• Review and comment upon proposed construction or service performance techniques, procedures, and methods prepared or proposed by others and provide recommendations with respect to approval or disapproval actions that should be taken. Review, on behalf of the Government, and provide to the Government comments with respect to quality control plans, procedures, and techniques and perform compliance inspections of the manner in which they are actually implemented.

• Conduct the full range of Quality Assurance inspections and testing in order to substantiate or otherwise verify the suitability of in- place work, materials and equipment or services provided and provide findings to the Government for appropriate action.

• Monitor construction Contractors’ or Service providers’ procedures for the identification, classification, tracking, resolution and disseminating of information pertaining to construction and performance deficiencies and provide findings to the Government for appropriate action in order to assure timely corrective action as well as the prevention of similar occurrences. Substantiate that proposed corrective actions are appropriate for the specific deficiency and provide findings to the Government for appropriate action.

• Assist or represent the Government at preparatory inspections held prior to the commencement of the work. Prior to conducting preparatory inspections, perform all appropriate preliminary activities such as ensuring that, where appropriate, the correct site location, layout and elevations of the work have been established. Verify that all required preliminary actions have been taken and resources have been procured or arranged, including but not limited to: submittal review & approval of Shop drawings, As-built Drawings, Material Approval Request, O&M Manuals; verification that approved materials, supplies and equipment are on hand in the quantities required; safety job hazard analyses have been prepared and approved; qualified workmen are available and properly prepared; field supervisory staff is knowledgeable and qualified; appropriate testing equipment is on hand, properly calibrated and functioning; and any required manufacturer’s technical representatives or specialists are available. Prepare written reports for the Government in a timely manner that document all aspects of preparatory inspections and advise the Government as to whether the construction contractor or service provider should be allowed to proceed with the work.

• Familiar with ER1180-1-6 Construction Quality Management and able to conduct Quality Assurance through the implementation of three phase control system, i.e., preparatory phase, initial phase and follow up phase. Attend initial and follow-up inspections in accordance with approved and applicable quality control plans and fully document for the Government the results of those inspections. Inspect the contractor's initial work efforts and provide comments and recommendations to the Government as to the Contractor’s adherence to the contract documents and to the safety job hazard analysis for appropriate action by the Government.

• Perform review of construction contractors’ or service providers’ daily quality control and safety reports to assure that the quality control operations are adequately documented (including such activities as level of inspections, inspection results, testing procedures and results, deficiency correction actions, etc.) and that work is being performed in a safe manner and provide findings to the Government for appropriate action. Provide daily quality assurance inspections and surveillance of construction contractors’ or service providers’ quality control programs and safety programs and provide findings to the Government for appropriate action in order to ensure compliance with their contract requirements. Review ongoing construction work or services being provided to verify that materials and workmanship or services conform to contract requirements and provide findings to the Government. Within 24 hours of such inspections, submit daily quality assurance reports (QAR) to the Government using the Corps of Engineers automated construction contract administration and reporting system, RMS (Resident Management System).

• Attend and participate in (in an advisory capacity) meetings such as pre-construction and pre-performance conferences, quality control coordination meetings, progress meetings, and other conferences and meetings held between the Government’s representatives and construction contractors or service providers or, where authorized, between representatives of other architectural firms and the Government.

• Monitor, evaluate and make recommendations to the Government concerning deficiency clearance activities performed by construction contractors and service providers.

• Maintain master sets of drawings and specifications for the use by A-E and Government personnel in the performance of quality assurance, technical services and contract administration activities.

• Monitor the preparation of as-built documents by contractors to ensure that those documents are being prepared on an on-going basis and report findings to the Government. Review contractor submissions of as-built drawings for completeness and accuracy and provide advice in writing to the appropriate Government personnel as to the acceptability of such submissions.
