Covered California Certification, Lead Training Developer, July 2014 – August 2015 The California Health Benefit Exchange contracted for the development of certification and recertification training for Certified Enrollment Counselors, Plan-Based Enrollers and Certified Insurance Agents on California’s implementation of the Affordable Care Act of 2010. Rebecca serves as Lead Training Developer. In her role, she developed a thorough understanding of the Affordable Care Act as well as CalHEERS functionality including Enrollment counselor, Enrollment entity and agent registration and management, exchange staff process, the Individual application, and plan selection. Her responsibilities include:

Analyze design artifacts such as system wire frames and use cases clarifying instructional objectives, activities and delivery options.

Design and develop web-based training for Insurance Agents, Enrollment Counselors, Enrollment Entities and Plan-Based Enrollers.

Design templates using Adobe Captivate for use with all CalHEERS and the Affordable Care Act web-based training.

Design and outline the approach for creating video tutorials illustrating use of the Covered California portal aimed at Consumers statewide. Additionally, edit audio narration in English for use with describing processes within the Covered California portal.

Integrate various SCORM compliant learning solutions with Covered California’s Learning Management System, Meridian LMS, for certification training. Hawaii Health Connector, Training Developer, May 2014 – July 2014 The health insurance exchange in Hawaii contracted for the development of the Hawaii Health Connector, a web-based system designed to support Hawai’i’s implementation of the Affordable Care Act of 2010. Ms. Carter provided assistance in training development on this project. At the conclusion of this project, she has gained knowledge of the key provisions of the Affordable Care Act, as well as the Hawai’i Health Connector functionality covering Individual Application, Eligibility and Enrollment, Brokers & Navigators and the Small Business Health Options Program (SHOP).

Build demonstration videos for various Hawaii Health Connector system functionality.

Carefully review and edit existing training content.

Examine and address client comments relating to different releases that affect training content.

CalHEERS, LMS Administrator & Training Developer, April 2013 – June 2014 The California Health Benefit Exchange contracted for the development of the California Healthcare Eligibility, Enrollment and Retention System (CalHEERS), an integrated, web-based system designed to support California’s implementation of the Affordable Care Act of 2010. Ms. Carter served as a training coordinator, learning management system coordinator and training developer on the project. At the conclusion of this project, she has gained knowledge of the key provisions of the Affordable Care Act, as well as CalHEERS functionality covering Individual Application, Eligibility, and Enrollment. She’s also developed a thorough understanding of the internal structure of a learning management system as well as implementing a successful certification track for multiple training audiences. Her responsibilities included:

Provide thorough direct communication, assistance and support to numerous county training coordinators and county eligibility workers regarding CalHEERS system training and the learning management system.

Learning Management System (LMS) provisioning for all county eligibility workers as well as service center representatives.

Build demonstration videos for various CalHEERS system functionality in both English and Spanish.

Provide on-site implementation support to Exchange staff.
