Introduction

Hi, my name is Michael Himel. I hold the position of Senior Site-Leveraged EH&S Technologist at Dow Chemical’s Plaquemine, La. facility. I am seeking a Safety position in the Orlando, Florida, area in order to be near family.

My safety career began in 1990 when asked to consider a contingent staff position at Dow Chemical as a Safety Technician. I accepted and then completed a Dow sponsored 80 hour Occupational Safety Specialist course (COSS predecessor) at the Associated Builders and Contractors School in Baton Rouge, where I discovered my passion for safety. In the past 30 years I have worked as a Safety Technician, Coordinator, Technologist, Supervisor and Manager. I have provided Environmental, Health and Safety support for construction, maintenance, shops, labs and turnarounds. I understand the application of OSHA requirements.

I currently support Dow’s Technical Expertise Services departments (Maintenance and Engineering) and the Analytical Operations Department (Quality and Environmental Labs), with shared responsibilities for Projects and Turnaround support. In my previous role I was the Process Unit Safety Technologist for Light Hydrocarbons III (LHC3), the largest process unit onsite, and one of the largest units in the entire Dow Global fleet. LHC3 consists of an Ethylene cracker and a Benzene production facility, with between 200 and 300 process operations and support personnel on an average day. Despite an extremely fast paced work environment, my Team led LHC3 to a record of more than 3 consecutive years injury free during my tenure.

My foremost accomplishment was during my assignment as Safety Manager for the LHC3 2016 turnaround, budgeted at $100,000,000 and spanning more than three years from pre-work through commissioning. I was the focal point for all Turnaround related EH&S issues: I led a team to develop the EH&S Plan, managed the safety reviews for all job/work plans, assigned and directed a contingent staff of Safety personnel during the turnaround, managed a $280,000 budget for the incentive plan, led incident investigations and either led or participated in respective Root Cause Analyses. The actual turnaround lasted 4 months with nearly 4000 people onsite at peak and accumulated a total of 1,907,550 man hours. With the help of my team we finished with an OSHA TRIR of 0.210 and met our budget goals.

Leveraged Senior Safety and Health Technologist for Dow Chemical, Plaquemine, La. 2004 - present.

Duties include: Safety and Health focal point for the Technical Expertise and Support (TES) group; Direct Maintenance area contingent staff Safety Technicians; Dow Plaquemine Site focal point for application of Behavior Based Performance; Senior Member of the Dow Plaquemine Site Safety Network Steering team responsible for conceptualizing and developing site safety strategies; Dow Plaquemine Site Near Miss Focal Point responsible for database template construction, data analysis and reports; Site Analytical Operations (AO) Health and Safety focal point; Turnaround Safety Manager; TES and AO Life Critical Standard Audit and Assessment Leader; Dow Plaquemine Site Industrial Hygiene Support. Health Safety and Environmental (HSE) Supervisor for Jacobs Engineering at Dow Chemical in Plaquemine. 2001-2004

Duties included: The development, support and enforcement of the Dow Chemical and J.E. Merit Safety Programs; Create and often provide training; Lead safety observations; Investigate incidents/accidents and lead Root Cause Analyses; Spearhead behavioral analyses and generate proactive action items; track and report TRIR data; conduct and maintain personal exposure monitoring of regulated chemicals; meet applicable local, state and federal standards for related work assignments (lead, asbestos, NORM, etc…) and maintain the company’s site OSHA log. I provided first aid and managed injuries and accidents per corporate policy. I directed the Jacobs’ field Safety Techs assigned to the Dow Site.

HSE Supervisor for J.E. Merit (subsidiary company of Jacobs Engineering) at Exxon/Mobil Baton Rouge’s DB-3 turnaround 2001

I co-developed J.E. Merits Safety plan during planning stages for the outage. Led safety audits, managed a safety incentive program, managed a Supervisors Safety Audit program, tracked and analyzed and provided follow-up actions for trend data and significant finds. I developed and participated in safety meetings, and managed onsite boarding and training (Forktruck Operator, Fall Protection, Respiratory Qualifications and Fit-testing, etc…). Our team recorded zero accidents during my assignment!

HSE Supervisor for Protherm Services Group at Shell/Motiva maintenance, Norco, La. 2000 - 2001

I was the Site Safety Manager over all Protherm safety and loss prevention responsibilities including orientation, training, inspection, accident investigation and personal exposure monitoring of employee. I also monitored hazardous wastes disposal and storage. No first aids or injuries incurred during my tenure!

Safety Supervisor for Atlantic Scaffold (subsidiary company of Jacobs Engineering) on the FCCU turnaround at Motiva Enterprise. 2000

I was charged with the administrative and compliance responsibilities, as well as development of safety material and data review. I directed field Safety techs and developed and managed a safety program. No recordable injuries incurred!

Safety Supervisor for Performance Contractors Inc. (PCI) 1997-1999 Assigned to turnarounds in Baton Rouge and surrounding areas.

My last assignment with PCI was during the Rubicon (now Huntsman) “Zipper” project, which was a very large turnaround and expansion project, employing as many as 1200 people per shift. I was directing the safety program for the Aniline and Nitrobenzene areas (500+ workers). I created and implemented Performance’s “New Construction Structural Steel Access Approval Process” that is still in use. I developed and implemented proactive safety programs and tailgate material. I administered training for manlift, forklift, scissor lift, firewatch, confined space attendant training as well as new hire client orientation. I also was charged with maintaining chemical exposure awareness regarding aniline and phosgene, and developing disciplines for foreman to store, maintain and distribute phosgene badges. No recordable injuries incurred in the analine or nitrobenzene units during the >12 months of construction activities!

Field Safety Technician for Jacobs Engineering at DOW Chemical, Plaquemine, La., assigned to the Dow LHC3 Hydrocarbons department. 1990 - 1993

Responsibilities included making safety observations and interventions on all work within, flammable gas monitoring, and general support of the Jacobs Engineering and Dow Chemical safety programs.

My experience prior to 1990 was in industrial maintenance and construction, working turnarounds as a boilermaker, pipefitters helper, insulation mechanic and painter. I also worked for my family’s restaurant during high school, and managed it during the span between 1993 and 1997 while earning a CADD certification.
