Provided advice, technical guidance, and interpretation of ER/LR and Merit Systems Protection Board matters to senior managers and supervisors.

2007 –2012 Transportation Security Administration
Provided staffing services through a contract with Your Recruiting Company Inc. (YRCI), as a sub to Lockheed Martin.
Supervised seven staff members in providing the full range of staffing services and Employee Relations support to the Federal Air Marshal Service. Developed job postings on USAJobs.gov, evaluate applications, plan and monitor eight primary phases in the hiring process, and providing certificate of eligibles for selection.
Duties also included consulting with TSA, FAMS officials on regulations regarding employee performance and disciplinary policy development and implementation.
2004 - 2007 Transportation Security Administration
Provided staffing services to the TSA through a contract with Federal Personnel Management Institute. (FPMI). As a member of the Central Team provided staffing support to TSA employees working at airports in the Central part of the USA.
Previously worked as a senior staffing specialist, assigned to the headquarters group, specializing in criminal investigators and intelligence operations specialists, as well as the full range of positions located throughout the TSA.
Provided advice guidance to management concerning leave, sick leave restriction, performance management and mediation to resolve outstanding issues.

Under contract with SELECT Employee Assistance Program provided counseling services for employees and family members affected by terrorist attacks (9/11) on twin towers in NYC.
1998 – 2000 INOVA Employee Assistance Program
EAP counselor provided assessment and referral services for employees and family members. Consulted with managers to resolve employee performance issues to include discipline and removal.
July 31, 1998 Retired as a GS-15 with 30 years of Federal service.
1993-1998 Director, Department of Justice, Employee Assistance Program
Supervised four counselors, in the full range of EAP and employee relations services for management, employees and immediate family members from a nationwide group of 17,000 employees.
Provided the full range of Employee Relations support to management to include the resolution of employee performance issues, to include discipline and adverse actions within legal and regulatory requirements.
Responsible for providing oversight of the Department's component EAP's (FBI, DEA, U.S. Prisons, INS and U.S. Marshals Service). Represented the Department on a variety of working committees both in the public and private sector.
1989-1993 Deputy Director, Department of Justice, Employee Assistance Program
Designated as the EAP Administrator for Offices of U.S. Attorneys. Provided the full range of EAP and Employee Relations issues nationwide for U.S. Attorneys management and staff.
Advised management regarding union rights, employee rights as determined by Merit Systems Protection Board (MSPB), and Federal LR Authority regulations.

Established an internal Employee Assistance Program. Provided consultation to employees for resolving performance and personal issues impacting performance and advising management in developing discipline and adverse action cases.
Provided advice and assistance to managers on performance management, misconduct problems, and with probationary employees in conformance with laws, regulations, and Agency policies and procedures.
Provided interpretation of laws, regulations, and procedures to ensure Human Resource solutions were within legal and regulatory requirements.
