Experience Summary

Andy has almost ** years of experience working in the petroleum transportation industry. He has been responsible for the design and project management (preliminary engineering design, project cost estimating, obtaining proper permits & managing construction) of various projects in Colorado, Utah, New Mexico, North Dakota, Montana, Wyoming, Pennsylvania and South East Texas. This project work has varied between pipeline facility design and fabrication, to permit and ROW coordination. Because of his quality systems background in the metal fabrication industry Andy is often called upon to oversee various aspects of shop fabrication including welding, assembly inspection and hydro testing. From raw material verification to finished product delivery.

Andy serves as Zion’s Health and Safety / Compliance Manager assuring that Zion’s and Zion’s clients Health and Safety programs are strictly followed. Andy also serves as Zion’s Compliance manager making sure all sub-contractors are qualified and obtaining proper permits and certifications. Andy is OSHA 30 certified and maintains the ISNET and SEC Safety compliance websites for Zion.

Prior to joining Zion Engineering Andy served as Health and Safety Manager and Construction Manager at Rooney Engineering. Andy’s combination of Construction, Health and Safety and Compliance Management makes Andy one of the leaders in the field.

Representative Projects

Central Texas gas gathering systems 2018

Andy has coupled with our Zion team on continuing work to expand existing gas gathering systems in Central Texas. This work includes ROW selection, metering and transportation pipelines that will include a good number of new well locations. Along with metering this client will be able to pig each section of the system maintaining good quality maintenance with minimal effort. This project includes ROW Alignment drawings, P&ID drawing development and detailed directional drill and piping drawings, issued for construction.

Northern Colorado Plant expansion 2018

Andy has also been involved in a plant expansion project in Northern Colorado. This client

is wanting to expand the ability to deliver and receive crude oil products to and from additional customers. This project included re-designing their tank valving system to include multi direction automated manifolds giving them the ability to deliver through a new

metering system, at the same time be able to receive metered batches through the same system. This work included a By-directional, pigable delivery pipeline (Including one directional drill.) to a nearby customer with all automated receiving metering equipment.

Central Texas Crude Terminal Tank Expansion 2018

This is also a plant, crude oil expansion project. This project includes the design and insolation of a new 100,000bbl holding tank with new truck unloading / metering systems to service the new and existing 20,000bbl tank. Also new delivery metering systems for outgoing batches. This includes Systems design, drawing development including P&ID’s and detailed piping drawings, Along with Procurement recommendations for equipment purchasing.

South East Texas -Multiple crude Facilities 2015

Supervise the re-rating of 37 miles of 12-inch pipeline including the up-grading of all the main line valves and re-hydro testing for a higher pressure. This line is now delivering over 5500 bbls of crude oil an hour. In addition to the line work Andy supervised the installation of a new 12 inch 82,000 lb meter skid and a 12-inch 24,000 lb. Prover loop. This project included over 1200 feet of station piping and 900+ feet of wire/cable tray. Complete through layout installation commissioning and paint.

Salt Lake City-Legacy pipeline and fiber optics 2010-2013

Andy coordinated the permitting, ROW and construction for the 19-mile urban segment of the Rocky Mountain Salt Lake City Expansion Project. Andy coordinated the activities between seven (7) municipalities, Davis county, the Utah Department of Transportation and the construction contractor. This complicated project was constructed primarily within the UDOT Highway 89 Corridor and included 38 significant horizontal directional drills totaling approximately 12 miles. In addition, he was also responsible for coordinating the development of Traffic Control Plans for the project. Andy spent nearly a year on-site in Salt Lake City on the project.

South Dakota Pipeline 2014

Andy was also responsible for supervising various pump station modifications on a large crude oil pipe line expansion project in North Dakota and Minnesota including the full replacement of high capacity inline pumps ranging from 2500 to 3650 hp. Not only did Andy supervise and coordinate the on-site mechanical work, he was also included on the testing and start up team for this project.

Wyoming-Riley Ridge gathering System and Separation Plant 2011

In Wyoming Andy was responsible for the installation of 19 miles of natural gas and helium delivery sales lines through the high country of western Wyoming. He was also instrumental in the development of new field welding techniques required to lay high pressure inconel 628/825 lined pipe for the transmission of highly corrosive materials through a new and complicated gathering system that including plant inlet metering and line pigging. This will be used for plant supply and acid gas injection for a new separation plant also located in the high country of Wyoming. Included with this system was three miles of 4-inch fiberspar piping used for process water injection, 24 strand communication fiber optic cabling and 4 strand leak detection fiber optic cable installed with the piping. Andy spent more than a year working with private land owners and the BLM on location to complete this portion of this project.

South/West Colorado Gas Gathering 2006-2007 Andy was responsible for the design and construction oversight for a major natural gas de-bottlenecking system in the Four Corners area. This project included the design and installation of numerous multi-directional manifolds and pig launchers and receivers. The upgrades we extremely effective in streamlining the system and removing liquids to allow the full benefit of the 16” pipeline diameter.
