PRINCIPAL ENGINEER, CHESTERFIELD COUNTY UTILITIES DEPARTMENT Direct supervision of one Senior Engineer and one Senior Engineering Assistant. Supervise Development Section activities that include commercial site plan and residential subdivision plan reviews; zoning application reviews; building permit reviews; maintenance and operation of the hydraulic water model; the cross connection control and backflow prevention program; project management for capital improvement projects that expand system capacity. Act as the Utilities Department point of contact for economic development prospects. Update and maintain the Utilities Department's 25 year facilities plan used for master planning. Participate on process action teams that recommend procedure and process improvements. Provide input for the preparation of the Development Section operating budget and the capital improvement budget for expansion projects. Serve on a multi jurisdictional technical team to review progress of existing projects and addition of new projects as part of the City of Richmond water distribution and treatment capital improvement program. Built the current model used by county staff, which was upgraded from a skeletonized, 12” and larger waterline model to an all mains 4” and larger model with a combination of simple and rule based controls and complex operating scenarios.

Developed and operated hydraulic water models for municipal clients and used the results to prepare facility master plans used to prepare capital improvement programs. Built multiple water models for clients including the Hanover Urban Water Service Area, Douthat State Park, King George County Service Authority, Richmond International Raceway, and Augusta County.
