invoicing, claim management and arbitration.

ParsIratel Services Co., After Sales Services Manager (1999-2004): ParsIratel Services Co. is a representative of Nokia Mobile Phones in Iran, initially an exclusive distributer of Nokia mobile phones which later the exclusivity was put off by Nokia due to change of marketing strategy but ParsIratel stayed as the biggest distributer with a retail branch network of over 400 retail points and 2 service centers in Tehran and over 30 service points throughout Iran. Tehran's main service center was Iran's largest mobile service facility.

Nokia Head Office Beijing, Part of Project Team (September-November 2002): joined the project for the design of Nokia 2100 mobile phone in order to help implement Farsi language for the first time in Nokia mobile phones.

DPFE Co., Trainee Engineer (1998-1999): as a trainee in DPFE's engineering department I was assigned to design and fabricate a frequency to be used as part of DPFE's control and monitoring panels used in Power Plants. DPFE was at that time one of Iran's biggest private owned IT companies which provided mainframes, control & monitoring infrastructure to banks and major industries.
