UDP,Ltd

San Antonio, TX Aug 1998 – May 2015

Programmer III

At UDP, the five main programs that I was in charge of maintaining and new development for, where written in free form COLBOL and SQL embedded free form COBOL. The code sets where all over 50,000 lines long. The programs are composed of Telephone, Internet and Cable billing for 40 client sites in 7 sates. I wrote code for taxing and surcharging and well accounting when we converted to system to triple play.

While at UDP, I continued to expand my knowledge and education to meet the challenges set forth in the current work environment from 2009 to 2014. In the last 10 + years while working at UDP, I earned an associate degree in cyber security administration to build on my bachelor’s in computer science and Masters in Business Administration; I oversaw the transition of our billing /statement generation system through several transitions. I implemented the addition of internet and cable/video service type providers into our triple play statement. I also put in place account number tracking over a single or a combination of all service types.

I had completed and put into place a system that loaded and processed data from the billing system into a MYSQL database to gain more insight into the data for better reporting and to give the billing statements a much-needed face-lift. UDP had just acquired a new statement generation tool from Ecrion Omni Systems. I wrote the SQL queries that where needed as the base for the database to XML Tool. My supervisor and I were nearing the end of the new statement layout when I was laid off.

As A Programmer III in charge of the end user billing system at UDP, I was also in charge of taxing, surcharging and statement calculations. I also performed a PL/SQL load to updated data in the front-end systems Oracle Database. At UDP I was also in charge of billing and usage reports as well as ad-hoc reporting as needed.

I had the opportunity to work with HTML, CSS and JAVA Scripting. I re-wrote the billing systems menus from COGNOS (Powerhouse) on VMS to a Microsoft Platform where I was gathering data in a Windows front end and passing it to an OPEN VMS back end using CGI. This was shut down due to security risk. I re-wrote the same menu system in MS ACCESS. With MS ACCESS still fresh in mind I also wrote a user interface for our optional calling plan system.

•I worked closely with the billing manager on enhancements to the billing processes that resulted in improvements to speed and accuracy by re-indexing tables and creating temporary tables in the RDB Database for quicker processing.

•I was put in charge of end-user billing working with OCPs (Optional Calling Plans) and billing and statement displays.

•At UDP, over time, I became the billing and statement presentation Subject Matter Expert.

•As the Subject Matter Expert, I was responsible for all phone, internet and cable taxing and surcharging.

•Whenever a problem arose, I was tasked with finding the root of the problem, correcting any data affected and refactoring the code to keep the issue from happening again.

•I also performed duties as an ORACLE and MSQL Database Administrator. I indexed and reindexed tables as needed for query tuning. I wrote triggers and stored procedures and views as called for.

•I worked with ORACLE APEX screens. I also worked with COGNOS Quick Screens and QTP to create entry screens and perform data manipulation.

•I worked with MS ACCESS on special projects that our clients requested.

•I was the Lead Programmer and Architect on the re-write of the OCP (Optional Calling Plans) system. I designed and implemented a table-driven system.

•I was in charge of the of the billing systems interface with the monthly Automated Clearing House (ACH) process.

•When UDP made the transition from Distributed Software base to an in-house SaaS model, I was in charge of synchronizing all 40 customer databases. I used the meta-data to transform all data sets to a matching set of tables and columns. At times I had to drop data, remove tables, then rebuild the tables. I indexed, transformed and reloaded the data.

•When UDP converted its statement generation/presentation from PRESS to DOC1 (Group 1 Software/Pitney Bowes) I was in charge of generating the data file in the desired format.

•I implemented cycle/periodic billing on the back end assessing monthly, quarterly, semiannually, and annual charges and credits as needed by the accounting system.

•I was in charge of the implementation of Texas Bill Format (Public Utilities Commission) mandated changes, while keeping the format used by other states billing/statement reporting requirements.

•I was also responsible for three software re-writes and various upgrades.
