I worked as a Financial, Budget and Accounting analyst for the Bureau of Medicine and Surgery (BUMED) across financial sub-commands under Navy Medicine East (NME), Navy Medicine West (NMW), and Navy Medicine Support Command (NMSC). I performed the duties of the Defense Travel System (DTS) director including duties as Defense Travel Administrator (DTA), Authorizing Official (AO). I audited travel and purchase cards for the agency. I served as a Systems Accountant in the Program Management Branch within the Accounting Operations division at BUMED M84. I managed contracts and acted as the liaison for the Bureau of Medicine and Surgery (BUMED) and Northrop Grumman contracts. I processed invoices within the Wide Area Workflow system and assisted contractors with performance issues. I planned and implemented financial systems improvements, coordinated the identification and prioritization of financial systems requirements, coordinated requirements determination with policy and process reviewers, and provided oversight and management of the overall system development process.

I was responsible for planning, developing, implementing, and managing the financial accounting and resource management systems for interfaces between existing and planned systems required to meet the general and specialized management requirements at the DoD, Navy, and headquarters level.

I served as the Navy Medical representative on various Department of Defense financial systems working groups and teams responsible for the development and implementation of improved financial management and resource management systems such as Standard Labor (SLDCADA) and the new DoD Travel System DTS.

I planned, coordinated, and managed the development and implementation of resource management related applications and systems including new DoD, Navy, or DFAS systems initiative and BUMED specific project as such as the Summarized Medical Analysis Resource Tool (SMART), Web Portal project, and the automated Annual Planning figure (APF).

I planned, coordinated, and monitored the development of information and data interfaces between systems used by Navy medicine to report financial and resource information which includes STARS-FL, FASTDATA, DTS, WAWF and SMART among others. I also monitored the I-TRACKER system which was responsible for managing Base Realignment and Closure (BRAC) funding.

I participated in the development, preparation, cross-functional review, and distribution of annual fiduciary management supplemental guidance package to BUMED activities worldwide. This guidance was provided on accounting and finance changes within Defense Health Program, Department of the Navy, and Defense Finance Accounting Service.

I developed presentations to provide information to Assistant Secretary of Defense (ASD) Health Affairs (HA) and the Deputy chief for Resources Management Comptroller, BUMED regarding the current and planned capabilities of the fiduciary and resources management systems operated by BUMED activities.

07/2003 to 09/2006 – FINANCIAL ANALYST

I was responsible for providing resource requirements for BUMED Headquarters Operations, budgeting for funds required to support existing and proposed programs, planning for operations within funds provided and monitoring the financial performance against the plan to ensure fiscal integrity. I collected and analyzed such other data as may become necessary to prepare and submit both internal and external reports. Procured and issued contractual services, maintenance and lease agreements, supplies and equipment as required for the efficient and effective provision of financial accounting and budgetary information. In addition, I provided payroll and travel services for the command. I directed the accounting operations that were comprised of memorandum appropriation and financial inventory accounting which included cost accounting and a double-entry obligation accrual system. I independently planned programs and provided assignments in broad general terms identifying objectives to be accomplished. I provided supervision for accounting technicians, analysts and clerical support staff.

07/2001 to 06/2003 – FINANCIAL ANALYST

Responsible for independent performance of the planning and conducting assigned analysis to assess compliance with regulations, policies, procedures, efficiency and economical program management and utilization of the resources of the Department of the Navy activities.
