-Designed and developed participatory research tools - to diagnose the problem of weak government functioning for the poor, and then enable the stakeholders in the process – local administration and community organisations particularly.
-Facilitated baseline survey in Palamu district in Jharkhand state - with local administration and community organizations on identified excluded groups and their access to public services and entitlements.
-Identify bottlenecks, and suggest reforms. Subjects was: Implementation of land rights and Forest Rights act, farm and off-farm livelihood opportunities and schemes, financial inclusion programmes, access to public services such as education and health; and working of directly targeted food programmes - PDS, ICDS, MDM, NSAP, NREGA – among others.
-Documented the research findings and highlighted issues with recommendations. Findings presented to Planning commission and Supreme Court Commissioner to review systems, processes, to diagnose barriers to the poor’s ability to access laws, entitlements and programmes; and suggest (innovative and people - centred) reforms to enable government and District Administration to overcome those barriers.
