• Director of Program Grant Oversight and Interim Chief Financial Officer for PPS, a global research consulting firm that provides grant vetting, compliance monitoring, and grant optimization services exclusively for privately held philanthropic trusts, endowments, and private family charitable trusts.

• Directly oversee all accounting and grant review managers, and all managerial accounting processes, including all reporting requirements: operations budgeting; purchasing; contract development, negotiation, and oversight.

• Responsible for ensuring the accuracy and integrity of all outsourced operational accounting functions and reporting (i.e.; payroll, accounts payable, accounts receivable, cost reporting, etc.).

THE STATE OF TEXAS, Austin, Texas 2019-2020

Chief Financial Officer – Texas Racing Commission

• Chief Financial Officer for the Texas Racing Commission, a state regulatory agency tasked to oversee and regulate horse and greyhound racing, and to ensure the integrity of pari-mutuel wagering associated with the racing industry.

• Oversaw the daily operations of the agency’s accounting, purchasing, payroll and human resources functions, and provide financial reporting regarding the agency’s budget and financial status via periodic reporting.

• Oversaw the agency's Pari-mutuel Wagering section, whose primary function is to track simulcast and wagering revenues related to horse and greyhound racing, and to ensure the ongoing integrity of all related gaming and pari-mutuel wagering. The Pari-mutuel Wagering section is also tasked to oversee the agency's Horse Industry Escrow Fund, a $25M per annum, pass-through distribution for eligible breed registries and race track owners.

• Responsible for the majority of fiscal and budgetary matters related to the legislative process, and was responsible for fiscal note preparation and analyses of relevant legislation. Served as the agency's representative for most finance and budgetary matters, and have testified before both the House Appropriations and Senate Finance Committees, respectively.

THE STATE OF TEXAS, Austin, Texas 2011-2019

Chief Financial Officer – Austin State Hospital & Waco Center for Youth, Texas Health & Human Services

• Financial Officer for both, the Austin State Hospital and the Waco Center for Youth; two public in-patient mental health facilities that maintain patient bed capacities of 299 and 80, respectively.

• Responsible for the financial administration of two facilities' combined $63 Million annual budget, and performed a critical strategic role in directing the vision of the mental health services delivery of these facilities.

• Oversaw the daily operations of the Accounting Department, Utilization Management Department, Reimbursement Department, Property Division, Purchasing Unit, and Client Services Office, and was responsible for developing financial strategies and other initiatives to improve services.

• Responsible for the hospital's in-patient reimbursement programs, and had consistently surpassed the hospital’s in-patient cost recovery target of $8 Million, per annum.

Fiscal Policy Analyst- Texas Department of State Health Services, CFO’s Financial Policy Team

• Developed financial policies related to ongoing changes to federal and state pass-through programs, such as WIC, Medicaid, and Medicare, as they related to the implementation of the Affordable Care Act.

• Developed complex budget models to predict and emulate potential fiscal impacts to agency operations that would result from proposed policy changes, and was required to prepare legislative oversight documents to explain and defend fiscal methodologies for all proposed policy changes.
