Lane/SA Healy is owned by WE Build a large US General Engineering and Construction Company specializing in large civil and infra structure projects as well as Commercial and Industrial Projects. The Henderson office of Lane, was the Western US Division of the operation tasked with securing $ Billion projects for Lane Construction generally as a result of their tunneling and transit experience.
Senior Estimator
I was one of the senior estimators and I have successfully led the civil side of numerous large estimates ranging in size from $ 400 million to $ 2.3 Billion. The projects have had various components including bridges, tunnels, water works, utility relocations and transit rail work. I have successfully taken the lead controlling design decisions in these large projects due to my field experience to minimize costs and coordination of design disciplines to provide projects that are economically buildable with enough information to competitively price. a Designed Bid Build estimate approaching $ 1.6 Billion Metro Rail Project in LA
a Design Bid Build High Speed Rail project in central valley of California in which I led the Samsung efforts in the Tender process with a value of $ 2.2 Billion.

The Bluebonnet Project is a $30 million contract project segment which was part of a billion dollar plus Toll Road Concession by an International Construction Company for TexDot. The project was bid with an aggressive estimate, there were many scheduling and logistical issues, including right of way and design constraints. I estimated and negotiated all change orders which were all profitable.

This $40 million dollar pavement rehabilitation project for Interstate 710 required the use of all the skill sets I had acquired on other projects while attempting to resolve design issues that needed to be completed in highly restricted work windows. The project had been aggressively bid which also contributed to project challenges. The Project achieved a $ 1million bonus for the team’s efforts.
COFFMAN SPECIALTIES, INC. - SAN DIEGO, CA 2008 – 2010 Coffman Specialties is a General Engineering and Construction Company specializing in California and Arizona civil and government projects.
Project Manager/Estimator
Applied aggressive estimating skills to assist with preparation of a $50 million estimate for a Caltrans project. The firm was the low bidder, unfortunately the job was protested and all bids were rejected. 2010
Successfully estimated the heavy civil aspects of the Mesquite Intermodal Rail Project and later served as the start up project manager (PM) for this $36 million project in Brawley, CA. Met schedule and budgetary goals while managing field operations, Q/C & Q/A oversight, scheduling, pay estimates and owner coordination for the project. This project included a million cubic yards of excavation, concrete structures including two bridges, crushing, storm drain, roller compacted concrete and channel work as well as overseeing a sub contractor install 11 miles of rail work.
2009 - 2010
Effectively served as PM for this $8 million design/build project at the Marine Corps Air Station (MCAS), Taxiway G project in Yuma, AZ. Provided designer oversight, scheduling and management for the Design Team during the design process and then onsite project management. Project involved design and construction of a 6100 lf Tow Way that included grading, white paving, asphalt paving and the preparation of the construction documents to military standards, including working drawings and specifications. The project was completed ahead of schedule, under budget and without accidents for a very satisfied owner.
2008 - 2009
Met tight time lines as PM for the $34 million Lomas Santa Fe & I-5 Interchange & HOV Lanes in Solana Beach, CA. This Caltrans A+B project included constructing three plus miles of HOV lane white paving, the widening of two bridges and in-fills, lowering a major undercrossing street, reconstructing interchange ramps and architectural retaining walls. The project met all milestones.

American Canal Superintendent - Yuma, AZ 2005 - 2008 Key contributor for the preparation of project estimate, and once the project started, managed set up, staging and served as Pre-wet Superintendent. Lake Hodges Tunnel – Superintendent Escondido CA 2005 Met time schedules effectively managing project set up, infrastructure improvements and portal construction for this $38 million project. The project was completed safely, on schedule and well under budget.
Martinez Canyon – Project Manager Thermal, CA 2004 - 2005 Successfully scheduled and coordinated the daily activities serving as Project Superintendent for this $5 million Coachella Valley Water District project that involved building 9 ponds, a pump station and a 10,000 foot 18” ductile iron water supply line. The project was completed safely, on schedule and well under estimate for another very satisfied owner.
John Day Dam – Safety Manager Goldendale, WA 2004
Eliminated safety issues and contributed to maintaining project schedule by assisting the PM on this Bureau of Reclamation Project to better manage subcontractors who had several lost time accidents. Once onsite, no further accidents occurred. Tacoma Narrows – Superintendent Gig Harbor, WA 2003 - 2004 Managed the Civil Operations on the Gig Harbor side of this $600 million Design/Build JV project. Successfully completed work safely with significant schedule and project gains. Turtle Bay – Welding Superintendent Redding, CA 2003 Called upon to assist the PM with unique problems associated with the welding sequencing and QA for a single pylon cable stay bridge across the Sacramento River. Olivenhain Roller Compacted Concrete Dam - Escondido, CA 2002 Successfully managed the Swing & Night Shift Safety aspects of the Roller Compacted Concrete portions of this project.
Pasadena Blue Line Project Segment Manager - Pasadena, CA 2000 - 2002 Met project schedule as Segment Civil Superintendent responsible for the civil operations for Segments 1, 2, 3 & 10 of the $400 million Pasadena Blue Line Design/Build project. Professionally managed and provided design oversight, onsite job supervision, scheduling, grading, utility work (electrical, water, sanitary sewer and storm drain), and the sub ballast crushing efforts related to the LA Station, Cornfield Yard and New Maintenance Yard. Level 3 Segment/ ILA Manager - Salt Lake City, UT 1998 - 2000 Successfully completed the project safely, ahead of schedule and the under budget as the Job Superintendent for the In Line Amplification (ILA) Fiber Optics project that included acquisition, design and construction of all the ILA sites for the Salt Lake area. These facilities were constructed every sixty miles over 1,000 miles from Boise, ID to Salt Lake City, UT to Las Vegas NV.
As the Segment Manager for the Level 3 route from Salt Lake to Las Vegas the responsibilities included design and set up of this Segment of the project. These aspects included route selection, design oversight, estimating, control budgets, permitting, scheduling and work plans for the $28M Ogden to Las Vegas Segment of the Level 3 Long Haul Fiber Optics which was a $ 2billion project.
