Program Manager
As the program lead, I was accountable for the successful management of several high profile, DoD, contract research and development (CRaD) programs with financial and strategic targets, along with our Internal Research and Development (IRaD) programs. I was responsible for setting the program IMS baselines, WBS, schedules, milestones, allocating appropriate resources, milestones, deliverables, resource leveling, and change requests. FAR 14 CFR (Aerospace) standards to include MIL-STD 881 (WBS) were used as our IMS architecture which allowed for successful customer understanding. This included monthly IPMR / presentations with customers and stakeholders to provide technical, schedule and cost status information. Some of the information (but not all inclusive) included in the IPMR reports:
Conveying the health of the programs which included data regarding what the IPT structures, the BCWS, the BCWP, ACWP, BAC, EAC, ETC, as well as any variances
Utilizing EVMS and performance metrics from Deltek Cobra along with Time Phased reports pulled from Microsoft Project and Epicor
Showing Program Risk Analysis along with Risk Mitigation
Many of the programs consisted of developing software that would interface between the independent platforms and the firmware/equipment being tested and analyzed
Reporting any successes and any failures, along with reasons behind each event
Always met our customer targeted timeframes and schedules
In line with budgetary goals and timelines, I was accountable for the development and execution of program-specific strategies and the sustainable profitability of multiple programs. I lead and coordinated cross-functional team efforts to include Optical, Software, Mechanical, and Electrical Engineering, Research and Development, Product Support, Supply Chain, Quality, and Manufacturing departments. We used the phase-gate approach to our new product development programs, along with blending both Waterfall and Agile methodologies to ensure program and product maturity. I was responsible for every portion of the products from R&D development to the obsolescence / DMSMS phases. Accurate forecasting was an essential tool that I used to ensure programs and products met both program/customer objectives. I was the primary point of contact and acted as the primary technical interface to the government and contractor leadership as well as the functional organizations. To be successful, I utilized highly collaborative and effective communication skills.
