Customer Value Partners – Senior Manager (February 2018–October 2019)

In addition to providing standard PM oversight and subject matter expertise, I was actively involved in all business development activities including planning, bid no-bid determination, identification of teaming partners, solution design, proposal response, pre-delivery reviews, and level of effort estimations.

Core Responsibilities:

Provided Program/Project Management support (cost, schedule, staffing, and technical) to CVP projects and project managers as necessary, including providing direct oversight for the following CVP subcontractor staff-augmentation projects: NGS J6 and JK MAC Jurisdictions and CMS’ Premium Stabilization Program (PSP).

Performed as Capture Manager for several CMS RFP responses. Responsibilities included performing research on incumbent performance, business goals and program requirements, creating a technical vision roadmap, staffing model and organization charts.

Assisted with College Recruiting and staff recruitment for all position openings.

Major Accomplishments:

Performed as CMMI and ISO assessor achieving ISO and CMMI Level 3 recertifications, while positioning CVP for CMMI Level 4 or 5.

Led the internal effort to transition CVP projects, artifacts, and working directories from network drives and Google File Stream to Confluence ahead of schedule with zero defects.

Managed and reviewed all final deliverables for CMS’ Documentation Control Contract (DCC) achieving an Excellent CPAR score for all closeout requirements.

GDIT/VIPS, Inc. – Senior Management (June 2005 – January 2018)

As a member of the GDIT leadership team, I was actively involved in divisional planning and enterprise/strategic review of teaming partners, COTS, freeware, cloud migration strategies, EDI standards, and data migration planning. I participated as co-Capture Manager for the successful winning proposals of the initial and first recompete of CMS’ Retiree Drug Subsidy (RDS) program, and the IT portion of the Eligibility Appeals Operations Support (EAOS) program. My role also included performing interview/hiring of key staff, program and enterprise risk assessment and mitigation strategy development as well as evaluating subcontractor performance.

GDIT Program Manager, CMS EACMS (September 2015-January 2018)

Core Responsibilities:

Day-to-day project management responsibility for over forty IT development staff (averaging over $10M per year using Agile development methodology) supporting the Eligibility Appeals Case Management System (EACMS) component for the Affordable Care Act (ACA).

Managed all application releases from inception through post-implementation support, including control of budget, timeliness and quality, conduct Release Readiness Reviews, Milestone Reviews, and Business Go Reviews and reporting through Earned Value Management System (EVMS) managing Schedule and Cost Performance Indices.

Managed stakeholders, building consensus with CMS, CMS support contractors, and the development team for overall scope, detailed requirements, quality assurance requirements and testing schedules/results.

Major Accomplishments:

Implemented EACMS in less than 90 days from contract Award, including receiving an Authority to Operate (ATO).

Successfully transitioned EACMS from AT&T and Warrenton Data Center to the CMS AWS Cloud in less than 9 months from start to full production requiring data migration, tool upgrades, and working in collaboration with many CMS areas and other contractors.

Implemented the integration of the barcoded appeal form (a modernization effort involving interfacing with many CMS areas and other contractors) into Kofax to achieve better data capture results within scope and budget.

Successfully implemented on time and within scope receiving 100% Go Decisions.

ViPS/GDIT Program Manager, CMS ERRP (April 2012 – September 2015)

Core Responsibilities:

Directed the operations of the Early Retiree Reinsurance Program (ERRP) contract, which had a total value over $83M and included the start-up and shut down of an entire payment system, including interfacing with Treasury.

Provided management oversight and budget and performance reporting and analyses, including Earned Value (EV).

Managed call center providing customer service to Plan Sponsors, Electronic Data Interface exchange partners, and benefit administrators to provide clear/concise information to allow compliant application, eligibility reporting and maintenance as well as cost reporting and payment requests.

Provided management and oversight to the Operations teams supporting the following capabilities: payments, appeals, customer service, and education and outreach.

Major Accomplishments:

Successfully leveraged Retiree Drug System (RDS) systems and operating procedures to create quick start of ERRP capabilities, enabling receipt of applications from Plan Sponsors Day 1 of the contract.

Engineered the standard operating procedures and system workflows that allowed nearly 3,000 applications to be approved in the first few months of the program.

Supported multiple SCA and A123 Audits with ZERO findings.

Supported timely and comprehensive Appeal determinations with no overturns by the Secretary of Health.

Managed disbursement and reporting of nearly $5 billion in reinsurance payments to approximately 2,900 employers and other sponsors of retiree plans.

ViPS/GDIT Project/Program Manager, CMS RDS (June 2005 – April 2012)

Led the start-up activities for CMS’ Retiree Drug System contract.

Led the CMMI certification efforts

Managed the entire operational staff for payment, appeals, help desk, education and training, and IT interface.

Actively involved in contract success and day-to-day operations for seven years supporting the total contract value over $75M+.

Worked with the Program Integrity Contractor to share and interpret the data.

Responsible for oversight of payment operations resulting in payments of over $3.5 billion annually to Plan Sponsors

Major Accomplishments:

Responsible for achieving and maintaining Authority to Operate (ATO).

Contributed to achieving excellent CPAR scores, allowing CMS to sole-source the Early Retiree Reinsurance Program contract to ViPS, worth over $80 million.

Defined the program dashboard providing reportable program statistics of user base and system development status used in CMS’ Exhibit 300, which provides information on government spending and budgeting.

Created several data analysis packages used to validate payment and overall data reporting accuracy, including the data package for GDIT’s assessment of Conflict of Interest.

Created standard operating procedures, system workflows, data capture and reporting to allow accurate execution of all payment/overpayment processes, including CFO reporting of over $3.5 billion annually.

Supported multiple SCA and A123 Audits, achieving ZERO findings due to the effectiveness of internal controls achieved through management and training of staff on policies and procedures.

ViPS/GDIT Manager/Lead System Analyst, CMS - (May 1992 – June 2005)

Significant Projects and Major Accomplishments:

Provided oversight for the research and documentation efforts completed for the Medicare Accounts Receivable Study, a pre-cursor to HIGLAS, CMS’ Integrated General Ledger System.

Led the team performing in support of CMS’ Data Assessment Verification (DAVe) project including providing the data warehouse and infrastructure support for SNF and Home Health compliance and fraud detection.

Provided oversight for the research and requirements documentation for REMAS and DPP systems of the current MSPSC suite of systems, including data collection and reporting.

Managed the development and user interface for the ViPS’ STARS team, which supported the fraud and abuse case management and detection tool.

Managed the technical development unit responsible for claims adjudication and payment determination.

Managed the design of the VMS HIPAA solution for implementation of the coordination of benefits trading files and provider remittance advice in the 835 HIPAA standard.

Responsible for parallel-production test requirement analysts, planning, execution, and test result analysis for the entire for the entire VMS millennium (Y2K compliance) renovation project.

Participated in the special CMS PEBTAG that developed the CMS-mandated X12 instruction set for carriers.

Led the VMS implementation of the CFO Act mandate compliance (CMS reports 750 and 751).

Led development of multiple analytical reporting products (both PC and mainframe-based) and integrated claims, billing, and informational databases.
