Air Resources Technician II

Responsibilities

Utilize a State vehicle to conduct inspections of Commercial Harbor Craft Vessels and facilities to provide APS staff with inspection findings to develop investigative reports and case settlements. Properly maintain complete and accurate records of inspections, both electronically and in hard copies, and provide recommendations to APS staff about potential cases. Assist investigators with opacity testing and visible emissions evaluations for compliance with regulatory requirements.

Research regulated entities utilizing internet resources to collect case information for APS staff or management. Document and compile research information into written Word documents and Excel spreadsheets to assist APS staff with case development. Summarize inspection findings for investigators and surveillance.

Perform office duties related to air pollution programs; conduct investigations/audits and assist APS staff in closing cases for RMES by tracking penalty payment information and settlement terms using spreadsheets and case tracking databases. Review reports and records maintained by vessel and facility owners necessary to understand facility/vessel/vehicle compliance status and history. Incorporate findings from record review into inspection reports to make a compliance determination. Prepare training materials and tracking reports summarizing investigations for APS staff and management.

Case Development: Prepare case development reports and documentation for less complicated cases: Use established processes to document findings for each inspection/audit. Work with management, assigned CARB attorney(s), APS staff, and potentially air district staff to resolve less complicated cases.

Responsibilities

Schedule, proctor, and conduct field Visible Emissions Evaluation( Opacity Testing). These duties require accuracy and the ability to communicate effectively verbally and in writing. Serve as backup “smoke truck” operator and work with professional staff in conducting day and night VEE certification and recertification sessions within California. Maintain and operate the VEE smoke generator. Set up and break down for onsite training events, including siting and setting up the generator before field certifications.

Grade and maintain VEE certification data for periodic reporting to local air districts and CARB management. Provide VEE registrar support to VEE students and instructors. Communicate with local air districts and VEE students to address VEE scheduling and certification questions and issues.

Facilitate registration enrollments; prepare and issue student VEE confirmation notices; prepare and post course materials; monitor class enrollment; and create and cancel classes in the registration system. Provide practical customer support to students and local air districts. Use good judgment to elevate customer concerns to management when required.

Maintained program records, procurement submittals, and contracts. Gather, compute, analyze, and compile data and documents into searchable spreadsheets. They may be required to present findings to management, VEE staff, or air districts, and in doing so, must be able to speak and write effectively.

Conduct research and prepare segments of technical reports, correspondence, and documentation relating to air pollution. Support other branch functions, such as sorting and analyzing investigative data for enforcement purposes and assisting in field inspections. Perform special project assignments.
