I am an accomplished labor relations and human resources professional. Combining strong leadership along with solid legal and dispute resolution experience, I delivered win-win union and management outcomes that supported employee needs while managing risks. I resolved situations in highly contentious union environments involving employment discrimination, sexual harassment, poor performance and more. Further competencies include:

SELECTED ACCOMPLISHMENTS

Took charge of situation and arbitrated contentious dispute. Assigned as Arbitrator to volatile employment discharge case where attorneys had become confrontational. Took charge and was able to maintain control over the hearing, eliminate tension among parties and conduct professional process to conclusion.

Successfully negotiated stalled collective bargaining agreement. A long-term impasse in collective bargaining negotiations existed between management and four unions at a large county facility. As dispute resolution neutral, established mutual trust/confidence with both parties. Illustrated win-win benefits of interest-based bargaining and disadvantages of entrenched positional bargaining. Facilitated acceptable agreement with three of these unions.

Utilized employment law and dispute resolution skills to eliminate employee issues. State transportation agency was experiencing high level of successful discrimination cases filed by employees. Assigned to replace prior attorney. Acting as mediator, worked out mutually acceptable workplace solutions with affected employees and supervisors. Successfully defended agency in 30+ discrimination cases that went to administrative litigation.

CAREER OVERVIEW

Field Investigator, State of Maine-2023 to 2024. Investigated complaints filed against Maine real estate agents. In that position, I would gather relevant documents, interview parties involved and draft final decisions for approval by the Board of Commissioners.

Executive Director, Belfast Chamber of Commerce – 2011 to 2012. Recruited to manage/promote the Belfast area as an attractive business relocation option and summer tourist destination. Supervised staff of 30 volunteers.

Town Administrator, Town of Northport – 2007 to 2010. Served as first ever Town Administrator. Responsible for all aspects of municipal government and services, regulatory compliance, public relations, and project development. Managed $3.2M budget and staff of seven.

Superintendent of Administration, Bristol County Sheriff’s Office – 2003 to 2006. Directed operations of seven departments, including HR, labor relations, IT, finance, food services, maintenance, and commissary. Conducted grievance mediation hearings and issued written decisions. Functioned as key member of management collective bargaining team in contract negotiations with four labor unions. Led 85 employees with budget of $42M.

Arbitrator & Mediator, Massachusetts Board of Conciliation – 1999 to 2003. Negotiated collective bargaining agreements as neutral intermediary working with both public and private employers and unionized employees. Mediated workplace grievances. Conducted formal arbitration hearings and issued binding written decisions.

Deputy Chief Legal Counsel, Massachusetts Highway Department – 1991 to 1999. Provided legal advice to department in areas of employment law, tort, contracts and public construction law.
