SUMMARY OF EXPERIENCE

Mr. Fleming’s extensive hands-on capture, business/proposal development, program management and chief systems engineering experience is an asset to your organization new business pursuits. He provides over 40 years’ experience (30 years Lockheed Martin Space) in positions ranging from site VP, Sr Program Manager, Chief Systems Engineer, Launch Conductor and Mission Director. He has helped employers and clients procure more than five dozen contracts valued between $5M and $2B during his tenure ($22B+ submit. $18B+ wins), including numerous NASA/DoD/Commercial R&D, Tech Solutions and Services contracts. While working for Lockheed Martin on NASA/DOD-focused programs, Mr. Fleming demonstrated a 100%-proposal win rate, as well as successful program start-up and execution. As an independent consultant, he also maintained an average win rate of 85% on proposals created for other small-to-medium-sized businesses. In addition, he worked with Tier-1 companies such as Northrop Grumman, Leidos, General Dynamics, CACI, Huntington Ingalls, ULA, SpaceX, Raytheon, SGT, Boeing, L-3 Comm/Harris, and Booz Allen to mention a few. Furthermore, he has worked with several start-up and small business companies on proposals for other Federal agencies (ie, Homeland Security, DoS, GSA/FEDSIM, DHS, UN, etc.). While preparing solicitation responses for such agencies, he led full acquisition life-cycle efforts including capture, gate reviews, IR&D/NRE investments, executive strategic reviews, pricing, and managed the entire Shipley-based proposal process.

Demonstrated Executive Program Management, Chief Engineering, Capture/Proposal Management experience for high-value, high priority Programs include:

•Crean and Associates Senior Associate/CelestNet Chief Engineer leading NASA GSFC NSN proposal management activities and facilitated relay satellite Chief Engineering functions. Led numerous business development activities (opportunity ID, pipeline generation, prioritization, bid/no-bid decisions and proposal generation/submits). Also supported engineering and proposal activities for NASA/NOAA Weather satellites and various science applications.

•NASA Space Shuttle Challenger and Columbia failure investigation and Presidential Commission support including Root Cause/Failure Investigation & analyses, corrective actions and recovery plans for return to flight safety and operational availability. Performed test/ops and RCCA/Quality/MRB duties for 34 Space Shuttle operations and flights. Integrated Human Factors labs and metrics into all aspects of astronaut and operator training and assessments

•USAF/SMD - Senior Program & Capture Manager for Lockheed Martin SBIRS GEO-1 Satellite Launch & Mission Checkout, GEO-2 Satellite assembly & integration, including root cause failure investigations and corrective actions/recovery plans for several flight critical component failures involving major subcontractors (Northrop, Honeywell, etc). GEO-3 & 4 Satellite strategy & proposal development. Lockheed won both SBIRS GEO 3 & 4 contracts valued at $3B+ and has since expanded to build units 7 & 8.

•Sr PM and capture for Lockheed Martin’s MH-60M Blackhawk helicopter retrofit program, including capture and win for $600M LRP to FRP program transition. Led failure investigations and recovery efforts for aircraft maintenance issues.

•Capture and proposal activities for Northrop Grumman’s USAF site maintenance operations support at Hill AFB, UT (and other undisclosed locations) for various manned/unmanned fighter aircraft platforms.

•Capture and proposal activities for Lockheed Martin’s JSTARs program using a modified Bombardier aircraft platform and associated ISR/Comm ground systems

•Capture and proposal activities for L-3 $500M F-35 Fighter Aircraft Next Generation DAS optical sensor/ISR system modifications, including Human Factors concerns and integration.

•Capture and proposal activities for Huntington Ingalls Industries (HII) successful pursuit of $900M unmanned fighter O&M activities in multiple CONUS/OCONUS locations.

•Capture, proposal and partnering activities Lockheed Martin Space Systems $1.2B Hypersonics IDIQ contract including multiple task order response submits and partnering agreements.

•Capture and proposal activities for GDC Technics LTD pursuit for Head of State and VVIP Aircraft Completions using various commercial Boeing platforms

•Capture and proposal submits for Chemical/Oil/Gas refineries for improved performance, efficiencies, sustainability and lower operational costs.

•USAF/Space Command SBIRS GEO-1 & 2 IR satellite Sr Program Manager and GEO 3 & 4 capture mgr. Led AI&T activities for Flight Unit 2 (Lockheed Martin Sunnyvale), with prime management responsibilities for Northrop Grumman’s IR payload delivery and integration. Unit 1 responsibilities included pre-launch, launch and on-orbit mission ops (checkout/test, calibration and system validation/certification). Also served as Chief Systems Engineer for Satellite Systems Engineering, Root Cause/Corrective Actions, Six Sigma/Green Belt sessions, Quality, Risk Management and Requirements V&V.

•NAVSEA Overlord Unmanned Surface Vessel and Medium Unmanned Surface Vehicle Ops and Sustainment (OUSV.MUSV O&S) Delivery Order, Leidos (Gibbs & Cox), May 2022. Provided capture/strategy and deputy Proposal Mgr assistance, including win themes, technical writing and color team reviews though final submission. Systems solutions The Navy uses prototype USV to design and test modular weapon/C4ISR systems for future integration of unmanned vessels into the fleet.

•NAVSUP Real-time Reutilization Asset Management System and numerous CxISR related proposals for MEUAS IV, NASA, and MDA/Army including THAAD/Pacific Fleet ISR interoperability and ops live-fire testing. Integrated Human Factors metrics into all aspects of operator training and assessments. In addition, supported JSTARS/C4ISR EMD Program definition and $1.2B proposal submit for USAF.

•NASA JSC - Three recent NASA CLPS lunar landers, launch services and mission science ops contracts for start-up Space companies resulting in two wins valued at $200M+. In addition, generated two winning launch services proposals for Firefly Black.

•Space Development Agency (SDA) - CACI SDA Tranche-1 OST/optical system activities as a supplier to primes such as Lockheed Martin, L3Harris, Airbus, Raytheon, etc. Led several Milestone Gate reviews with CACI Executive Team, including strategy, TRL maturation, NRE/Capital investment and Bid/No-bid decisions. In addition, managed CACI's Prop Mgr and support team on-site in NJ.

•USAF Space Command - United Launch Alliance (ULA) EELV 1A-6 launch services. Led Red Team review, technical recommendations, strength table & win theme development, and compliant responses for 150+ EN’s. As a result, won 3 launch missions valued at $450M. Supported SpaceX pursuit for similar NSSL launch services winning 40% overall contract value. In addition, was a major contributor for original USAF EELV contract proposal in 1990’s for Lockheed Martin Space Systems. Initially won the services contract utilizing Atlas LV family vehicles.

•USAF - Northrop Grumman Ground-based Midcourse Defense (GMD) Dev, Operations and Sustainment, and Production, specifically in the areas of Flight/Ground systems design Systems/Element Engineering, Integration, Test and Operational Readiness

•USAF - Managed Lockheed Skunks $2B JSTARS/ISR Aircraft Recap Program consisting of two radar & supplier proposals, multiple subcontractors and 200-member proposal team.

•US Army ACC - Managed General Dynamics $1.2 B US Army Mobile Protection Firepower tank program winning bid consisting of 450 proposal artifacts and 14K+ printed pages. Integrated Human Factors elements/lab into all aspects of system design, operator training and assessments

•NASA Hdq/JSC/MSFC - Assisted in joint NASA/Industry team as strategic consultant, BD and Chief Systems Engineer responsible for Congressional lobbying and start-up of $2B Space Shuttle Upgrades Program. Managed capture, proposals and performed as Sr PM for Lockheed’s $150M+ new business area. In addition, performed capture/proposal management and subsequent program manager for $50M+ Lockheed Martin Space Shuttle Return to Flight initiatives.

•AFRL - Advanced technology developments including $300M Army PSS-T and $195M AFRL Advanced Hybrid Electronics contracts for soldier health and medical advancements.

•US Army/MDA - Sr PM and capture manager for Lockheed Martin THAAD Missile Test Program, managed and won $600M extension program for additional certification testing with So Korean, Australian, and Saudi Arabian partners.
