Under direction of the Executive County Superintendent of Schools (ECS), review and evaluate NJ State Department of Education (DOE) and Atlantic County Government (ACG) programs and procedures and related work for efficiency and overall improvement and growth. Serve as chief advisor to Executive County Superintendent of Schools (ECS) on all essential matters; monitoring, planning, assigning, directing, and evaluation of workflow and support staff growth. Reviewing processes to ensure efficiency, effectiveness and suitability. Application of internal controls to ensure cost effectiveness while exceeding standards of all daily operations. Act as liaison between DOE and ACG.
Recruit, supervise, train, direct, promote, demote, discipline, and appraise support staff. Execute, direct, establish, oversee, monitor, conduct, and assign support staff tasks, objectives, and workflow patterns for department. Conduct monthly staff meetings to ensure continuity of all programs, projects, and initiatives of the unit. Supervise staff through the handling and approval of all departmental personnel and human resource transactions in compliance with all County Policy & Procedure which includes examples such as leaves, CAMPS, and Civil Service Commission requirements
Review and evaluate departmental objectives and make recommendations and implement approved changes while ensuring all internal procedures meet or exceed those objectives finding alternate methods where needed to ensure efficiency and fiscal responsibility of the unit.
Chief advisor on all administrative matters to the Executive County Superintendent of Schools (ECS) and the Professional staff on all county government administrative functions such as personnel, finance, facility, technology, payroll and all business matters as well as State programs including but not limited to the Criminal History Review Unit (CHRU) and Governor’s Educator of the Year (GEOY) making recommendations as needed regarding processes.
Perform direct studies of and estimates needs of departmental for development of annual budget; process and approve all reservations, requisitions, and purchases for accounts payable including staff expense reports and all operating expenses through the business solution application.
Ensure proper operation and maintenance of all general office equipment, systems, and facilities related needs, procuring services and supplies necessary to perform daily business and programmatic tasks.
Develops and implements policies and procedures; ensures compliance of existing policies. Takes necessary action to secure adherence.
Analyzing and monitoring programs and activities of the department as well as the local school districts; training district staff on processes and procedures bi-annually
Plan and coordinate annual teacher and student recognition events
Responsible for processing all departmental records, retention, destruction and OPRA requests according to state regulations
Serve as unit’s coordinator of both State Department of Education (DOE) and Atlantic County Government Office of Information Technologies ensuring continuity of all operating systems, applications and programs. Attend monthly DOE IT technology meetings and advise ECS and staff.
