Position: Assistant General Counsel
Promoted to Senior Attorney representing the Department in complex administrative proceedings concerning Specialty Insurers and cases before the State Fire Marshal. Also represented the Department in Circuit Court in enforcement actions regarding fire code violations and investigations by the Fraud Division. From 1991-95 I primarily represented the Department in rulemaking proceedings and the rule adoption process. I had also been intensively involved in the legislative process by drafting and reviewing complex insurance legislation and working with Department personnel, the staff of both houses of the Legislature, and representatives of the insurance industry in the legislative process. In 1995 I was assigned to handle complex insurance company litigation and other high-profile type legal issues affecting Florida consumers.
In January 2003 the Department of Insurance was re-organized to form the Department of Financial Services. I was most recently an Assistant General Counsel with the Office of Insurance Regulation primarily handling rules and legislation. For my last 5 years I was the coordinating attorney for the rulemaking proceedings for the Office managing junior attorneys and the paralegal assigned to rulemaking.
Additionally, I graduated from the Certified Public Manager program at Florida State University in June 2004 and served as a Hearing Officer for the Department/Office with reference to Workers’ Compensation Appeals filed by employers for approximately 15 years.

CASENOTE- AETNA v. DEVLIN
Authored unpublished casenote for first year law review competition. Expended nearly 120 hours over a three-week period to prepare this casenote dealing with the Federal Truth in Lending Act. The issue involved a technical federal/state statutory interpretation problem.
