Responsible for industrial control system projects, mechanical & electrical engineering oversight, reliability-centered maintenance, and data center management. Accountable for developing utility control networks and facility management computer applications. *As solutions manager for Boeing Phantom Works, created advanced microgrid management and renewable energy solutions for government and industry customers. Led a nationally accredited public training facility delivering government instruction in leadership, engineering, emergency response, and risk management. Responsible for developing and maintaining $270M in public buildings and training lands with an annual operating budget of $90M in salary, service contracts, maintenance recapitalization, leases, logistics, and transportation support. Led (115) instructors, facilities O&M staff, and administrative personnel at (4) regional sites. Executed capital construction budget to complete state and federal projects, including power delivery, facility retrofit, and public utilities. Provided weekly, monthly, quarterly, and annual reports to meet state, federal, and DoD requirements.
Created and led a comprehensive program to achieve the Institute of Excellence rating in the 2011 DoD accreditation process. Managed multiple stakeholders to facilitate the successful BRAC commission turnover of Umatilla Chemical Depot from the federal government to the State of Oregon.
Combat Advisor Team Leader- Afghanistan US Army (AGR) 1/08-1/09
Led an Embedded Training Team of (17) senior officers and sergeants guiding an Afghan National Army battalion of more than (700) soldiers in Helmand, Kandahar, and Darulaman. Managed over $15M in salaries, support contracts, and transportation. Conducted facilities planning for operating bases Bastion-II (US) and Tombstone (US/UK) with USACE engineers. Developed temporary and permanent power programs for Gereshk (district center). Executed construction progress inspections and release payment evaluations for USACE regional police station projects. Designed and chartered a tank range complex with UK engineers.
Developed, trained, and deployed the Counter-Narcotic Infantry Kandak (CNIK) in (8) weeks. Performed (16) weeks of continuous combat operations against the Taliban in the Upper Gereshk River Valley. Initiated and collaborated with MPRI to administer an instruction program for the Afghan Company-Grade Officer Academy at Bastion-Tombstone. Directed the first US-led engineer mission in Mongolia. Coordinated the logistics and diplomatic efforts to deliver Math and Science School #11 on budget and ahead of schedule. Also worked with USAID to assess power generation capabilities and vulnerabilities at the capital city’s two functioning power plants. Hillary Clinton dedicated the school building in September 1995 following the Beijing Women’s Conference.
