Engaged to plan and execute a complete overhaul of legislative software solutions in place for the State of Delaware. Served as business process improvement consultant, IT process, project and procedure expert. Drove RFP creation, contract negotiation, and selection of a vendor partner. Collaborated with vendor to devise and implement an upgraded roadmap for a dated suite of systems based on Lotus Notes to move from a fully segregated thick client system to a web-based system, focused on the security and confidentiality of data.
