Rescar, Inc., Houston, Texas 1/2016 – 8/2019

Corporate Safety Manager

Work with 4 plant managers and 4 regional managers to implement a new integrated Safety Management System. Manage and train plant and department managers in their daily safety responsibilities. Develop procedures, processes and training for all safety related processes. Audit each location in meeting requirements under the new processes and assist them in moving forward with the SMS. 40+ indirect reports – location managers with daily safety responsibilities and their technical resource for HSE needs.

Development of Metrics to measure the performance of locations and departments. Working with each group to address concerns and enhance safety performance.

Team Member for Development of a 12 elements integrated safety management system. Working with location and region personnel in the implementation process.

Result of the above items and other initiatives: OSHA Recordable Rate Reduction reduced the OSHA rates from 9.5 in 2015 to 2.1 in 2019 through the end of July.

Tyson Foods, Center Texas 3/2015 – 1/2016

Complex Safety Manager

Manage the safety compliance activities for 3 facilities including a 1400 team member union processing plant. Development of a set of comprehensive standards and training processes to comply with government regulations and corporate requirements. Work closely with managers to ensure all safety related items are addressed it both a timely and effective manner. This is a hands on position working with all levels in the organization.

Developed and implemented a comprehensive training program including matrix, organization schedule, training materials, tracking of personnel training requirements, and course instruction to meet required compliance and expectations for all team members.

Lindsayca Inc., Houston, Texas

4/2014 – 7/2014

Safety Manager(Contract Position)

Developed the plan to address compliance issues found during an OSHCON inspection request by Lindsayca management. Lead the safety compliance effort for this 75-person fabrication facility, producing downstream equipment, such as low-pressure vessels and pipe racks, for the Natural Gas Industry.

11/2013 – 3/2014

Safety and Health Specialist (Contract Position)

Managed the safety and environmental effort for this fabrication facility with more than 500 employees at 5 manufacturing sites across the Texas Gulf Coast area. Conducted on-site visits for safety training, safety audits, industrial hygiene surveys and general environmental issues management.

Developed and implemented an online safety training program so all employees, including remote workers, could complete training modules within the time frame required. Result: Met all required training goals within three months of initiation at a greatly reduced cost of delivery.

Developed a JSA process involving employees in building the database of information. Result: By encouraging employee involvement in the process, we gained a strong commitment to developing a safety culture at the site.

Praxair Distribution Inc., (formerly Texas Welders Supply Co.) Houston, Texas

9/2007–10/2013

Safety and Environmental Services Manager

Managed the safety and environmental processes and this cryogenic air/gas blending and distribution facility with bulk high-pressure cryogenic storage, a specialty gas laboratory, cylinder repair / cylinder filling, a fleet of delivery vehicles, and staff of 220 located at a production center and 4 satellite commercial sales/storage centers. Provided safety training and safety compliance audits for 10 newly- acquired production / distribution / commercial sales sites.

Worked with the DOT Department to train drivers and local administrative personnel on hours of service regulations, to reduce the number of facility violations. Result: The hours of service violations dropped from more than 10 a month to 3 per quarter within six months.

Acquisition Employee Safety Team: Set and implemented the process of transitioning TWSCO personnel to the Praxair safety processes. Result: TWSCO personnel were transitioned to the new policies and processes within 6 months of the acquisition, as required in the initial action plan.

Safety and Compliance Manager - (for Texas Welders Supply)

Prior to the acquisition by Praxair, managed the complete EH&S program for this major regional distributor / supplier of commercial welding supplies and welding gases. Worked directly with VP Operations and department heads to ensure all safety and regulatory compliance issues were being addressed and documented.

Developed a system to enforce safety policies and procedures uniformly across all departments. Worked with the Mangers / Supervisors to develop a “points system” for safety violations and total points accrued impacted disciplinary actions. This approach allowed the managers to recognize the "bad actors" and gave them the opportunity to change their behaviors. Result: Reduced OSHA TRIR from 12+ to zero, in 4 years.

Developed and implemented an effective small company behavior-based program that included several items: safety incentive plan (that penalized for fudging), an effective safety committee, a near miss/positive intervention program for employees. Result: In three years, the employee involvement exceeded 60%.

AbClean, La Porte, Texas

3/2003 – 9/2007

Field Safety Manager (2003 - 2007)

Served as the location Field Safety Site Manager for all AbClean employees working at a Shell Oil refinery and chemical manufacturing facility. Managed teams of up to 180 employees during turnaround operations.

Led the post-acquisition integration of the safety management programs for two companies. Selected a team of representatives from each company to review work processes and select best practices moving forward. Result: The process was completed with no major morale issues and allowed the acquisition go smoothly from the safety aspect. Our client renewed the contract one year later.

Led the deployment of a client-sponsored multi-contractor safety committee as part of a program to reduce incidents plant-wide. Managed a $20K budget. Result: Achieved a 30% reduction in contractor incidents in first year and a +/- 10% decrease each of the following years.

Selected to receive the Houston Business Roundtable’s contractor safety award twice during my tenure. Result: Awarded gold level year one and best-in-class the following year.
