Deputy District Manager GS-340-14 USDA FSIS (Aug 2005 to Oct 2019)

After receiving a promotion to Deputy District Manager in Aug 2005, I received a 30 day deployment order for my Air National Guard duties for Hurricane Katrina. As a US Air Force Public Health Officer, I was tasked with establishing a location for a military Field hospital (25 Bed EMEDS) in Hancock County MS. Following successful deployment and build-up, medical syndromic surveillance information was acquired by the Public Health Office, compiled and forwarded to the CDC, US Air Force and MS State Health Dept on daily triage numbers reporting to the Emergency Shelter. My Public Health Field required me to visit shelter and feeding operations monitoring communicable Disease control, Food and Water borne illnesses during recovery operations. I received and Air Force and State Commendation Medal for my actions at 172 Medical Group Public Health Officer. (Rank Major) Honorable Discharge - 2008

As an employee in USDA FSIS District Office, I am one of three Deputy District Managers in the largest Field operations district. I serve in an administrative capacity among the three deputies alternating our four states (MS TN AL, and KY) of jurisdiction. We have over 1000 field employees, 450 regulated establishments. I am responsible for in providing oversight to 23 million dollars’ worth of salaries and benefits, travel, lodging, GSA car acquisition, training, orientation, and enforcement. The District Office serves as the main conduit between USDA FSIS headquarters in DC and the frontline inspection personnel implementing inspection policy into action. I have been the oversight manager for the agency’s Management Control System for this district in implementing the database tracking functions for targeting FSIS activities pertaining to management and supervision, product sample tracking, antemortem and postmortem inspection, product safety recall, and Administrative Enforcement activities. We are responsible for the Administrative Enforcement of establishments that violate the Humane Methods of Slaughter Act, Federal Meat Inspection Act, and Poultry Products Inspection Act. I have provided HAT information regarding FSIS activities at a Kosher operation to headquarters upon request by the Deputy Assistant Administrator during an inhumane treatment allegation. I have served as a team leader for an investigation following an undercover video filmed by PETA accusing an establishment of cruel and inhumane treatment of poultry and conducted an investigation in California from a pork slaughter operation following an undercover video being sent to USDA Headquarters.

In 2010, I participated as USDA Department Liaison during the Deepwater Horizon Oil Spill during July-Aug 2010. I reported to the Unified Command Center in New Orleans LA as USDA Liaison to the Secretary of Agriculture informed of any operations with the spill recovery potentially having an impact on USDA operations.

During Nov 2011 to Apr 2012, I was detailed to Washington DC as USDA FSIS Acting Humane Handling Enforcement Coordinator during the period of the position being vacant. Assistance and guidance were provided to the Office of Congressional and Public Affairs regarding the slaughter of horses under Federal Inspection in addition to the normal duties of ensuring the nationwide humane treatment of livestock at Federally Inspected processing facilities.

From 2011 to present, I have been actively involved in the implementation of PHIS (Public Health Information System) participating in developmental dry runs to serving as course instructor in addition to my DDM duties. Currently I perform as adjunct instructor to CFL assisting in portions of the Inspections Methods Class at both Atlanta and Dallas for newly promoted Consumer Safety Inspectors and New-hire Veterinarians.

During 2016 I accepted a temporary detail to Washington DC with the Small Plant Help Desk to assist with the Siluriformes (Catfish) Rule and providing Technical, Legal, and Operational assistance to small both pond raised and wild caught catfish operations obtaining a USDA FSIS Grant of Inspection

I have conducted quarterly Labor Management Relations meetings for the Jackson District in-place of the District Manager for each of the years 2018, 2017 2015, 2014, 2013, and 2012. In recent months of 2015, I served as the primary data reporting sources for the Jackson District while conducting a District Office OIG review.

As a DDM veterinarian, I conduct active recruitment efforts for the District that results in consistently possessing one of the lowest PHV vacancy rates for FSIS. The results in improved job satisfaction for veteran SPHV and improved field morale along with effective public health mission success. I have been requested by District peers to share my recruiting / onboarding efforts.

District Veterinary Medical Specialist GS-701-13 SJ 525 - 2002 to Aug 2005: Dr. James Burt, Deputy District Manager;

I served as the DVMS for the Jackson District which covers the states of MS, TN, and AL. This was a newly developed Agency position which required program and policy development. My analytical skills were recognized in OGC and OIG audits of the new program and shaped much of the oversight of the Agency’s Humane Handling Program. Primary duties include the verification of regulatory compliance for humane handling of all animals covered under the Humane Methods of Slaughter Act and assist field inspection personnel in documenting inappropriate handling of poultry. I have performed onsite assessments at all livestock slaughter establishments in the district on a recurring basis. This includes educating, training, and correlating regulatory standards with establishment and inspection personnel. I performed program oversight utilizing PBIS, Proclarity, eADRS, and MS Excel, to identify trends, ineffective corrective actions, and repetitive noncompliance. I provided guidance and assistance to frontline supervisors and field personnel who are enforcing the HSMA (Humane Methods of Slaughter Act.) I developed the base program for the Humane Application Tracking ( HAT) following a request from GAO to measure the level of effort Field personnel utilize in verifying Humane Handling. I assist Frontline Supervisors in determining efforts in tracking humane slaughter are appropriate and effective utilizing HAT (Humane Application Tracking) in accordance with the GAO recommendations. Upon the request from Headquarter Deputy Administrators of FSIS, I conducted onsite Humane Handling assessments for slaughter facilities on the island of Puerto Rico in 2004. My assistance was also requested in 2005 to investigate an inhumane treatment claim by an Animal Rights group in the state of California.

In 2002, I coordinated the pilot training for the district level Practical Anti-terrorism training and served as facilitator/ coordinator for delivery of the training to approximately 1100 district field personnel. This was a challenging endeavor with limited operating budget and facilitator personnel. During the course of the program, we received a 50% decrease in operating expenses and program change to perform the facilitation on regular time during establishment down days. This required short notice preparation and delivery of the training. Through effective communication and coordination, we completed the program three months ahead of schedule and below our allocation.

Supervisory Medical Officer GS-701-11/12 - SJ 441 7/1990 to 12/2001 Dr. Abdul Sadiq (FSIS Retired)

In 7/90 I was reassigned to a supervisory position in Morton MS with 14 full-time and 4 part-time inspection personnel direct reports on a second shift for a large NELS poultry slaughter/ processing operation. In April 1991, I was reassigned to a small 2-line SIS poultry slaughter/cut-up operation as the Inspector-in-Charge. I supervised the operations as it grew from a single shift slaughter/ cut-up to a two-shift slaughter / further processing operation with deboning and marination activities. During this time I facilitated the incorporation of pre-operative sanitation inspection for GS-7s, the introduction to Performance Based Inspection System, Lock-Out/Tag Out Procedures, Process Deficiency Records, Federal Automation and Information Management, Generic E.coli sampling, Sanitation Standard Operating Procedures, conversion to HACCP and non-compliance records. I trained part-time employees for online inspection, of which many converted to full-time status. I also trained online inspector new- hires for FSIS. I was responsible management official to provide administrative procedures such as arranging for leave, inspection assignments, temporary details, workmen’s compensation issues, and training in addition to regulating establishment food safety requirements. This duty station afforded me the addition of a cold storage facility for which I conducted export activities for multiple countries from 1995 to 2002. I participated in numerous Russian and Mexican Audits to provide support to the export Staff Officer.

I served as one of the Southeastern Region’s Oral Conference Officer when the agency was considering disciplinary action against personnel. This required travel to other areas to receive an oral reply from the person charged and issue a report to the Employee Relations Specialist regarding the verbal answer to the charges and mitigating circumstances presented. I made recommendations in the Oral Conference Report whether to carry out the action as originally issued or reduced due to the mitigating circumstances.

I performed duties as a surveyor of generic E. coli establishment procedures in 1996 and 1997 as part of the Agency’s Pathogen Reduction Rule. I assessed establishment sampling programs at many facilities in MS and AL for both poultry and red meat slaughter operations. I initiated an agency investigation concerning a forgery of an AMS (Agricultural Marketing Service) laboratory testing form for poultry product destined for export to South Africa. This was a high-profile case that required the actions from three different area offices and an export broker. The wrongdoing ended in the broker posting a bond for the entire shipment and sampling of detained product by an outside lab. I received personal thank you from the FSIS administrator, Dr. Craig Reed for actions taken during the incident.

I served as acting Circuit Supervisor during the absence of the circuit supervisor on many occasions and served as Chairman of the Circuit Safety Committee from 1995 to 2002.

Veterinary Medical Officer GS-701-9/11 1990 Dr. Samuel Keyes (FSIS retired)

I began public service as a 2nd veterinarian in a large poultry slaughter / processing establishment in Jackson, MS. I assisted in maintaining sanitary operating procedures, provided carcass dispositions and assisted in training new-hire veterinary medical officers in NELS and poultry post-mortem procedures. This was from 2/90 to 7/90.

Associate Veterinarian - 5/89 to 2/90 Minden LA. I performed annual, routine, and emergency health assessments, surgery, and client education for a mixed animal practice. I performed regulatory medicine in association with my APHIS Accreditation conducting Brucellosis vaccination and Tuberculosis testing on local cattle herds. I performed animal Identification and blood testing associated with Equine Infectious Anemia (Coggins). I also assessed poultry health for issuance of state health certificates for interstate transport for poultry exhibitions.

Oral & Written communication: Biosecurity and Anti-terrorism training and briefings; I served as the team leader for the field delivery of the LEARN Bio-terrorism / Professionalism program for the largest district in the country. I have developed and presented PowerPoint presentations for local, state and regional Food Safety and Security symposiums. I have written and evaluated district administrative actions relating to thirty –day letters, (NOIE) Notification of Intended Enforcement Action, (LOIs) Letters of Information, LOWs (Letters of Warnings), and suspensions. I have answered establishment appeals for FSIS regulatory control actions. For USDA outreach purposes, I have conducted many oral presentations to veterinary students regarding FSIS activities and to the general public concerning food safety issues. I have written investigative reports to FSIS headquarters for alleged inhumane handling practices for an establishment in the Alameda District and an establishment in the Jackson District. I have provided information following a hotline complaint on mismanagement by a Frontline Supervisor. I have provided information in association with the Office of Congressional and Public Affairs on a Congressional Investigation regarding regulatory fairness in suspending beef slaughter at a very small establishment for inhumane handling.

My previous position as Public Health Officer (Rank: Major) with the MS Air National Guard also required me to perform preventative health assessments on military personnel for worldwide deployment and conduct training programs for Hazard Communication, Occupational Health and Industrial Hygiene. I conducted medical intelligence and public health briefings for deploying military personnel. Additional responsibilities as a Public Health Officer are to conduct sanitary health inspection of base dining facilities and food preparation areas. I also conduct in accordance with the National Guard and a private security contractor, a Food Vulnerability Assessment all base food facilities on an annual basis. I was tasked with establishing a 25 bed Expeditionary Medical Shelter on the grounds of Hancock County Hospital following landfall of hurricane Katrina. This was the first continental deployment of a military hospital of its type. Following build-up and operation, I began environmental assessments of the area and assisted relief organizations through-out the area to ensure Public Health was protected and monitored.

I have provided on-the-job training to three DVMSs in other districts and provided program oversight activities to Deputy District Managers and DVMSs during correlation meetings. I work side by side with the District Analyst to verify PBIS and eADRS database information for accuracy and trouble-shooting for the field personnel. I have served at team leader in the District’s BSE sampling program to ensure all federal and state program veterinarians are adequately trained and provided with materiel to insure 100% sampling. I provide current sample information to insure that all samplers are updated. I communicate regularly with Program Managers to improve the efficiency and efficacy of PHIS.

Computer Hardware / Software. I provide assistance to district office personnel in maintaining computer operating systems and software. I created tracking spreadsheets and operating procedure manuals for DVMSs to support nationwide oversight of DVMS activity and Noncompliance trend analysis. I provided training / assistance to the Case Management Specialist in maintaining the AER page of the District’s online homepage in creating libraries and uploading documents for review. I created the district’s Management Control System tracking spreadsheet from the District Manager’s design. The district has now adopted the proprietary web-based application where I serve as the oversight manager and technical support for all media systems in the District Office.
