Professional Experience:

I presently serve as the Section Head for the Construction Management Division of a large engineering firm in Virginia Beach, VA. I am responsible for ensuring all projects are constructed in accordance with the applicable requirements specific to that project. Duties include hiring and managing appropriate qualified staff to oversee these projects, training and mentoring inspection staff in inspection techniques. Documentation, pay item tracking and adherence to Quality requirements. Quality Assurance/Quality Control plan development and implementation, plan reading and specification interpretation, change order and claim review and negotiation. Overseeing contractor’s daily work activities to confirm the project is constructed to ensure a quality final product that meets the required plans, specification, standards and special provisions. I develop and negotiate scopes of work and fee derivation, develop project proposals, manpower estimates, pursuit presentations, prepare Pre-construction and Progress meeting agendas, and often chair Pre-construction and Monthly Progress meetings.

Types of projects under my supervision include roadway construction, new and rehabilitative bridge projects, tunnel projects, utility projects, facility projects, and Locally Administered Projects (LAP’s) for municipalities and other clients. Primary clients have included FEMA, Eastern Federal Lands, FHWA, USACE, NPS, Virginia Department of Transportation, North Carolina Department of Transportation, Alabama Department of Transportation, New York State Department of Transportation, local municipalities include multiple Cities and counties throughout Hampton Roads and Southeast Virginia as well as private utility owners such as the Hampton Roads Sanitation District.

Throughout my career I have been exposed to many diverse responsibilities including construction, inspection, construction management, Construction Quality Assurance and Quality Control, and Project Management, and have worked both locally and abroad building and maintaining positive relationships with Local City/Town/County Officials, Federal Government Officials and DOT personnel in many states including Virginia, North Carolina, Alabama, Florida, Texas, and New York.

My former DOT experience, combined with early employment with Contractors, and my Consultant Project Inspection, Construction Management, QA/QC, and Project Management experience, have all helped me to understand the perspectives of the Owner/Client, the Contractor, and the Project Management Team. It has also taught me how to tactfully deal with people, how to solve problems, how to recognize constructability issues and how to represent a client’s best interest on a construction site. I have a thorough understanding of project management, quality assurance and quality control requirements, inspection, scheduling, estimating, planning, plan comprehension, and interpreting specifications/standards, hazard mitigation, safety, potential long term maintenance needs and compliance with all project requirements.

Currently, I am Construction Project Manager for multiple major and misc. construction projects at the Moore’s Bridges, and Kristen M. Lentz Water Treatment Facilities for the City of Norfolk, Public Utilities Department with multiple task orders covering a variety of maintenance and new construction projects. Some of these projects include Misc. Plant improvements to water, stormwater and filtration systems, and the installation of a new 30” waterline being directionally drilled approximately 2000’ under the Southern Branch of the Elizabeth River in Downtown Norfolk, VA. Duties related to these projects include reviewing each contractors’ schedules and submittals to ensure compliance with overall construction sequencing, design and function, and to coordinate construction inspection oversight, sampling and testing of materials during various phases of construction. I am the liaison for the City of Norfolk coordinating all activities with both the client and the private property owner, Norfolk Tides, at the Harbor Park Baseball Stadium.

-I recently served as the Project Manager for the Tech Center Parkway Extension project for the City of Newport News, overseeing a $8.5 mil LAP project which constructed a new roadway between Oyster Point Rd. and Cannon Blvd. This project included multiple utility relocations, installation of a new waterline, stormwater pipe, and sewer lines, construction of 3 stormwater management ponds and approximately mile of a new 2 lane roadway. My role here was to ensure that the project was being constructed in accordance with Locally Administered Project Guidelines (LAP), The current Regional Construction Standards and the approved Design. Responsibilities included reviewing the contractors proposed change orders, performing constructability reviews, chairing pre-construction and monthly progress meetings, conducting periodic project audits and assisting with Project Closeout compliance. Responsibilities also include daily coordination with the Inspection staff, reviewing contractor submittals, review and approval of Monthly payment applications and updating/reviewing the required Material Notebook data, etc.

-Siumultaneously, I was the Project Manager for the demolition and constrcution of a new 4 lane bridge on Denbigh Blvd over I 64 in Newport News, Va. This project included demolition of the existing bridge and constructing a new 6 span, 900’ x 96’ wide bridge consisting of 4 12’ lanes with an 18’ wide median and 8.5’ sidewalks along both sides of the bridge. Work also included constructing a new retaining wall, modifying and constructing a new roadway alignment, constructing new stormwater retention ponds, and installing new stormwater pipes and structures.

-Previously, I served as the Construction Manager for a large Gravity Sewer Improvement project in the Hampton Roads area of Virginia. My responsibilities included review of contractors pre-bid qualification documents, generating project cost estimates using RS Means to validate and verify proposed contract costs, to review construction schedule and budget and to monitor daily construction activities for conformance to project plans, specifications, and safety requirements.

Additional responsibilities include daily scheduling and coordination of inspection staff, reviewing contract drawings for constructability issues and accuracy, tracking monthly construction progress and overall budget, and conducting Preparatory Meetings to ensure contractors compliance with the Quality Management System Plan, the Construction Quality Management Plan and the Project Technical Requirements.

-Prior to the gravity sewer project above, I served as the Deputy Quality Assurance Manager for the construction of the new Downtown/Midtown Tunnel/MLK Extension project connecting Portsmouth, VA to Norfolk Va. This project included construction of a new parallel Midtown tunnel, both approach roadways and construction of new tunnel support/ventilation buildings at each approach. Also included was the rehabilitation of existing Downtown and Midtown Tunnels, extending the Western Freeway and constructing a new segment connecting I264 EB to the new MLK Extension. This included the construction of 6 new bridges and, the widening, and rehabilitation of 11 separate bridges along the existing corridor of I-264.

I was responsible for coordinating and managing all QA inspection staff’s daily activities, 15 field staff in total, to oversee the contractors’ work and quality control personnel, (30 QC Staff, over 300 contractors’ staff). Responsible for reviewing and approving the contractors work plans for conformance with constructability, plans, specifications, standards, environmental and safety compliance. Responsible for review and audit of QA/QC inspectors daily work reports, all contractors work plans and activity hazard analysis documents to certify that work followed project requirements. Duties included constructability reviews and construction inspection oversight of all roadway and bridge construction, water and waste-water utilities, pump stations, storm water management, and performed structural inspections. Startup, testing and commissioning oversight for newly constructed pumpstations. Prepared preparatory checklists and chaired Preparatory, Kickoff and Progress meetings representing Quality Assurance.

Frye Consulting Services (FCS)

In 2020 – 2022, While self-employed, I served as the Lead Hazard Mitigation Estimator for a Disaster Recovery Project in Panama City Florida, for damages incurred during Hurricane Michael. I had multiple clients that were impacted by the hurricane in October 2018, and my role was to estimate replacement and repair costs for City owned facilities, School Board facilities, Hospitals, and Housing Authority projects.

Some projects included entire replacement buildings with mitigation recommendations and associated costs, while others were for repair/renovation estimates with added mitigation opportunities to minimize similar damages during future events. These cost estimates were derived using RS Means, Local vendor quotes, and historical cost data.

I have generated estimates for water and stormwater utility projects, pump stations, parking lots, schools, fire stations, law enforcement facilities, safe rooms, correctional facilities, and residential dwellings, I generated project cost estimates using RS Means and used RS Means to validate and verify proposed contract costs estimates.

Jacobs Civil Engineering

Prior to these assignments I was the Deputy Project Manager/Senior Project Safety officer responsible for the construction of a large, single leaf bascule bridge on the Eastern Shore of VA. Responsibilities included overseeing pile driving operations; pier and bent cap rebar placement, installation of formwork and concrete placement, erection of P/S Concrete Girders, installation of diaphragms and stay in place deck forms. My duties also included overseeing the erection of all of the Bascule structural steel, primary and secondary drive machinery, the braking system, span alignment and the span lock system, electrical and drive component installation, HVAC component installation, etc.

-My Additional Disaster Recovery related experience included working as an Estimator/Senior Project Specialist contracted to support FEMA during two disaster recovery operations in Upstate NY due to flooding. I was responsible for inspecting, evaluating damages and developing Project Worksheets which included damage descriptions, repair plans, CEF Estimates and Scopes of Work to repair or reconstruct roadways, culverts, bridges, buildings and structures in numerous counties throughout Upstate New York. Duties also included providing specific guidance to other project specialists working on roadway/culvert, bridge, and facility re-construction projects. This included hazard mitigation opportunities, reviewing constructability issues, generating repair/replacement estimates, identifying repair methods, potential equipment and personnel needs and scheduling considerations.

My position between the deployments to Upstate NY was as an Estimator/Senior Project Specialist contracted to support FEMA during disaster recovery operations due to tornados in Central Alabama. I was responsible for inspecting, evaluating damages and developing CEF Estimates and Project Worksheets which included damage descriptions, repair plans, Repair/Reconstruction Estimates and Scopes of Work to repair or reconstruct facilities either in kind or with new construction.

I participated in four Disaster Recovery projects in upstate NY to June of 2005-06 where heavy rains and extensive flooding caused significant damage to major roads and bridges throughout 18 counties in upstate NY. My responsibilities included heading a team to perform field inspections of damaged infrastructure to determine eligibility for Federal Assistance by evaluating the extent of the damaged facility, proposed methods of repair/replacement and preparing and reviewing Project Worksheets, CEF estimates, repair options, Hazard Mitigation opportunities and option and scopes of work for submission to FEMA.

In addition to these roles mentioned above, I also worked as a bridge safety inspector and Bridge Inspection Team Leader for both the Virginia Department of Transportation and Lichtenstein Consulting Engineers (now part of Trans-systems), and I performed bridge inspections for Jacobs Civil Engineers and periodically with JMT as needed. Responsibilities for that work is identified below.

Lichtenstein Consulting Engineers

-Cochrane Bridge Cable Stay Bridge Inspection & Rehabilitation, Mobile, Alabama . I served as the Resident Engineer on the second phase of rehabiliation construction of a multilane cable stay bridge spanning the Mobile River. Responsibilities included oversight of contractors daily operations while working to rehabilitate the bridge’s stay cables, the installation of a new ventelation and lighting system inside of the segmental box girder spans, installation of a new catwalk system under the approach and main spans, Oversight and monitoring of a seismic/vibration monitoring system, including data collection. Duties also iincluded chairing monthly progress meetings, reviewing and approving the contractors monthly payment applications and. Performing monthly audits, overseeing overall project safety and assisting during project closeout.

-District wide Local Government Bridge Inspection FDOT District 2 I was the Team Leader for the biennial, safety inspection of 666 Local Government bridges throughout District 2 in Northern Florida, which extends from the Atlantic Ocean to the Gulf of Mexico. This project included the underwater inspection of approximately 166 bridges, Initial inspection of 40 newly constructed bridges, and 460 interim Bridge Inspections for load posted bridges and bridges with low condition ratings.

-Kennedy Space Center, Brevard County, Florida I was Team Leader for the in-depth inspection (including sub aqueous), and evaluation of five bascule bridges and two fixed bridges at the Kennedy Space Center in Cape Canaveral, Florida. The twin bridges over the Indian River carry NASA Parkway (SR 405) EB & WB. Each are almost 3,000 feet in length having concrete viaduct approach spans and twin single-leaf bascule spans of 130 feet, The Banana River Bridge has a total length of about 800 feet with double-leaf bascule spans of 120 feet over the channel. The Haul over Canal Bridge carries Kennedy Parkway over the ICWW and is a three-span, double-leaf bascule spanning 130 feet. The twin bridges carrying NASA Parkway over Kennedy Parkway consists of four spans of welded tied girders spanning 185 feet and 74 steel stringer approach spans carrying a single track over the Indian River.

-Movable Bridge Inspection New Barge Canal FDOT District 5 I assisted with the inspection of all structure components of the approach and bascule spans for three structures over the New Barge Canal, the project required an in-depth inspection of the bridges for the purpose of future rehabilitation or replacement design and to determine their structure integrity, Prepared field sketches locating significant deficiencies and assisted in retrieving PONTIS data. Assisted in traffic control design and layout Moveable Bridge Inspections- Miami River and Inter-coastal Waterway FDOT District 6 I assisted with the inspection of all structure components of the bascule spans for three structures over the Miami River and one over the Intracoastal Waterway, the project required an In-Depth inspection of these bridges to determine their structural integrity. Prepared field sketches locating significant deficiencies and assisted in retrieving PONT1S data. Designed the traffic control layout for this project.

Virginia Department of Transportation Suffolk, Virginia

-Structure and Bridge Safety Inspector responsible for the inspection of fixed and movable bridges. Duties included inspection of assigned moveable and non-moveable Structures to insure conformance with F.H.W.A V.D,O.T. and A.A,S.H.T.O. specifications by means of visual and non-destructive testing methods. Interpretation of Roadway and Bridge plans, Contrast Special Provisions, Road and Bridge Specifications and Roadway and Traffic /design Standards. Evaluation and inspection of Fatigue Prone Details and Fracture Critical Members to determine the integrity of existing structures and their ability to maintain the safety of the traveling public. Duties also include, Scour evaluations, examination of section loss on steel members to determine load-bearing capacities, deck investigations to detect Calcium Chloride content and contamination. Locating and recording condition of Epoxy coated Rebar and deck dragging to detect areas of &laminating in concrete for core samples. Inspection of Silica Fume, Latex, Epoxy and Bituminous overlays on maintenance projects for final acceptance. Inspection of work performed on expansion joint replacement projects to ensure proper type, width, and installation of material, I also have experience in the inspection of Hydro coat epoxy on parapet walls, concrete bridge railing, pier caps and various substructure components. Inspection of concrete girders and structural steel to determine proper cleaning, and blasting techniques, profile of blasted steel, wet and dry film thickness for base, Intermediate and topcoats of industrial and bridge coatings. Planning and scheduling traffic control and equipment needed for the inspection of work sites to ensure safety and proper setup, I. use a personal computer to compile bridge inspection reports, create analytical spreadsheets to monitor budget spending. Input and retrieve data from V.D.O.T. mainframe.
