* I recently wrote a book titled “Planning Theory and Decision Making.” The book deals with planning procedures and their applicability to substantive planning issues and the decision situation, and it provides several criteria about our political and work culture and how those issues can be addressed. The objective of this article is to emphasize the main characteristics of the planning process and its relevance for society and its role in decision making.

The book originated after I developed several syllabi for a series of planning courses for a university in San Diego, namely the Global Knowledge University. One course was Planning Theory, for which I found very few books that specified the decision situation and political and work culture.

Project examples include a simulation and environmental impact analysis for a city of 200,000 people, a suitability analysis for an area of 8,000 square miles, and a suitability analysis and land-use and transportation plans applying travel demands models using Ian McHarg and Carl Steinitz approaches.

Personally responsible for the generation of contracts on an eight-year period for my private consulting firm CODIPLAN: Contracts: related to land-use and transportation planning, regional planning, urban design projects, and architecture projects. Developed guidelines on approach, methods and techniques to apply. Supervision of text and drawings. Writing proposals and reports. Presentation of final reports to clients. Participation in several RFQ’s and RFP’s.

Regional and Environmental Planning

Among other projects and as the secretary of the Environmental Protection Agency in Baja California, implemented an alliance between the public sector, the private sector, the community and professional sectors to eliminate wheat residual material that was burned and was polluting the air in Mexicali Calexico. Calepa is adopting the process. 2014-2016.

Development of a promotional resource guide for “maquiladora” investors (THE BRIDGE: Baja California Regional Industrial Development Guide) for the San Diego Association of Governments (SANDAG).

Development of pre-feasibility and location studies for “maquiladoras.”

Cost comparative analysis for a 3,000 square mile area in the southern part of the State of Mexico. Identification of location for industrial firms in the area.

Trans-Border Planning

More than 10 years working in trans-border planning in the California-Baja California border. Including several papers on the subject: Planificación transfronteriza, Transborder System and Selected Objectives, Transborder Proposals, Gobernanza transfronteriza,

Several projects such as a report on the California-Baja California border for the National Planning Institution in Mexico. Promotional resource guide of Baja California for SANDAG (San Diego Association of Governments), collaboration with Caltrans in the development of a park in Tijuana. Proposals for the design of a creek crossing the border between Mexicali-Calexico. Implemented an alliance between the public, private, community and professional sectors to eliminate wheat residual material that was burned creating air pollution in Mexicali-Calexico. CALEPA (California Environmental Protection Agency) is adopting this process,2014-2016.

Received an award for trans-border collaboration in 2002. I received the “John Nolen Award” by the “American Institute of Architects/San Diego Chapter” on planning and urban design, for exceptional contributions to the furtherance of Livable Communities in our Bi-National basin through the creation of IMPLAN (Instituto Municipal de Planeación) and its work to achieve a better Tijuana.

Design

Participation in the development of design guidelines for an industrial park (MCM).

Participation in the RUDAT-AIA workshop in San Ysidro, California.

Design of several housing developments for different climates. Use of rational design methods, modeling, survey of architectural and urban design needs and site planning. Examples of work performed: housing developments ranging from two to ten square miles, two manuals for procedures and standards in urban design and site analysis, a church, an urban park, a house, a school, a museum, and an office building. Two studies on design needs for developing architectural and urban design performance statements for low-income housing.

AWARDS

In 1996 the California Chapter of American Planning Association I was awarded the Award of Excellence for the Sherman Heights Revitalization Program. As director of IMPlan I received the Grand Showcase Award in the Twentieth Annual ESRI International User Conference, for GIS applications. In January 2001, I received a diploma from the newspaper “El Mexicano” for contributions to urban development in Tijuana. In 2001 I was awarded the “California Water Policy 11 Conference” award for the Alamar River ecohydrological project. In 2002, I received the “John Nolen Award” by the “American Institute of Architects/San Diego Chapter” for planning and urban design, for exceptional contributions to the furtherance of Livable Communities in our Bi-National basin through the creation of IMPLAN and its work to achieve a better Tijuana. In 2003, I received second place in the Tokyo, Japan International Competition for Sustainable Urban Systems Design, with PDC (San Diego).
