Led development efforts to improve CIGNA's enterprise level Reporting portal web application, known as EICO CAP Requestor. Entered project (that was already critically behind schedule) with the directive of turning project around and getting it back on schedule towards year end completion. Project items were successfully delivered to production with an aggressive three-week schedule (loosely based on SCRUM development methodology).
Continuously collaborated with high and mid level business stake holders to identify and prioritize a list of critical project improvements to implement during course of contract.
Developed and managed a project plan to address these items by year end, with full stakeholder buy in.
As Development Manager and Lead Developer, took full ownership of work efforts done and development team. This was achieved by working hands on with a diverse staff of two senior and two junior developers to complete development efforts. This included the creation of most design specifications, mapping work tasks to all staff developers, establishing priorities, setting coding standards and monitoring developer progress.
Further improved team effectiveness by giving senior developers enough exposure so that they can grow into the potential of their title. This was a concerted effort provided through focused mentoring of all team developers.
In the course of duties, successfully coordinated/negotiated with other IT managers to integrate enterprise wide Requestor project with other intranet project efforts, each with often very conflicting priorities.

Collaborated as a team of consultants to re-architect their enterprise level Quality Control/Supply Chain software suite known as Automations for the MP&A (Merchandise Planning & Allocation) unit of Limited Brands.

Quickly familiarized with clients heavily modified, proprietary JDA relational database environment.
Rewrote and enhanced their ad hoc quality control reporting applications. This included completely re-writing legacy code to .NET 3.5, following strict coding standards, utilizing outdated detailed functional specs, limited SME availability, and significant professional experience to deliver ahead of schedule.
Duties expanded to tackling an outdated, manually intensive process for creating the PDF magazines of products for both Victoria Secrets and Bath and Body works. Collaborated with JDA specialist to successfully re-architect the PDF generation process to a multithreaded Controller/Monitor design.

Full Stack .NET developer, including a focus on project management as well as developing and maintaining documentation that was previously non-existent.
Business applications were developed using VB6, VB.NET, or C Sharp 3.0 (C#). Converted (and/or re-wrote) several VB6 applications to three-tier VB.NET or C Sharp 3.0 respectively. Applications used primarily SQL Server or MS Access for SQL back end. Reporting functions utilized complex, yet optimized SQL queries to meet demanding federal and state business rules.
Created and executed plans, policies and procedures that assured software is reasonably free of defect or bugs, through execution of unit, functional, and regression testing.
Completely redeveloped the legacy software when major federal policy changes took place in 2008 (HUD Real Estate Settlement Procedures Act (RESPA)) This included the partnering with attorneys to research and writing of hundreds of functional requirements and specifications. Delivered and deployed on-time.
Due to low staffing, performed first level support for 3800-member client base of Real Estate attorneys.

Collaborated with Operations Manager of Classified Dept, supporting new initiatives, new pricing models, sales reporting, as well as corporate initiatives to enhance CareerBuilder.com. This was in addition to day to day operations of the Enterprise level Ad-Order Entry System.
Functioned in a project management role with accountability and ownership of outcomes from initial concept to documentation, testing, debugging and implementation. This grew to include the training and management of a junior IT staff programmer.
Development was primarily VB 6.0, working with proprietary code base. Utilized Oracle 8i as the database environment. Developed PL/SQL code (stored procedures, triggers, and report SQL) as needed.
Created additional application tools that allowed the sales team greater flexibility and interaction with clients while also capturing market intelligence to formulate future sales strategies.

APPLICATIONS DEVELOPER
Used Visual Basic 5.0 and Microsoft Access 97 to facilitate the collection of insured’s health histories with a focus on risk factors for the collaborative United Healthcare partner, Pool Administrators. Transmitted data to 18 state insurance boards to assist with the creation of customer pools for re-insurance providers. The pools were state mandated for the purposes of sharing insurance risks between all state insurers.
Independently developed a series of back-end applications to enhance the speed, accuracy and integrity of reinsurance uploads, improving processing time by over 400%.
Demonstrated the ability to work with all levels of management, by helping Pool Administrators leadership achieve better command of their data and processes. Collaborated with stakeholder to better leverage this new advantage so that they can successfully market to other states that have similar Health Reinsurance Pools.
The number of states supported grew from 18 to 30 in two years.
