• Performed federal contracting guidance and contract development to several businesses to allow them to provide health care goods and services to federal government.

• Much of this work required entering contract data into federal databases and working with federal contract officers and clients to finalize their contracts.Total contract value was over $1 million dollars.

US Department Of Veterans Affairs, Health Admin. – Duluth, GA

• VA Southeast Network is comprised of eight medical centers and 40 outpatient clinics in Alabama, Georgia and South Carolina with over 14,000 employees and $2.3 billion dollar budget in 2011. Served as Acting CEO for eight months and COO for four years with primary goal of delivering health care services to over 350,000 eligible veterans in three states. In addition to ensuring quality medical care delivery, delivery of administrative support services were provided by departments under COO position which included; finance, logistics, human resources, prosthetics, staff education, information systems and capital assets management.

• Significant accomplishments were coordinating implementation of digitalization of diagnostic images as component of electronic medical record of each VA patient, addition and replacement of over $150 million in high tech medical equipment, and transformation of inpatient care designed facilities to outpatient care delivery. Key goal was increasing primary care access to majority of patients closer to their homes via community based clinics through construction and leasing project planning process.

• Financial accomplishments centered around increasing patient and third party collections by improving performance on each step of revenue cycle. Improving patient registration process, designation of non- service care, which enabled collections for non-indigent patients' care, and timely coding for all patient encounters were key responsibilities for staff. Close coordination of efforts with VA Patient Eligibility Center and Consolidated Patient Accounts Center were necessary to reach ever increasing revenue goals each fiscal year.

• These positions were demanding and required flexibility and adaptability to ever changing healthcare and political environment of federal healthcare agency. Knowledge of details in complex areas within areas of responsibility such as information systems, medical equipment, financial models, human resource regulations, and federal acquisition regulations were critical to quickly grasp issues and develop plans to implement services for patients in timely, quality care manner.

• Served as the Acting Medical Center Director (CEO) in Dublin, Georgia for six months and initiated new programs in Mental Health and Primary Care based on VA grants.

• Served at the Acting Associate Director (COO) in Decatur, Georgia for nine months with oversight of a

$300 million budget and 3,000 employees. Accomplishments were initiating new budgetary processes to better manage expenditures, new HR hiring processes for faster on-boarding of nursing personnel in a highly competitive labor market and development of facility plans to improve space utilization on the main campus for clinical services with administrative functions moved to leased space nearby. • Plans were developed to identify where and how these services would be delivered using computer modeling process that required massive amounts of data input by planning staff.

VA Health Care System – Columbia, SC

• Serving as staff assistant to medical center director and associate director provided broad exposure to medical center operation and required regular interaction with diverse staff members, medical school partners, Veterans and members of community.

• Managed multiple clinical services to improve service delivery in Audiology and Speech, Optometry, Radiology, Rehabilitation, Dental and Laboratory. Reduced clinic appointment wait times, facility remodeling and equipment upgrades for new imaging technology in radiology and dental.
