Architectural Boundary Dam / Pend Oreille, Washington Projects Mr. Stockton served as the Construction Administrator for a support project as part of a generator replacement project. Mr. Stockton was chosen from a companywide search for the first project with a new, high profile client. Seattle City Light owns Boundary Dam which provides 75% of the power to the Greater Seattle area. This self-performed support project was to build a new supply building and rebuild four smaller structures. The new supply building had state of the art inventory tracking, environmental and fire controls. The smaller structures were on top of the dam and contained the lift gate equipment. He oversaw the removal and replacement of the buildings from the top of the dam, off-site transport, refurbishment at the contractor’s site and replacement. He also standardized the paint system for Boundary Dam.

Los Alamos County Airport Basin Site and Justice Police Jail / Los Alamos, New Mexico

Mr. Stockton served as the Construction Administrator for a $56 Million maintenance and administration campus with the PWDLAC. He also performed the construction administration for a new jail and courthouse facilities adjacent the existing police station. The main campus consisted of nine buildings including administration buildings, maintenance buildings and included an area for the ducks to live when the pond in town was frozen. The JPJ project added a new courthouse, a new jail facility and upgraded the police station. The design phase of these two projects was put on hold several times by the client for financial reasons. This caused several design issues, many of which not found until construction. Mr. Stockton reviewed client comments as well as email correspondence and issued changes to the construction documents. He worked closely with the contractor and owner to make design changes quickly so the owner did not incur costs for the changes. Mr. Stockton also worked with the FF&E contractor to make changes to the construction documents.

Loneman Day School / Oglala Sioux Nation

Mr. Stockton served as the Construction Administrator for a new school on the Oglala Sioux Reservation. He lived on the school grounds in one of the houses usually provided for teachers. Mr. Stockton’s biggest challenge was to take a poorly developed set of drawings and correct the mistakes. Walls were not dimensioned to sit on the footers. Structural members were out of the walls. Wall sections were not consistent. The fresh water, sewer and geo-thermal systems were not correctly designed. He worked with tribal utility authorities to make changes to adapt the design to the site conditions. Mr. Stockton incorporated client comments that were not incorporated into the contract documents during the review process. Mr. Stockton held review sessions with the school board, principle, teachers and parents. Mr. Stockton also worked with school officials and vendors and made changes to the construction documents during the FF&E process. Sky City Culture Center and Acoma Travel Center / Acoma Nation

Mr. Stockton served as the Building Official for the Acoma Nation during construction of the Sky City Cultural Center and Travel Center. The Cultural Center is a multi-million dollar museum showcasing the history of the oldest continually inhabited city in America. The museum is an architectural showpiece itself incorporating the Acoma traditional architectural into the building. driver’s business and personal needs. Mr. Stockton’s responsibilities included inspections for code compliance and owner requirements as well as Construction Administrative functions.

Roswell Independent School District / Roswell, New Mexico Mr. Stockton served as the Construction Administrator for a $4 Million restoration project. This project consisted of several smaller projects on 9 different schools. The renovations consisted of structural repairs, lead paint and asbestos removal & various building improvements. Mr. Stockton held production meetings, reviewed submittals and RFI’s. He also inspected the contractor’s progress and worked with the design team to resolve issues with buildings that were built in the 1940’s and 50’s. Mr. Stockton worked with school officials to maintain student safety and minimize class disruption during construction. Pompano Business Park / Pompano Beach, Florida

Mr. Stockton served as the Superintendent for the fabrication & erection of the structural steel used in this 9 building industrial park. He exercised functional authority for organization and control of the structural steel that included the development of shop drawings, work-plans for fabrication and documentation of a quality control program. Mr. Stockton, using current AWS standards, developed written weld procedures for the shop and the field. Mr. Stockton is qualified to do non-destructive weld testing. He attended production meetings and made site inspections to insure contract document conformance. He also prepared weekly progress reports and maintained a project schedule for shop fabrication.

Atlantic Business Center / Pompano Beach, Florida

Mr. Stockton served as the Superintendent for the fabrication & erection for the structural steel used in these two, 150,000 square foot commercial buildings. He performed periodic site reviews and attended site meetings for quality assurance and construction document conformance. Mr. Stockton submitted two design changes to the Engineer of Record to correct field mistakes.

City Place / West Palm Beach, Florida

Mr. Stockton served as the Superintendent to provide approximately 1,100 concrete filled stackable columns. Mr. Stockton tested the concrete for slump and cast test cylinders. He worked with the vendors and the contractor to meet their changing construction schedule. A+ Storage / Miami, Florida

Mr. Stockton served as the Project Coordinator for the fabrication & erection for this remodel project. He led the production and installation crews in the addition of three stories to an existing building. He submitted change orders for ease of fabrication and installation. Mr. Stockton retrained the staff to use more efficient welding practices. Navajo Housing Projects, Navajo Nation

Mr. Stockton has and continues to serve as a Housing Inspector for the Navajo Housing Authority. NHA is the largest Native American housing authority in the country. He has worked on many different types of projects ranging from small MEP upgrades to new subdivisions. He was the point of contact for the native utility companies, contractor and residential concerns through the local NHA offices. He often works in remote locations directly with the contractor and home owners while the work is being done. heating units. He followed up on all warranty and installation issues. He was asked to do final inspection and commissioning on a new battered women’s shelter. The Tribe hired another architectural firm for the design and oversight of the construction. He found issues that resulted in litigation. He commissioned the first 99 Kw solar power plant for a remote community.

Aviation Clovis Runway Extension Project / Clovis, New Mexico Projects Mr. Stockton was the Construction Administrator for the extension of runway 4-22. 1,800 linear feet of concrete paving was added to extend the ILS runway 4-22. He reviewed all material testing for the base course and concrete components. He used a total station rover to verify the elevation of the P-152, P-209. The P-501 was paved with a paver using the total station. The Contractor set up a concrete plant on-site. On this fast track paving project Mr. Stockton coordinated the QC and QA testing to insure each batch of concrete was within specification. He oversaw installation of the first thermal-plastic marking in the state.

Ohkay Owingeh Airport Expansion Project / Espanola, New Mexico Mr. Stockton served as the Superintendent for a project that added 6,000 ft of utility infrastructure and new roadway for an industrial park. The project also consisted of a new self-service fuel island for Avgas and Jet-A. He coordinated subcontractor’s schedules with the local utility providers and the owners. He worked with law enforcement when a hostage situation caused an abrupt shut-down of the project. Albuquerque International Sunport Optimization Project / Albuquerque, New Mexico

Mr. Stockton was the Construction Administrator for a $60 Million renovation consisting of 26 individual projects. He developed professional relationships with all levels of Sunport Personnel, Contractors & Vendors, Architects & Engineers, Technical Committee Members and Airline Station Managers to maintain continuity in this continually operational facility. He conducted construction meetings, approved contractor pay requests, processes contractor documents and created AIA documents. Mr. Stockton administrated upgrades consisting of a new 62.5/125 fiber backbone and switchgear for a new Building Automation System. The BAS will integrate the new flight information, lighting, temperature control, closed circuit television, security access and fire alarm systems. Mr. Stockton was a team member administrating various projects which included the Flight Information Display System. This project consisted of LCD monitors, video controllers and servers. Another project is a facility wide HVAC system upgrade. This upgrade includes a new cooling tower, boiler, chiller; an open architecture digital controls system and an overhaul to the air handling system. He has administrated projects which included a facility cable management upgrade, a new glycol facility, elevator & escalator rehab and new transformer installations. In replacing the apron and hard points around the concourse, he coordinated compliance testing and monitored results in accordance with the American Concrete Institute standards. Jetbridge air conditioning units along with attachments for aircraft were added to the jetways. Due to several warranty issues relating to new designs, Mr. Stockton proposed several design changes to resolve field conditions. Bellingham International Airport / Bellingham, Washington Mr. Stockton served as the Lead Inspector for the taxiway replacement at the airport in Bellingham WA. The project scope consisted of replacing the existing taxiways, a new apron area and glycol facility. The 10,000 gal glycol tank and pump system were underground. The new glycol station and capture system. This was a fast track project with project duration of 10 weeks, 6 days a week and up to 16 hours a day as weather patterns allowed. Mr. Stockton supervised two shifts of QA and QC testers. He administered compliance testing for subgrade, base course, concrete and asphalt. He also compiled testing documents and prepared FAA reports and close out documents. Infrastructure PG&E Critical Documents Project / California Projects Mr. Stockton is team-member that was chosen to review, inspect and update the Critical Documents for sites throughout PG&E. He has been on the team from the beginning of the project three years ago. Mr. Stockton is directly responsible for the supervision, inspection and drafting of the Critical documents for individual sites. Mr. Stockton had to pass a background check to be allowed access to sensitive areas. These areas control the compression, storage and distribution of natural gas. This "as-found" project corrects the infrastructure with critical documents. This project is key for PG&E to stay in complaint with federal regulations

Westland and Duranes Pump Stations & Water Tanks / Albuquerque, New Mexico

Mr. Stockton served as the Construction Administrator for the construction of new pump stations, transmission lines and water tanks for two new subdivisions. He held weekly construction meeting, documented construction progress, approved pay requests and processed contractor documents. He inspected components to insure compliance with SSPC, AWS and all owner project requirements. He performed substrate profile testing, coating mill thickness and holiday testing. Mr. Stockton’s inspections revealed welding and coating deficiencies that resulted in litigation. He also directed repairs to welds and coatings.

BIA Water Tank Rehabilitation Project / Navajo Nation Mr. Stockton served as the Owner’s Representative for a six water tower rehabilitation project. He oversaw workmanship and compliance with authorities having jurisdiction. Mr. Stockton performed quality acceptance testing for substrate profile, coating mill thickness and holiday. Mr. Stockton assisted the BIA in setting new standards for quality assurance testing. He became highly respected among the Native Americans due to his ability to adapt to native business practices and native cultures. Mooretown Rancheria Housing Development, Mooretown, California Mr. Stockton served as the Inspector for a 50 home expansion for the Mooretown Native Americans. He oversaw the project from the utilities to the first homes that were built. This project had several construction challenges. Because the new development spanned over several hills. The sewer and water lines were run from main lines over mile away. The project installed two lift stations for the sewer and a booster pump for the fresh water. Much of the storm drain, water and sewer lines were up to twenty ft. deep. He was the onsite QA Safety Official and Competent Person for the trenching and deep manhole construction and testing. ground utilities. Five new houses were built during this project. He approved submittals and performed the HUD required inspections. He worked with all the federal, state, county and local stakeholders on often conflicting design issues. He attended community meeting to help the residents of the existing homes understand the construction issues. Water Davis Road Beautification Project / West Palm Beach, Florida Distribution Mr. Stockton served as the Production Manager for the fabrication, installation Projects and inspection for this landscape irrigation pump system in an exclusive residential development. He supervised the implementation of a multi-station irrigation system that used submerged pumps and logic controls to supply up to 1200 gpm over this 6-mile project. Requirements consisted of maintaining daily logs of construction activities and processing contractor’s pay requests. He insured conformance with owner project requirements and South Florida Water Management Codes. San Juan Chama Water Distribution Project / Albuquerque, New Mexico Mr. Stockton served as a member of an Inspection Team for a very ambitious project. This project took water from the Rio Grande and produced drink water. This project consisted of a new filtration facility, pump stations, and transmission lines. The team Mr. Stockton served on was primarily responsible for inspection of the transmission lines. The lines connected existing pump stations so that the newly filtered water could be distributed throughout the city. Mr. Stockton monitored contractor progress, compiled testing results throughout each construction phase. Most of the transmission lines ran through some of Albuquerque’s busiest streets. Mr. Stockton worked to answer questions from the businesses and citizenry affected by this project. Broward County Judicial Building and Courthouse / Ft. Lauderdale, Florida Mr. Stockton served as the Production Manager for a two-building booster pump system for the Broward County Courthouse and Judicial Buildings. This project retrofitted the existing buildings water systems to increase water pressure and flow. This project posed many challenges as the facilities were fully functioning continually occupied courthouse and prisoner holding facility. Mr. Stockton supervised the production, testing, installation and inspection of the entire potable water system. Each system used a progressive three- pump stainless steel structure with logic controls and alarms for low flow & low pressure. A touch screen HMI panel controlled the system. This successful project required extensive coordination with county managers and jail officials to minimize interruption of service. This project required production and testing logs, maintenance schedules and warranty certificates. The South Florida Building Code, The South Florida Water Management Code and Broward County Permit Department requirements were met. Marine Bahamian Queen / Atlantis, Paradise Island, Bahamas Projects Mr. Stockton was contracted to build a 76-foot aluminum catamaran. He was the Owner’s Representative, working with marine architects to design an USCG approved (Type K) vessel. Mr. Stockton designed the floor plan for each deck, engine rooms, glass-bottoms, electrical, plumbing and hydraulic system. Mr. Stockton was responsible for hiring the personnel and subcontractors as well as preparing weekly progress reports and managing all AP and AR responsibilities.

“Speed 2” Movie Set / Ft.Lauderdale, Florida

Mr. Stockton was contracted to build an underwater set for the movie "Speed 2". Mr. Stockton hired the personnel and installed the set within 13 days after meeting with the Associate Producers. Mr. Stockton directed venders, workers and shipyard personnel to meet this aggressive schedule.

Class Shipfitter. He was introduced to standard naval shipbuilding techniques and principles. He converted Agies Class cruisers to the Vertical Launch Missile System. He took many of the classes offered at local university that were designed for advancement at Ingalls.

Other I. P. Papermills / Texarkana, Texas: Pascagoula, Mississippi Projects Mr. Stockton served as a Structural Ironworker Crew Leader. As crew leader Mr. Stockton and his crew completed prefabrication of critical projects. Work could only be performed in such a manner that the plant remained operational until final shutdown. He learned how to properly plan a project and worked with the plant engineers & inspection teams often with minimal instructions.
