DSWD is carrying out the DSWD Financial Management System Strengthening (DFMSS) Project: Phase 1 to kick off its reform program to upgrade and eventually automate the various systems under the General Administration and Support Services Group (GASSG). Phase 1 will focus on the financial management system and its interface with procurement management and human resource management, particularly with respect to payroll administration. In the context of the whole-of-government public financial management reforms, DFMSS Project: Phase 1 will assess the existing processes, identify vulnerabilities and weaknesses, and propose new flowcharts and remedial measures. It will document and manualize the policies, standards and conventions to be followed at the GASSG level. It will also develop the road map for the follow-through action for systems integration and organizational development for inclusion to the Information Systems Strategic Plan (ISSP) and the Medium Term Expenditure Program (MTEP) of the Department.
oDrill down on the accounting, budget and cash operations manuals for Pantawid Pamilya and other big-ticket programs and projects;
oPursue an integration-ready process automation and ICT buildup for the financial, procurement and human resource management systems;
oReview, improve and automate the other GASSG systems (e.g., asset and records management systems) and their links to the financial management system
oCarry out the GASSG competency-based capacity building program, to include rationalized organizational structure and staffing pattern and capability building on the new policies and processes

Facilitated the design and implementation of the new H.O Primary Data Center, server builds and network configurations, including migration from our old office to the new Head Office
Worked with the Data Privacy Officer, IT Committee and different teams (PWC, IBM, Reyes Tacandong ect) to develop IT Security Awareness and Platform (Business Continuity Plan, Business Impact Assessment, DPA compliance etc) Implemented IT security platforms to secure the association based on Data Privacy Act, BSP Circular 808, BSP memos, etc (Upgraded Fortinet Firewalls, IT Security Trainings/Certifications, Cylance signature-less anti-malware system, Safetica DLP, Solarwinds LEM, BeyondTrust VA and Patch Management, Core Security, Wallix User Authentication etc). Based on the IBM Philippines assessment (2017) led by Robert Faferko, we’re 3.5 (4 is the highest), in terms of our IT Security.
Implemented IT network upgrade to support the association (Upgraded Fortinet Firewalls/HA, Upgraded Aruba/HP Core Switch/HA, Elfiq WAN Load Balancers, F5 Load Balancers/HA, Riverbed Steelhead/HA, Redundant Networks (branches), Redundant Network (HO/Globe, PLDT, Rise Network), Owned Fiber Network from H.O to Crame, Solarwinds NMS etc. Based on the IBM Philippines assessment (2017) led by Robert Faferko, we’re 4.5 (5 is the highest), in terms of our IT Network Infra.
Worked with IBM Philippines (Robert Faferko/IBM Chief Architect for BPI), for the IT Assessment project (for the IT outsourcing project / 2018 implementation)
Served as the main point of contact on all IT related concerns on the T24 Temenos Core Banking Implementation (replacement for the SAP Core Banking System)

Managed a team of six information technology professionals (supporting the technical needs of the 40 Billion peso association (The only SLAI in the country to be included in the top 500 companies of the Philippines). We’re part of the team who supported the massive growth of the association from 20 Billion last 2014 to 40 Billion in 2017.
