• I successfully implemented and conducted effective project development and project management techniques and supervised a team consisting of up to four engineers, five engineering technicians, four real property agents, and various environmental and structural engineering consultants which resulted in the cost-effective development, approval, implementation, completion, and close-out of various civil engineering projects. These included major road improvement projects such as the expansion of several miles of Academy Avenue and of Mountain View Avenue in Fresno County to four-lane facilities.
• I successfully managed and provided principal project coordination for an extremely complex and controversial proposed assessment to construct a water distribution system for the Appaloosa Acres subdivision in Fresno County and personally conducted the final assessment vote process for property owners in front of the County Board of Supervisors.

Supervising Engineer
• Served as a Supervising Engineer in the Design Division responsible for overseeing the supervisors of the Real Property, Right-of-Way, Traffic Services, and Design Services Sections.
• Successfully managed the activities of the sections responsible for performing appraisals and appraisal review for acquiring various rights-of-way; performing preparation of engineering drawings; preparing analysis of traffic impacts and mitigation measures associated with proposed developments; and for conducting the advertisement for bids for construction contracts and solicitation for requests for proposals for various engineering and other professional services.

Senior Engineer
• Upon completion of the complex Coalinga Landfill Clean Closure project described hereinafter, and after requesting and receiving Board of Supervisors approval for significant increased funding therefor due to project plans that did not adequately anticipate site conditions, I requested a voluntary transfer to this vacant Senior Engineer position in the Design Division.
• Provided primary management and planning for the activities of the section responsible for performing in-house evaluation of traffic impacts associated with the issuance of conditional use permits and of various improvement and development projects by both private and public entities which impacted transportation facilities operated and maintained by the county of Fresno.

Construction Engineer
• Served as the Construction Division Manager responsible for day-to-day operations of the division comprised of approximately twenty-five engineers and technicians and one administrative staff member. These included first- line and supervisory staff responsible for the Materials Lab, the Surveys Section, and the Resident Engineers, Inspectors, and the Labor Compliance Senior Engineering Technician.
• Successfully shepherded complex projects to successful completion, the most costly and difficult of which was the clean closure of the Coaling Disposal Site which involved complications including extensive subterranean rock formations where the plans envisioned routine excavation. I personally visited the site repeatedly and conferred with the contractor and with the Department Director to ensure change orders were prepared and recommended to the Board of Supervisors avoiding what would have been costly and pointless ligation between the county and the contractor.

• Successfully served as responsible charge, stamping various plans prepared by staff and supervised the managers of all four sections comprising the Design Division, including the Road and Bridge Design Senior Engineer, the Special Projects Senior Engineer, the Engineering Services and Transportation Planning Senior Engineer, and the Design Services Senior Staff Analyst.

Senior Engineer
• Successfully performed supervisory and management duties for up to seven engineers and four technicians comprising the Road and Bridge Design Section, including project prioritization, staff assignment, project scheduling and inter-divisional coordination.
• Served as project manager for the design of the Academy Avenue - SR-180 to Shaw Avenue Road Project by supervising the County design team and performing consultant oversight.

• Designed a variety of construction projects utilizing AutoCAD and Civil 3D design and drafting software and wrote associated technical specifications. These included projects to construct street improvements in Rasin City, various landfill module construction projects at the American Avenue Disposal Site, and a water distribution system project funded via the Community Development Block Grant Program.
• Achieved an advanced level of familiarity with the development and administration of locally and federally funded public construction contracts and through attendance at numerous Caltrans technical seminars and by the management of the process of soliciting bids for construction and awarding construction contracts via the Board of Supervisors.

Achievements and Duties
• Successfully developed and implemented a pollution prevention plan for the Naval Air Station (NAS) to reduce the generation of hazardous waste and increase operational efficiency pursuant to newly issued directives from the Department of Defense.
• Successfully analyzed the viability an engineering consultant-prepared plan for the construction of industrial waste sludge drying beds which identified and quantified flaws in said design, resulting in not constructing what would have been an expensive and ineffective facility.
• Coordinated a division-wide effort to apply for formal recognition of the NAS’s pollution prevention program resulting in a pollution prevention award for the Naval Air Station from the Commander in Chief of the Pacific Fleet and received an “on-the-spot” cash award in recognition of my leadership role in preparing the application.
