With high experience of more than twenty years now, Sweetbert Dotto has successfully implemented national and local programs development on Public Health particularly on Reproductive Maternal Newborn and Child Health (RMNCH), HIV/AIDS/STIs, human and financial resource management both from government and donor funds. He coordinated clinical services management, Health Management Information Systems and junior staff at different levels namely Dispensary, health Centre and Hospital settings. In collaboration with other organizations (Tanzania AIDS Project, JICA, councils and with USAID - Jhpiego) he conducted several researches to verify facts. He promotes cooperation among bilateral staff. Has been able to interact in a professional way with different levels of the health system from national to facility level and other Development partners. Has fully participated to lead, organize and train a number of 80 Tutors from 40 Medical/Health training institutions (public and Faith based Organizations) HBB skills from the Eastern, Central and western zones of Mtwara, Lindi, Pwani, Dar Es salaam, Morogoro, Kigoma, Shinyanga/Simiyu and Mwanza regions (HBB training to PSE tutors). Also participated fully in MBM-TZ (More and Better Midwives) program sponsored by USAID and CANADA that aimed at reducing maternal and newborns deaths in various areas like health facilities and medical training institutions.
Recently implemented the RMNCAH small scale implementation of clinical mentorship trainings in Mara and Kagera that has produced the first batch of Mentors in different technical areas as per the new clinical Mentorship national guideline. Also, studied several online courses (via Global Health eLearning) related to maternal and child health and awarded 7 certificates in PPH prevention, Malaria in pregnancy, Emergency Obstetrics and Newborn Care, Prevention of Mother to child transmission of HIV, Essential Newborn Care and Cervical cancer.
Has also been awarded a Diploma from Carolinska Universtat- Sweden, on prevention and reduction of maternal and newborn deaths, Task shifting in Low resource settings. Recently, in 2018, was the only first Tanzanian attended the World Bank sponsored one-week global BLOCKCHAIN training at RWANDA University.

Throughout my working period I was involved in major tasks as follows:
● Carrying out clinical researches on Syndromic Management in Dar es Salaam Hospitals and Early Childhood Illnesses clinical management in Tabora and Dar es Salaam regions
● Assisting the Hospital in charge on administrative issues
● Monitoring and evaluating all tasks involved (Data management as HMIS personnel) LAST MAIN ASSIGNMENTS
I organized, conducted and held an international meeting in Mwanza that aimed to introduce a new program on reducing maternal and newborn mortalities around lake and western zones. Before that, I Coordinated and fully participated in a technical team of JHPIEGO and MOHSW to develop RMNCAH (Reproductive Maternal Newborn Child and Adolescent Health) Clinical Mentorship guideline and Learning Resource Package (LRP), that produced the first ever guideline on Reproductive Mother and Newborn Child Health care (RMNCAH-LRP) services.
In collaboration with MOHSW, I also participated in Assessment and report writing of Tanzania government and council’s annual health expenditure and resource allocation for new-born resuscitation.
As a National Verifier, in collaboration with other MOHSW officials, involved in several national verification exercises in Zanzibar
(Pemba, Unguja) and Kilimanjaro region, whereby we recognized some facilities for awards in the quality of care as per national guidelines).
As a Zonal Program Officer, (and later HBB Program Officer too) I did the following accomplishments:
To Oversee the roll-out of MAISHA emergency obstetrics and newborn care and focused ante natal care program in the entire zone (BEmONC and FANC)
To Oversee quality of programs in zonal regions, including to provide coaching for respective Regional Program Officers
To Coordinate with other Regional Program Officers in a zone to ensure timely execution of MAISHA program work plan
To oversee project activities in the zonal regions including support to Regional Program Officers in conducting training and coaching of health workers and strengthening selected health facilities.
To provide technical and support to other Regional Program Officers in planning, implementation, monitoring and reporting of MAISHA program activities
To work with respective Regional Program Officers to ensure quality and timely data collection and submission of program reports including trip reports, quarterly narrative, expenditure and finance reports, and other reports as required
To oversee Regional Program Officers regular routine assessments and supervision visits, collect complete programmatic data in a timely fashion and prepare regular progress reports
To maintain consistent communication with the program manager and the technical team
(Midwifery advisors) regarding program performance in the zone
To coordinate with the technical team and program manager to meet technical needs identified during program implementation in a zone
To work with Regional Program Officers in a zonal area to identify and document success stories and best practices from program activities.
To maintain close relationship with the RMOs, DMOs, CHMTs, Regional and District Reproductive and Child Health coordinators, Regional and District Nursing Officers and other NGO’s implementing Maternal and Child Health Work in the zones.
To supervise and manage performance of RPOs for regions in the zone.
Be able to represent Jhpiego in various activities as assigned by the program management at the zone level
Ensure all the trainings, mentorships, coaching, data collections, stakeholders and other partners meetings, are smoothly done for pre service and in service institutions during program implementations
As a summary in HBB program till its closure, I prepared activities’ budgets, planned and conducted newborn resuscitation trainings to more than 14,000 service providers in 16 regions of Tanzania. Also successfully managed to supply HBB commodities to all health facilities in the coverage area of 16 regions. Lastly, I fully participated from point A-Z during project closure by organizing and holding that big international event. Also in the last few years, I have implemented national and local programs development on RMNCH, HIV/AIDS/STIs, human and financial resource management as well as coordinating clinical services management, Health Management Information Systems and the management of staff at different levels of Health Facilities (District, Health Centres and Dispensaries). Thus, managed to work several times at all Tanzania’s Regional hospitals, visited almost 50 percent of all district hospitals, many health centres and dispensaries countrywide. Therefore, apart from deeper exposure on RMNCH services, has wide experience and extensive knowledge of the health system in the country including the private sector. LANGUAGE PROFICIENCY
