CRRC MA, Boston & Beijing June 2016 – November 2020 Responsible for establishing the entire HR function for the first CRRC market in the United States: Boston. This included development of the CRRC MA headquarters, and the groundbreaking of its 200,020-square-foot, $95-million Springfield, MA, manufacturing facility. Perez successfully hired employees, engineers, production teams, senior managers, and teams to construct the first commuter transportation rail cars designed and manufactured in the U.S., including the ongoing manufacture of 284 Orange and Red Line railcars for the Massachusetts Bay Transportation Authority (MBTA). Responsibilities:
• Partnered with the president, global executive team and field site leaders to define consistent practices around employment, performance management, leadership development, compensation and benefits, and operational efficiency
• Regular training and guiding of managers on best practices in employment law, sexual harassment, discrimination, cultural differences, and respectful professional engagement
• Negotiated two union contracts and built an infrastructure for the whole company including: recruiting, hiring, benefits and payroll
• Implemented operational management to CRRC MA’s three offices across the nation, including contractors and engineering staff in Boston (MBTA); Philadelphia (SEPTA); Los Angeles (Metro); and establishing a new office in Montreal, Quebec, Canada

Massachusetts Department of Transportation / MassDOT, Boston Recognized for a proven track record for success, Perez was enlisted to the MBTA from MBCR at the request of the then Secretary of Transportation of Massachusetts, Richard A. Davey, with whom Perez had successfully teamed with at MBCR. In 2012, Perez’ role as Deputy General Manager HR at the MBTA marked significant history in the State: Perez became the first Latino appointed to a Senior Management position at the MBTA. In May of 2012, Perez was named the Commonwealth’s first Assistant Secretary of Transportation, Human Resources, to support and carry out the Secretary of Transportation’s vision for the integrated organization—MBTA and MassDOT—as one entity.

Corporate Director of Human Resources and Labor Relations 1994– March 2002 Polartec & Malden Mills Industries, Inc., Lawrence, MA Direct management and strategy of overall Labor Relations. Oversaw workforce of 3,200 employees representing 22 nationalities, including corporate management, supervisors, non-union and union workers–UNITE and AFL-CIO. In December of 1995, Malden Mills faced one of the largest industrial fires in the United States, which destroyed its manufacturing facility, potentially leaving workers unemployed just two weeks before Christmas.
