Northern Triangle Expansion
Background Northern Triangle Engagement
Due to the increase of migrant refugees to
the U.S. from the Northern Triangle Region
(Guatemala, Honduras, and El Salvador), the
Office of International Affairs (INA) has formulated a plan of action for the U.S. Customs and Border
Protection (CBP) engagement in the Northern
Triangle (NT). The action plan will focus on
understanding the causes of the migration and
determining how CBP can assist in stemming the
flow of illegal migration into the U.S.
Preceding the Commissioner’s September 23-
29, 2018 visit to the region and the October
11-12, 2018 Second Conference on Prosperity
and Security in Central America, CBP focused
efforts on: 1) deploying regional partners to the El Salvador Border Intelligence Fusion Center (GCIF); 2) planning and obtaining the necessary approvals
for Air and Marine Operations’ “Operation
Barracuda”; 3) committing to expand and
develop vetted units; 4) implementing Advanced
Targeting System-Global (ATS-G) in Guatemala and
Honduras; and 5) assisting with trade facilitation efforts.
1. Air and Marine Assistance
2. Vetted Unit Development
3. Customs and Trade Assistance and Missions
4. CBP Program/Agreement Implementation
As CBP engages and continues to engage through this recommended plan of action, CBP will be able to proactively influence the migration flows, while also expanding its borders abroad in the Northern Triangle region.
The conversations during and surrounding the Commissioner’s visit and the Conference have expanded or reoriented CBP’s focus to seven lines-of-effort: 5. Public Affairs Engagement
6. Tactical Assistance Recommendations
7. Permanent Regional Personnel
