04/1998 - 06/2014 Traffic Management Specialist/ Booking Department GS-2130-12_ 40 Hours Supervisor: Mr. Richard Smith 618-***-****/ Ft Eustis, Newport s, VA/ Scott AFB, IL Serviced as Traffic Management Specialist in the Ocean Cargo Booking Office. Conducting worldwide movement of Government Freight, totaling thousand and sometimes millions of dollars. Act as liaison between the International Customer Service Branch and the Commercial Transportation Carrier in monitoring, expecting and tracking the onward movement of Government Freight from original to final destination. Worked as a Contracting Officer Represented (COR), ensuring proper rate were provided for the movement of freight being offered with the lowest cost per contractual, ensure all freight has the correct pricing and dollar value as per the contract. Process Export Traffic Release which is an application form that described the kind of cargo and equipment the shipper needs for their overseas movement. Provided services for booking Sustainment Cargo like Ammunition, Humanitarian Aid Program (HARP), Foreign Military Sales (FMS), Unit moves, Military exercise for movement under the Department Transportation System (DTS) and the Department of Defense (DOD). Making sure there is no delay in the process of Export Traffic Release Request (ETRR), schedule and coordinated movement under the DOD. Book Break Bulk and Containterized Freight according to the contractual terms, conditional, requirements, and policies. When this were discrepancies in shipment, technical support is provided and advice to government and commercial carriers and customers to make corrections and make sure that every detail of the shipment is in order. Maintain daily contracts with Ocean carriers, vendors and shippers to make sure containers and vessels are scheduled, make sure carriers are capable of handling shipment per Government Freight Policies, also safe arrival of all shipment stateside or overseas. Booked routine shipments within 48 hour period. Monitor movement of freight through DTS, for movement of Government Freight by International surface on a worldwide basis. Process Conus Freight Movement (CFM) for shippers, vendors and other overseas installation with millions of dollars in value. Responsible for performing administrative functions for the Booking Department. Analyzed offerings, review rate to determine the best cost from origin to final destination through the best route of transportation. Resolved customer problems and recommend systemic and procedural changes to correct shipping problems and errors. Report any contractor failure to the Cargo Management Division.

06/1985 - 04/1998 Claims Examiner/ Loss and Damage GS-2130-06_ 40 Hours Supervisor: no longer employed at this facility. Military Ocean Terminal Bayonne, NJ Receive Non-Appropriate claims and contracts with momentary value. Research claims made by carriers and shippers. Ensured every carrier and shipper compile with the rules and regulations governing by the DOD and the United States Government. Research and obtain supporting documents to sustain claims and compile information to determine who is responsible for damage overage or shortage in shipment. Make Manifest Adjustments on missing and incorrect shipment process for different installations and carrier. Ensuring that all Government Freight is properly secure, blocked and braced. Ensure carrier use the correct equipment and follow the correct shipment procedure rules and regulations set by DOD.
