MAAC is a non-profit social service agency promoting self-sufficiency for low/moderate income families and communities of Southern California through advocacy for, and delivery of, social, educational, housing and employment services. Human Resources is responsible for managing the day to day operations of comprehensive Human Resources and Compliance programs including employee relations, labor negotiations, compliance, conflict of interest reporting, recruitment, classification, compensation, payroll, benefits, retirement, training/development programs, and Workers’ Compensation.

Served as one of the Chief Officer's guiding the organization through a period of significant growth and change; key contributor to modernizing, integrating programs and services, engaged internal and external strategic planning, enhanced branding and outreach and developing efforts in reporting successful Efforts to Outcomes (ETO); serve as staff to the Board of Directors and various committees.

As a member of the executive leadership team, served as the Chief Human Resources Officer and Chief Negotiator for labor relations and labor contract negotiations. Responsibilities also included agency wide Learning, Compliance and Conflict of Interest reporting and staff liaison to the Board Human Resources and Audit and Compliance Committees.

Rollout and implementation of a new HRMS integrated with fund accounting systems enabling employee self service, electronic timekeeping and on-line applicant process capable of tracking and integration with EEO, AA and grant reporting requirements.

Successfully partnered with USD for the creation and rollout of a “co-owned/co-created” management and supervisory leadership academy that was offered to all management staff to enhance and engage individuals at a higher level of performance moving toward data-driven decision making.

Developed strategies for Board of Directors and Board Committee communications that enhanced communications and enabled systematic reporting without duplication of efforts.

Successful at negotiating several long-term labor contracts, including a 3-year contract for a newly established unit, resulting in the return and retention of a significant number of management rights, benefits cost sharing formulas and operational enhancements.

12/2007 – 10/2009 Director, Center for Human Resources

San Diego State University, San Diego, CA

San Diego State is the largest California State University campus with over 36,000 students and 6,700 faculty and staff. The Center for Human Resources is responsible for managing the day-to-day operations of a comprehensive Human Resource program that includes recruitment services for all non-faculty positions and classification, compensation, payroll, benefits, retirement, training/development programs, and PeopleSoft HRIS for all employees.

Served as the Chief Human Resources Officer leading a staff of 30 and managing a budget of $2.5 million.

Successfully rebuilt the Human Resources function into a trusted, service oriented, knowledgeable resource utilizing stakeholder engagement and involvement in restructuring the function.

Streamlined a variety of duplicative, time consuming and unnecessary reimbursement processes enabling reimbursement and taxation through payroll rather than accounts payable.

Implemented training programs for incumbent staff resulting in all senior staff becoming SPHR and/or IPMA certified.

9/2005 – 12/2007 Deputy Director of Human Resources

City of San Jose, San Jose, CA

The City of San Jose is the 10th largest city in the United States serving over 7,000 employees. As a member of the executive team I was responsible for planning, organizing and directing the Employment and Benefits Divisions of the department (staff of 27/budget of $1.7 million) including training/professional development, strategic planning, benefits, deferred compensation, classification/compensation, employment, testing, personnel transactions, and executive recruitments.

Developed a successful "Matrix" reporting structure utilized by several departments to enable focused and expedited hiring (time to hire was reduced by 1/3) that was so successful it resulted in the creation of a second "Matrix" designed to address succession planning.

Successful at championing significant changes to hiring rules, in a strongly unionized environment, enabling the organization to be proactive in addressing its hiring and succession planning needs.

Spearheaded a team that successfully implemented significant improvements in its PeopleSoft HRIS on-line application process to enable faster hiring and an improved candidate experience.

Led internal teams and committees in the development and implementation of the first "2-tiered" benefit programs enabling employee choice and cost savings to the organization.

Provided direction and staff support for the Civil Service Commission and the Deferred Compensation Advisory Committee enabling rule and program changes for the organization.

8/2000 – 9/2005 Director of Human Resources

City of Tustin, Tustin, CA

Successfully reengineered and created a high-performing, efficient service infrastructure focused on customer service by analyzing systems, business practices and resources to identify opportunities for modernization and improvement.

In conjunction with IT, developed an email reporting mechanism for work related injuries reducing reporting time from 10 days to 24 hours.

As Chief Spokesperson for employee and labor relations, negotiated and implemented significant cost saving measures through the renegotiation contracts and the restructuring of contract language related to benefits, overtime, and retiree medical programs with four bargaining units.

Santa Barbara County Air Pollution Control District, Goleta, CA

Specifically recruited to develop and negotiate all rules, programs, benefits and labor contracts for four bargaining units and its unrepresented staff when the agency separated from the County to become an independent, stand-alone Special District.

Successfully developed and negotiated rules, programs, policies and procedures to ensure functionality in a new organization faced with significant change.

Designed and implemented innovative programs and practices including telecommuting, customer service initiatives, multi-functional work teams, a computer lease-purchase program and a variety of benefit programs.
